Ensure that the equipment and infra-structure for both the CHC and its clinics are in a sound state, Manage technical services and support in conjunction with Technicians / Artisan and associates in field, workshop and technical office activities, Ensure promotion of safety in line with statutory and regulatory requirements, Provide inputs into existing technical manuals, standard drawings and procedure to incorporate new technology. Liaise with District Engineer and Infrastructure development Ensure quality assurance in line with specifications, Provide inputs into the budgeting process, compile and submit reports as required, Provide and consolidate inputs to the technical operational plan, Plan and co-ordinate work to be done by the contractors. Manage and control assets for the component, Control and monitor expenditure according to budget to ensure efficient cash flow management. Manage the development and utilization of human resources for the discipline to ensure competent knowledge base for the continued success of technical services according to organizational needs and requirements and double check water and lights monthly consumption against Municipality and Eskom bills. To participate in the development of Human Resource strategies and policies and to provide advice to management and staff with regard to HR matters. To monitor implementation of HR policies and procedures in the context of Human resource practices; Ensure correctness of all Persal transaction, including approval thereof, and provide support to other Persal users in HR component by drawing and analyzing reports; Assist in formulation and implementation of Human Resource operational plans; and exercise supervision over HR supervisees. Ensure the proper procedures are adhered to with regards to appointments, transfers, probation, exits PILIR performance management and translations in the section. 4 POST : ASSISTANT MANAGER NURSING - PHC REFERENCE : DNH 11/2015 SALARY : R PA OTHER BENEFITS : 13 th Cheque, Medical Aid (Optional), 8% Rural Allowance & Housing allowance (employee must meet prescribed requirements) MINIMUM REQUIREMENTS FOR THE POST Diploma/Degree in General Nursing and Midwifery plus 1 year Post Basic qualification in PHC. Current registration with SANC A minimum nine (9) years appropriate/recognizable experience in nursing after registration as a Professional Nurse with SANC as the General Nurse. At least seven (7) years of the appropriate/recognizable experience must be after obtaining the 1 year post basic qualification in PHC. KNOWLEDGE, SKILLS AND COMPETENCIES REQUIRED Knowledge of nursing care processes and procedures, nursing statutes, and other relevant legal frameworks such as: Nursing Act, Health Act, Occupational Health Act, Patient Rights Charter, Batho-Pele Principles, Public Service Regulations, Labour Relations Act, Disciplinary Code and Procedure and Grievance Procedure. Demonstrate an in depth knowledge and understanding of challenges facing Public Health particularly in Primary Health Care. Leadership, organizational, decision making and problem solving abilities. Interpersonal skills including public relations, negotiating, conflict handling and counselling skills. In depth knowledge and understanding of PFMA Computer skills in basic programmes. Collaborate PHC services with Operation Sukuma Sakhe activities in the District. Accept overall responsibility and accountability for drug supply management to ensure the safe and reliable procurement, storage, control and distribution of quality pharmaceuticals. Implement and monitor security measures to ensure the safekeeping of all pharmaceuticals within the pharmacy complex and the institution. Monitor and advise on pharmaceutical expenditure, implement and evaluate budgetary control measures, promote rational drug use. Provide a professional advisory service. Represent the pharmacy department at institution management level and participate in hospital management functions such as meetings and strategic planning Participate in research or implement research activities to ensure optimum drug use pattern in the facility. Supervise and provide training to community service pharmacist, assistants and Interns. Maintain accurate and appropriate patient records, statistics and information as required by management in line with legal requirements.
