This position provides high level consultation, advice, support, and leadership for staff within the Prison Mental Health Service (PMHS) working with clients with concurrent substance use and mental health problems in order to enhance continuity of care and the availability and access to appropriate early interventions and treatment options. This position is responsible for the development, implementation, review and evaluation of clinical practices, resources, workplace procedures and guidelines in relation to dual diagnosis; and for the ongoing dual diagnosis program development in accordance with recognised national standards in collaboration with other key personnel. In addition, the PMHS works collaboratively with a range of other government and non-government agencies, including Offender Health Services (OHS) and Queensland Corrective Services in the ongoing care and treatment of persons with concurrent substance use and mental health problems. The key accountabilities of the role are: Deliver high level clinical consultation and direct clinical care for PMHS clients with complex dual diagnosis issues including assessment, diagnosis, input into treatment planning and promoting application evidence-based care. Liaise with and provide education and support to clients and their families, other health professionals and staff from other government and non-government agencies involved in the client s care as required. Provide clinical practice supervision to less experienced practitioners to ensure the maintenance of professional clinical standards within the mental health program, specifically around dual diagnosis issues. This includes the provision of mentoring to individual staff. Actively contribute to the skill development of PMHS staff, as well as other health professionals and staff from other government and non-government agencies involved in the client s care, to respond to dual diagnosis clients by coordinating the provision of quality information and evidence-based education programs. Provide general clinical advice to professional and operational supervisors, relevant service managers and other stakeholders, including Offender Health Service staff and Queensland Corrective Services psychology and counselling staff, ensuring PMHS dual Diagnosis service delivery is consistent with Queensland Health Policy: Service Delivery for People with Dual Diagnosis (co-occurring mental health and alcohol and other drug problems) September 2008; and the Queensland Health Dual Diagnosis Clinical guidelines (2010). Establish and maintain collaborative partnerships with identified internal and external key stakeholders to facilitate access to services and integration and continuity of care for PMHS dual diagnosis clients throughout their period of imprisonment, at the time of discharge, and during their transition back into the community. Participate in quality and research activities including statistical and clinical activity data collection and data entry into computer programs.

2 Assist in the development and maintenance of quality assurance programs with the Prison Mental Health Service in consultation with senior staff and management. Actively contribute to the development and review of clinical practices, resources, policies and procedures that support the management of clients with dual diagnosis issues. Actively contribute to developing and maintaining a culture which values health and safety and where staff are vigilant to risks of harm to their co-workers, clients or visitors. Actively participate in the Health Service Performance Planning and Appraisal and Individual Development Planning processes. Mandatory Qualifications / Professional Registration: Appointment to this position requires proof of qualification and registration with the Australian Health Practitioner Regulation Agency. Certified copies of the required information must be provided to the employing service prior to commencement of duty. Additional qualifications in mental health, or credentialed as a Mental Health Nurse, would be highly regarded. Eligibility to apply for appointment as an Authorised Mental Health Practitioner (AMHP) under the Mental Health Act This position requires the incumbent to operate a motor vehicle, and an appropriate licence endorsement to operate this type of vehicle is required. Proof of this endorsement must be produced before commencement of duties. Key capabilities required for this role: Demonstrated high level of knowledge, skills, expertise and experience in contemporary clinical practices related to the assessment, treatment and care of people with dual diagnosis issues. Demonstrated ability to provide specialist clinical advice; to communicate, consult, liaise and negotiate with a wide range of stakeholders engaged in service delivery to clients with dual diagnosis issues. This includes demonstrated skills and ability in the development and maintenance of collaborative partnerships at the individual, agency and intersectoral levels. Proven leadership skills, including the ability to initiate, develop, implement and evaluate a range of training materials and programs for staff involved in the care of clients with complex dual diagnosis issues and to provide clinical supervision and mentoring to less experienced practitioners to ensure maintenance of professional clinical standards. Demonstrated ability to develop implement and evaluate clinical practices, tools, protocols and guidelines to ensure optimum standards of care and outcomes for clients with complex dual diagnosis issues. 4 About the Mental Health and Specialised Services Division The Mental Health and Specialised Services Division is responsible for delivering high quality, comprehensive mental health services, Alcohol and Other Drug Services and Prison Health Services across West Moreton. The Division is also responsible for a range of specialised state-wide or multi HHS services including High Secure Forensic Mental Health Inpatient services, Extended Treatment and Rehabilitation Forensic Unit, Secure Mental Health Rehabilitation, Queensland Centre for Mental Health Learning (QCMHR) and Queensland Centre for Mental Health Research (QCMHR), Prison Mental Health Services and statewide point of contact for Offender Health Services. About the Prison Mental Health Service The Prison Mental Health Service (PMHS) provides an in-reach mental health triage, assessment, treatment and transition service to persons in prison with a mental illness. The PMHS works in close collaboration with the Offender Health Service and Queensland Corrective Services, as well as with staff from various non-government organisations and from other mental health services in order to provide a high level of mental health care that is continuous between custody and community.
