1 JOB DESCRPTON Position Title and Number: Grade: Department: Section: Responsible to: Responsible for: Head of Corporate Governance PO7 Resources Corporate Governance and Corporate Support Services Director for Resources All staff in Corporate Governance and Corporate Support Services Overall Purpose of the Post: To manage the provision of efficient and comprehensive governance, administrative and democratic support service to the Council. Major Objectives: 1. To support the Monitoring Officer in maintaining, updating and advising on the Council's Constitution. 2. To plan, manage and coordinate the work of the Corporate Support Services Team in support of the Council s aims and objectives. 3. To be a member of the Management Team of the Resources Directorate, taking a key role in the strategic direction of the Directorate to ensure delivery of its vision and objectives and meet the expectations of customers. 4. To contribute to the corporate management of the Authority, including membership of the Senior Managers Forum. 5. To comply with and support the delivery of the Council s Leadership Behaviours framework. 6. To act as the client in respect of Rutland s Legal Services Contract to ensure the Council receives appropriate support and advice. 7. To ensure the Council discharges its responsibilities in relation to elections and to act as the Council s Proper Officer for Electoral Registrations and Deputy Returning Officer. Page 1 of 9

2 Principal duties and responsibilities: 1. To deputise for the Strategic Director for Resources if required on an ad hoc basis. 2. To provide professional advice to the Resources Directorate for all service areas covered by the post. 3. To champion the strategic aims and objectives 4. To support the One Council concept at all times and support the delivery of cross cutting initiatives as required. 5. To contribute to the undertaking of any service functions specifically allocated by the Council to the Strategic Director of Resources. 6. To act as Proper Officer for the Data Protection Act 1998 and the Freedom of nformation Act To oversee the corporate complaints process. 8. To manage the budgets for corporate governance and democratic services and administrative support sections. 9. To contribute to the Council delivering against its statutory duties and responsibilities covered by the Resources Directorate. 10. To advise the Council on its Constitution ensuring that it is reviewed and amended as required fulfilling legislative requirements. 11. To assist the Monitoring Officer to promote and maintain high standards of conduct amongst Members of the authority, particularly through support to Members of the Council to help them to follow the Code of Conduct and the Council s other rules and procedures 12. To provide advice to members on the interpretation of the Council s Code of Conduct, including responsibility for preparing any training programme for Members on ethical standards and Code of Conduct issues. 13. To report to and attend as required meetings of the Council, Cabinet, Scrutiny Panels and Committees generally, including the Standards Committee. 14. To act as the liaison officer with the Local Government Ombudsman Service. 15. To be the Proper Officer for the Coroner Service Page 2 of 9

3 STANDARD CLAUSES 1. Training You will keep under review the training and developmental needs of staff, keep yourself informed of current issues and be alert to Rutland County Council s and other relevant bodies training programmes and policies.. 2. Welfare You have a responsibility for staff welfare, guidance and support in conjunction with Human Resources and other appropriate staff. 3. Health and Safety You will take reasonable care for your health and safety and that of other persons who may be affected by the performance of your duties. Where appropriate you will safeguard the health and safety of all persons and premises under your control and guidance in accordance with the provisions of Health and Safety legislation and Rutland County Council s and Departmental codes of practice and procedures. You will exercise proper care in handling, operating and safeguarding any equipment, vehicle or appliance provided, used or issued by the Council or provided or issued by a third party for individual or collective use in the performance of your duties. 4. 4 6. Financial Management RUTLAND COUNTY COUNCL To be aware of your responsibilities under the constitution of the Council relating to financial and contract procedural rules. To manage the budgets assigned to you in accordance with financial and contract procedure rules. 7. Technology Where appropriate you will work with computer and other new technology and associated systems as required and support staff in its use. 8. Political Restriction Under the Local Government and Housing Act 1989, this post is classified as a politically restricted or sensitive post. Holders of such posts are disqualified from seeking election to or being a Member of the House of Commons, the European Parliament, or a Local Authority, other than a parish council. 9. Risk Management Responsibility You will take reasonable steps to ensure awareness of corporate and operational risk that impact on, or might be impacted on by the work undertaken by yourself, or by persons under your control or guidance. Where appropriate you will ensure that appropriate and effective action is taken to mitigate those risks. You will ensure that persons under your control or guidance are made aware of, and understand both risks impacting upon them and any mitigating actions required of them. 10 Environment You will ensure the impact of your work on natural resources is minimised in line with the Council s commitments to ensure efficient and effective use of natural resources and to reduce negative impacts on the environment within its operations. 11. Other duties This job description indicates the main areas of activity of this post. From time to time, however, other tasks/duties may be required but these will fall within the general areas of responsibility and grade of the post.
