1 2.1 Prject applicatin: the tw-step applicatin prcedure As laid dwn in sectin 5.3 f the cperatin prgramme (CP), depending n the availability f funds ne regular call fr prject prpsals shall be launched per year. Prjects are nrmally selected in a tw-step applicatin prcedure: step 1 is the submissin f the expressin f interest (EI); step 2 is the submissin f the applicatin dcuments: the cmplete applicatin frm (AF) alng with the partnership agreement (PA). The prcedure cmprises a selectin f the submitted EI, this selectin marks the end f step 1. The preselected EIs are invited t enter step 2 and therefre t submit the applicatin dcuments (including the AF and the PA). The applicatin prcess is carried ut cmpletely in an nline mnitring system. Terms f reference (TR) are published fr each call utlining the framewrk f the call and the specific expectatins f the prgramme in terms f cntent (e.g. pen pririties, tpics t be cvered and type f results) as well as n peratinal and technical aspects (e.g. budget, partnership). Prject applicants shuld acknwledge the eligibility criteria and evaluatin criteria described as set ut in the factsheet Prject selectin: prcedure and criteria when drafting their prpsal. The jint secretariat (JS) evaluates the EI, with supprt f the Alpine Space cntact pints (ACP) fr natinal verificatins with regard t the partners situated in their cuntry (see factsheet Natinal requirements ). The final decisin and selectin f the EI fr entering step 2 is taken by the PC. The selected applicants are invited t step 2: t submit the applicatin dcuments which are the basis fr the selectin f prjects. The EI cntains key infrmatin abut the prject and is a shrt versin f the AF. At the pening f a call fr prject prpsals, the prject applicants are enabled t fill in the EI nline (link t the EI sectin available n After registratin each prject applicant receives a unique 2

3 lgin/passwrd in rder t access her/his EI. The EI needs t be cmpleted befre the annunced deadline. In case f multiple EI versins fr the same prject, nly the last versin submitted is taken int accunt. The EI describes the prject s bjectives and expected results and their cnsistency twards the prgramme aims. Further cre elements are the transnatinal apprach, the main utputs and target grups, as well as elements n the structure f the partnership. The infrmatin filled in the text bxes shall be in English and be precise and cncise as the number f characters is limited. In the EI frm every sectin is well described by a series f questins that all have t be answered. Within the perid f the call pen t submissin, the prject applicant can develp its EI nline at its wn rhythm. Once the EI is filled in and submitted n changes are pssible. It is essential that the prject applicants get in cntact with the Alpine Space cntact pint (ACP) f their cuntry. The ACPs supprt the ptential prject participants in the preparatin f the EI and give detailed infrmatin e.g. during natinal infrmatin events/inf days. The cntact f the EI lead partner with the respective ACP is bligatry (see eligibility criteria in factsheet Prject selectin: prcedure and criteria). Applicants shall cnsult the factsheet Natinal requirements, as additinal elements may be requested at natinal level. After the selectin by the PC the EI lead partner receives a letter frm the managing authrity (MA) n the results f the prcess. If apprpriate, prject applicants are given recmmendatins by the PC n hw t further elabrate the prject prpsal t meet the expectatins f the prgramme. Applicatin frm (AF) In step 2, the applicatin dcuments (AF and PA) have t be submitted. The AF is a binding dcument which describes the prject and gives detailed infrmatin n the wrk plan and financial figures. It is based n the EI, hwever the AF requests mre detailed infrmatin n the presented prject prpsal. Between the EI and the AF the prject prpsal and partnership shall be further develped in terms f quality. The AF is the reference dcument fr implementatin during the whle prject duratin. Tgether with the AF, the applicants have t submit the signed PA (see annexes). In step 2 nly prject applicants f selected EIs are invited t fill in the cmplete AF. As fr the EI, the AF is an nline frm which can nly be entered and submitted with registered access t the nline system 3

4 available under Only the last versin submitted is taken in t accunt, any earlier versins f the same prject are nt cnsidered as valid and are nt assessed. During step 2 f the applicatin prcedure, prject applicants are given technical supprt and advice by the JS and ACPs. A transnatinal seminar n prject preparatin explaining in detail the AF and the PA is rganised by the prgramme. T ensure the submissin f quality dcuments it is highly recmmended t cnsult the prgramme dcuments and t cntact the prgramme management bdies (ACP and JS). Each LP shall have a cntact with the JS and its ACP fr discussing the findings f the assessments results frm step 1 (bligatry cntact). Furthermre natinal requirements might fresee an bligatry cntact fr each prject partner with its ACP. Additinal natinal dcuments might be requested as well (see factsheet Natinal requirements ). The evaluatin f the AF is carried ut by the JS supprted by the ACPs. The final decisin n the selectin f prjects is taken by the PC. The lead partner (LP) receives a letter n the results f the selectin prcess frm the MA. Details n the selectin f prjects are explained in the related factsheet Prject selectin: prcedure and criteria. Once the AF is apprved by the PC, n mre changes are pssible unless an fficial request t the prgramme is made (see annexes). The AF is the reference dcument t mnitr the prject implementatin. The AF is cmpsed f several sectins and fcuses n: the selected prgramme pririty and prject s cntributin t the selected prgramme bjective, the partnership structure and relevance, the prject transnatinal relevance and apprach, the bjectives f the prject, the prject s result and utputs and their cntributin t the prgramme prgress indicatrs, the wrkplan with defined wrk packages, activities and time schedule f the prject, target grups, durability and transferability f prject utputs and results, the financing f the prject. 4
