1 EXTERNAL JOB ADVERT THE PARLIAMENTARY COMMISSION CAREER OPPORTUNITIES The Parliamentary Commission invites applications from qualified Ugandan nationals to fill the following vacant posts that exist in the Parliamentary Commission, Parliament of Uganda. Applications should be addressed to the Secretary, Parliamentary Commission, P. O Box 7178, Kampala, to be posted or hand delivered to the Parliamentary Registry, Room No.112, 1st Floor, South wing, Parliament of Uganda. The applications should reach the Secretary, Parliamentary Commission not later than Friday 23 rd October, 2015 at 5:00 p.m. The applicants should attach recent passport size photographs, Curriculum Vitae, CERTIFIED copies of academic transcripts and professional certificates and indicate two (2) competent referees. 2 DEPARTMENT OF HUMAN RESOURCE POST : DIRECTOR, HUMAN RESOURCE (REF 1/15) SALARY SCALE : PC1SE NO. OF VACANCIES : 1 (ONE) JOB STATUS : PERMANENT AND PENSIONABLE AGE LIMIT : 35 AND ABOVE REPORTS TO : DEPUTY CLERK (CORPORATE AFFAIRS) PURPOSE OF THE JOB To advise the Parliamentary Commission on Human Resources Management matters in line with the relevant policies, regulations and laws. Key Result Areas To provide leadership to the Human Resource Department, To plan for Human Capital engagement in the Parliamentary Service, To advise on recruitment, selection, promotion and staff exit management policies and procedures, To coordinate training and talent management programs in the Parliamentary Service, To oversee staff compliance with performance management systems. To initiate and implement reward and incentive systems in the Parliamentary Service, To advise on and manage the Human Resource Records and Information Systems, To ensure proper management of the compensation and benefits systems, To advise on and implement the discipline and grievance handling procedure, To advise management on equal employment opportunities and gender relations actions, To provide counselling and psycho-social support services to members of staff, To manage the performance and development of subordinate staff in line with Human Resource Policies and Procedures,

3 To budget and plan for departmental resources, To supervise, mentor, coach and develop subordinate staff, To carry out any other duties as may be assigned from time to time. PERSON SPECIFICATIONS Education and qualifications (i) An Honours Bachelor s Degree in Arts or Social Sciences with Personnel or Human Resource Management studies as one of the subjects, or an Honours Bachelor s Degree in Human Resource Management obtained from a recognized university/institution. Plus (ii) (iii) (iv) A Masters Degree in Human Resource Management or Organization Psychology from a recognized university/institution. Professional Human Resource qualification. Applicants should have at least 10 (ten) years work experience in Human Resource Management, 3 (three) of which should have been at the Head of Department level gained from a reputable organization. Competencies Ability to steer a highly technical, results-oriented and dynamic team. A team leader, good mentor with the ability to train and develop subordinate staff. Knowledge of laws, rules, regulations and policies relating to Human Resource Management. Must be dynamic and able to work under pressure. Knowledge and experience in modern Human Resource Management and Development best practices. Should have excellent interpersonal and communication skills. Excellent organizational and time management skills. Ability to supervise and coach subordinates. Should demonstrate problem solving and decision-making skills. Should have planning and people management skills Should be conversant with counseling and guidance skills.

4 PARLIAMENTARY BUDGET OFFICE POST : ECONOMIST (REF 2/15) SALARY SCALE : PC 4 NO. OF VACANCIES : ONE (1) AGE LIMIT : 21 YEARS AND ABOVE TERMS OF EMPLOYMENT : PERMANENT AND PENSIONABLE REPORTS TO : SENIOR ECONOMIST PURPOSE OF THE JOB To collect, process, and analyze Economic and Budget Information. Key Result Areas To collect all data related to government revenue, expenditure and deficit, To collect all information on economic and social policies on the Financial and Monetary sectors of the economy, To carry out analytical and policy studies to inform Parliament on the status of the economy, To estimate costs and revenues associated with proposed legislation, To support Parliament and its Committees in utilizing economic and budget performance measurement indicators during oversight meetings, To prepare regular publications on key macroeconomic and budget indicators, To support the existence and operations of a budgetary and socioeconomic data bank at PBO, To collect and analyze the impact of public policy on macroeconomic variables including but not limited to price indices, exchange rates, lending rates etc. To assist committees of Parliament in implementing work plans, To provide periodic performance reports of PBO, To perform any other duties as may be assigned from time to time.

5 PERSON SPECIFICATION Education and Qualifications An Honours Bachelor s Degree in Economics or Statistics or Quantitative Economics, from a recognized university. A strong mathematical or statistical background (with a principal pass in Mathematics obtained at A-level) is essential for the job. Competencies Should have Public Sector, Macroeconomic, Financial and Social analytical skills Should be able to apply Econometrics skills Should have Policy Formulation and Analysis skills Should have research and Monitoring and Evaluation skills, Information Systems Design & Operations Skills. Practical Skills in Economic and Statistical Computer packages A team player and working with minimum supervision Should have excellent interpersonal skills and communication skills.
