1 JOB DESCRIPTION JOB TITLE: DIRECTORATE: SECTION: GRADE: Senior Resilience Officer Environment & Sustainable Communities Corporate Safety and Resilience BBU12 DATE PREPARED: Jan 2016 REPORTS TO: Service Manager (Corporate Safety and Resilience) JOB PURPOSE: To provide specialist professional support to help ensure satisfactory delivery of the reactive and planned workload in relation to the Corporate Safety and Resilience Service. To initiate, lead and direct specialist projects, in line with appropriate competencies, in order to achieve desired outcomes. To protect the Council, service users, residents and workers within the Borough at work, at home and at leisure against recognised risks and promote Business Continuity and Emergency Planning within and outside the Council. Main Duties and Responsibilities: To contribute to the delivery of relevant objectives outlined in the Corporate Safety and Resilience Service Plan with a view to protecting the Council, service users, residents and workers within the Borough at work, at home and at leisure against recognised risks, ensuring the Council continues to be fully compliant with civil contingencies legislation and aligns to the Business Continuity standard ISO22301 To develop, promote and steer Business Continuity and Emergency Planning within and outside the Council To act as a point of experience, knowledge & support to other officers through the provision of advice, guidance and support in more complex cases and to provide specialist professional support and advice, in line with appropriate competencies, to team members, other Directorates and Service Areas. Prepare and present training packages for key members of staff who are likely to be involved in a Council response to an incident and staff in volunteer roles. Provide assistance with the organisation of seminars, campaigns and exhibitions in relation to Resilience To support the Service Manager with the day-to-day management and co-ordination of relevant Corporate Safety & Resilience functions, ensuring they are carried out in line with quality procedures, Council policy and statutory obligations. Also to measure and monitor team performance and report outputs/outcomes to the Service Manager and Head of Regulatory Services through quarterly service reports. To initiate, lead and drive key Resilience projects in line with identified key risks, priorities set by the Council s Senior Management and Bedfordshire Local Resilience Forum (BLRF) initiatives and strategies To provide prompt and courteous responses to all requests for service, public complaints and other enquiries and ensure all relevant information is recorded, via the service computer database system, to aid performance management monitoring.
2 To ensure the appropriate information is provided to the Service Manager (Corporate Safety and Resilience) for the completion of annual and other returns required by Senior Management and various Government Departments, agencies and other bodies relating to the functions of the Resilience Service. To carry out any other similar duties as may be required from time to time by the Head of Regulatory Services. DECISIONS MADE: To make appropriate professional decisions on behalf of the Head of Regulatory Services, within the relevant professional scope and discipline of the post, including the initiation of the Borough Emergency Plan as required To develop and maintain Council policies & procedures, deliver satisfactory performance and help the Council demonstrate that its services represent good value for money, remaining fully compliant with civil contingencies legislation and aligns to the Business Continuity standard ISO22301 To evaluate and prioritise delivery of personal workloads in line with statutory duties, Corporate Priorities and related risk to protect the health, safety and well-being of staff, service users, residents and workers within the Borough at work, at home and at leisure, achieving appropriate targets in the Corporate Plan, Value for Money Strategy, the Directorate Business Plan and Area Service Plan, whilst ensuring compliance with the Council s Standing Orders, Financial Regulations, Procurement Strategy and Contract Procedures. To provide advice and support, in collaboration with the Service Manager (Corporate Safety and Resilience), to less experienced staff on the prioritisation of workloads in accordance with the Council s policies and procedures to protect the health, safety and well-being of staff, service users, residents and workers within the Borough at work, at home and at leisure. To make decisions on behalf of the Head of Regulatory Services when requested by the Assistant Director (Environment, Regulatory and Recreational Services). CONTACTS: To initiate, participate in and chair task groups, working groups etc in order to achieve effective cross cutting with other Council Service Areas and other relevant external organisations including defined Category 1 Responders. To identify and drive forward areas of improvement in resilience service delivery working with other team members and managers of other services. To identify and drive forward improvements in the effective management of resilience with other team members and provide professional/technical advice, in line with appropriate competencies, to other Directorates and Service Areas. To maintain contact with senior managers ensuring awareness of resilience responsibilities and advising on statutory requirements and good practice. To support and work in conjunction with the Senior Corporate Safety Officer and the Senior Flood Risk Officer to ensure effective deployment of staff and other resource to deliver key aims and objectives across the service. Liaison with BLRF in respect of resilience aspects of the Council s undertaking.
3 Liaison with other local authorities and statutory bodies to facilitate consistency and improvement in service delivery for all aspects of the services. Liaison with agencies and companies on the resilience aspects of services provided to the Council. RESOURCE CONTROLLED:(staff managed, budget controlled or budget impacted) To make appropriate professional decisions on behalf of Head of Regulatory Services, within the relevant professional scope and discipline of the post, that may significantly impact on Councils budgets of other Directorates and Service Areas. Assist / advise the Service Manager (Corporate Safety & Resilience), with direct individual responsibility for large scale emergency fund allocation from Corporate funds during civil emergencies. Management of any external resource allocated to projects within the officer s sphere of responsibility. Day to day operational management of up to 1 staff member. To deputise on behalf of the Service Manager (Corporate Safety and Resilience) when requested by the Head of Regulatory Services. 4 SELECTION CRITERIA The selection criteria for the post should include qualifications, relevant experience, skills/abilities and styles/behaviours essential to perform the post Criterion A Must hold a degree or Diploma level qualification in Business Continuity or Emergency Planning from a recognised professional body (e.g. Emergency Planning Society, Society of Industrial Emergency Services Officers, Business Continuity Institute) together with Membership of one of the above organisations. B Must be able to demonstrate significant experience as a resilience/emergency planning officer or adviser providing advice and guidance to senior managers within the organisation. C Must demonstrate an ability to undertake complex specialist/ technical work relevant to the post and make independent decisions with minimal supervision, including the management and co-ordination of relevant functions as part of day-today service support. D Demonstrate the ability to solve complex and demanding problems which could have a significant impact on the capability and resilience of the Council and delivery of critical services. E Demonstrate the ability to work independently, recognising personal limits and when to ask for assistance and support. F Demonstrate good attention to detail to ensure plans, procedures, and reports are coherent, accurate, appropriately formatted, and presented in a professional style. G Demonstrate a positive approach to work demands and challenges including availability to work outside of normal hours on occasions as the demands of the job require. H Demonstrate the ability to develop and deliver training to a wide range of people at all levels within the organisation. I Demonstrate the ability to interact effectively with the Council s management at all levels and with other agencies/organisations and to be able to inform and influence effectively. J Demonstrate an understanding of the potential for significant impact on budgets of other services arising from decisions made by the postholder. K Must be able to carry out physical requirements of the role e.g. carrying equipment, access to awkward locations, and to travel efficiently as required to attend meetings or attend incident sites.
