2 INTERNAL AUDIT DIVISION JOB TITLE : CHIEF INTERNAL AUDITOR SALARY SCALE : PC1E NO. OF VACANCIES : 1(ONE) AGE LIMIT : 30 YEARS AND ABOVE REPORTS TO : CHAIRPERSON, PARLIAMENTARY COMMISSION PURPOSE OF THE JOB To provide independent, effective and efficient internal audit management services the Parliamentary Commission. Education and Qualifications An Honours Bachelor s Degree with Finance or Accounting (option) from a recognized University/ Institution, with full professional qualifications such as CPA, ACCA or CIA. Or Full Professional qualifications such as CPA, ACCA or CIA In addition he/she must posses a Masters Degree in Finance or Accounting related field. He/she should have at least nine (9) years relevant work experience in accounting or audit function, three of which should have been obtained at Principal Officer level in Government or equivalent level of experience from a reputable organization. Must be a member of an Audit or Accounting professional body. To provide leadership to the Internal Audit Division of the service To plan for and manage internal audit activities in the Parliamentary Commission To oversee the development and implementation of an audit strategy, audit plan and risk management plan. To ensure continuous risk assessment of organizational and financial procedures To prepare and submit audit reports to management and the Audit Committee To develop and manage an internal audit information system. To provide support to external audit activities and processes To budget for and manage the resources of the Audit Division To supervise, develop and appraise subordinate staff To carry out any other duties as may be assigned from time to time. 3 JOB TITLE : PRINCIPAL INTERNAL AUDITOR SALARY SCALE : PC2 NO. OF VACANCIES : 1(ONE) AGE LIMIT : 28 YEARS AND ABOVE REPORTS TO : CHIEF INTERNAL AUDITOR PURPOSE OF THE JOB To carry out independent and objective evaluation of the Parliamentary Commission s operations and processes for conformity with relevant statutory regulations Education and Qualifications An Honours Bachelor s Degree with Finance or Accounting (option) from a recognized University/ Institution, with full professional qualifications such as CPA, ACCA or CIA. Or Full Professional qualifications such as CPA, ACCA or CIA In addition he/she must posses at least a Postgraduate Diploma in Finance or Accounting related field. He/ She should have at least six (6) years relevant work experience in accounting or audit function, three of which should have been obtained at Senior Officer level in Government or equivalent level of experience from a reputable organization. Must be a member of an Audit or Accounting professional body. To participate in developing up to date audit frameworks and tools To conduct and follow up on all internal audits, including preliminary surveys. To prepare written post audit reports for submission to the Parliamentary Commission To ensure adherence to acceptable audit practices, procedures and standards To conduct special and forensic investigations and audits. To carry out audits of computerized accounting systems. To carry out risk assessment and propose mitigation strategies To prepare periodic audit reports. To supervise and manage performance of subordinate staff. To perform any other duties as may be assigned from time to time. 4 HUMAN RESOURCE DEPARTMENT JOB TITLE : SENIOR MEDICAL OFFICER SALARY SCALE : PC3 NO. OF VACANCIES : 1 (ONE) AGE LIMIT : 28 YEARS AND ABOVE REPORTS TO : ASSISTANT DIRECTOR, HUMAN RESOURCE PURPOSE OF THE JOB: To coordinate and manage health and wellness programmes in the Parliamentary of Uganda. Education and Qualifications: A Bachelor of Medicine and Bachelor of Surgery (MBChB) Degree from a recognized University/ Institution; He or she should be registered by the Medical and Dental Practitioners Council of Uganda A postgraduate qualification in Health Management related field shall be an added advantage. At least three (3) years work experience in Medicine, or Clinical practice from a registered medical institution. To provide leadership to the Health and Safety Unit To plan and budget for health services for MPs and Staff; To evaluate and appraise the performance of the medical insurance scheme; To coordinate procurement of medical supplies and equipment in adherence to the National Health Service Delivery Standards To diagnose and manage medical cases among staff and Members of Parliament To manage the operationalization of the Occupational Health and Safety policy of Parliament To develop and manage health information management system.
