CEO or delegate JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation s goals (its expected outcome and how it is achieved). The Quality Integration Manager role is to provide an integrated and consistent quality and process improvement management process across test management, deployment management and release planning. The management responsibility encompasses the underlying database, interface, workflow, security and system technical experts responsible for the delivery of changed ICT systems into controlled environments within the Department of Treasury and Finance. The Quality Integration Manager considers the technical, business and organisational impacts of ICT system change and ensures that changes to the core business systems are managed to ensure improved and high quality service delivery to business units within the Department of Treasury and Finance. (The RISTEC systems are part of the overall ICT solution that provides RevenueSA taxation system capability and is supported by the RISTEC Operations Support group.) 2. Reporting/Working Relations (to whom the person reports, staff for whom the person is responsible, and other significant connections and working relationships within the organisation). The Quality Integration Manager: Reports to the ICT Services Business Application Services (BAS) Manager; Page 1

Is a member of the management team within the RISTEC Operations Support group; Is responsible for the management of the ICT staff, departmental employees and external service providers, who provide support and technical services for the release management and testing functions; and Liaises with Executive, senior management and staff within DTF, client Agencies and with external service providers; 3. Special Conditions (such as non-metropolitan location, travel requirements, frequent overtime, etc.) Some out of hours work may be required. Intrastate and interstate travel may be required The incumbent will be required to participate in the Departmental Performance Management Program 4. Statement of Key Outcomes and Associated Activities (group into major areas of responsibility/activity and list in descending order of importance). 1) Ensure the provision of quality ICT system business functions by: a) Establishing and monitoring the effectiveness of processes, structures and standards for the deployment management practices that deliver the ICT business systems within the department and to external users; b) Establishing and monitoring the effectiveness of processes, structures and standards for the testing practices that deliver the proven ICT business systems within the department and to external users; and c) Establishing and maintaining strategic relationships with key internal and external service providers and implementing processes to ensure that the engagement with service providers is consistent and effective in delivering a high quality service. 2) Ensure the effective leadership and management of ICT staff by: a) Providing leadership and direction to a team of specialists responsible for managing the release of a diverse set of ICT business systems across core business units and strategically aligned businesses within the DTF portfolio; b) Fostering a supportive environment that facilitates collaborative teamwork, professional development and encourages creative, innovative solutions and high quality service support and delivery; c) Scheduling the forward work program and professional development so that there is depth and backup for deployment and testing experience across all supported applications; and d) Establishing and maintaining professional working relationships with all branch staff and encourage a culture of cross-section cooperation. 3) Ensure effective leadership and strategic direction in relation to ICT Services (BAS) is provided by: Page 2

a) Active involvement and participation in the ICT Services BAS management group and RISTEC Operations Support group to develop, implement and monitor policies, standards and practices for service delivery that is consistent with the strategic needs of DTF; b) Contributing to the development of information and technical ICT strategies that assist business units within DTF to achieve their strategic goals; and c) Ensuring that the department is able to comply with Whole-of-Government requirements concerning ICT directions, standards and policies relevant to the RISTEC Operations Support group Acknowledged by Applicant....../.../... PERSON SPECIFICATION ESSENTIAL MINIMUM REQUIREMENTS Educational/Vocational Qualifications Nil Personal Abilities/Aptitudes/Skills 1. Strong and proven technical and management skills in managing and monitoring complex ICT systems release planning, testing and deployments that are based upon different software infrastructures; 2. Demonstrated ability to work under broad direction only, deal with competing demands, manage multiple projects and effectively manage the expectations and demands of multiple stakeholders in a complex environment; 3. Strong leadership skills with a demonstrated ability to motivate and inspire others to work together as a team to achieve objectives and to provide a consistent and high quality relationship with internal and external clients; 4. Proven liaison and consultation skills and demonstrated ability to negotiate successful outcomes in an innovative and resourceful manner, including amongst diverse clients who may have conflicting priorities; 5. Possess high-level written and verbal communication and presentation skills that result in effective and appropriate communication with a broad range of people, including the ability to clearly and concisely communicate complex concepts; and 6. Demonstrated business acumen/commercial focus, proven business planning skills and the ability to drive business outcomes in a timely manner. Experience 1. Extensive experience in incident and fault diagnosis for ICT systems and the planning and conduct of testing at various stages in the system development lifecycle; 2. Extensive experience in the management and conduct of deployments for complex production software systems based upon diverse software infrastructure, together with their associated defect management; 3. Experience in the project management of significant ICT initiatives, forward work schedules and management of work in a team environment; 4. Experience in the application of the relevant legislation, policies and procedures, including Code of Conduct, EEO and cultural inclusion. Page 4

Knowledge 1. Knowledge of the interaction of business applications with infrastructure elements in a large government ICT environment; 2. Knowledge of the theory and practice of Release Management and Testing frameworks in complex ICT environments. 3. Knowledge of current ICT system development and support techniques and trends in ICT and their relevance/suitability for use in the department and other client agencies. 4. Knowledge of Government policy objectives, processes, agency structure and functions.
