1 Job description Post: Salary: Reporting to: Fire Risk Assessor PO2-PO3: 30,987 to 36,306 per annum Fire & Asbestos Manager Basic objectives of the post 1. To be responsible to the Fire & Asbestos Manager for all aspects of service delivery and development but maybe asked to lead of specific issues, such as fire risk assessments, health & safety, CDM Coordinator, asbestos surveying. 2. To be committed to work to Homes for Haringey s core principles and key aims, Business Plan and to effectively implement divisional and team plans. 3. The development of these posts will be linked to achieving qualifications and experience. Progression through pay scales/grades will also be dependant on satisfactory performance development review and attendance. Starting grade PO2 Successful completion of relevant qualifications and experience Satisfactory performance development review and attendance Membership of relevant professional bodies (e.g. CMIOSH, G/MIFireE, MAPS) Develop Pre-Construction Information for CDM projects, checking construction phase plans prior to work commencing on site and ensuring contractors compliance with safety plans, method statements and safety policies. Complete fire risk assessments for housing stock including carrying out inspections and reports, tracking repairs and actions, liaising with staff, contractors and others as required. 2 Duties and responsibilities 1. Ensure that appropriate standards and systems are maintained and followed consistent with Homes for Haringey s policies in consultation with the Head of Health & Safety and/or the Health & Safety Manager and/or the Fire & Asbestos Manager and/or Construction Safety Manager. 2. Completion of fire risk assessments for Homes for Haringey managed stock including carrying out inspections and completing reports, tracking repairs and actions required, liaising with the housing area offices and other sections as required to ensure that fire safety issues are effectively managed. 3. Produce and update schedules of fire risk assessments, develop and deliver an effective and efficient programme of inspections and attend regular meeting with relevant staff, managers and contractors to update on progress. 4. Provide technical advice and support services with regard to a range of health and safety subjects including but not limited to accident/incident reporting, approved contractor lists, risk assessments, COSHH assessments, DSE assessments, DSE eyesight tests, manual handling, fire risk assessment, asbestos management, construction, design & management, first aid at work, fire marshals, sharps, stress management, dealing with verbal and physical abuse and estate inspections. Consistent with Homes for Haringey s health and safety policies. 5. Assist in developing and reviewing policies and guidance for Homes for Haringey in the light of advice or changes in the law from statutory bodies including the Health and Safety Executive (HSE), fire authorities, Building Control, Environmental Health and Technical Services, and liaising with such bodies in consultation with the Head of Health & Safety and/or the Health & Safety Manager and/or the Fire & Asbestos Manager and/or Construction Safety Manager. 6. Develop high quality Pre-Construction Information in an effective and efficient manner and ensure that we provide added value in the CDM process. Liaising effectively and productively with all members of project teams to deliver efficient and safe projects. 7. Review safety policies, method statements and safety plans produced and developed by contractors prior to works commencing and throughout the project period. 3 in ensuring contractors work with safe systems and in a safe manner. 8. Assist in providing technical advice and training with regard to fire safety and fire risk assessment and a range of health and safety issues. 9. Assist in providing support and assistance to the Senior Asbestos Surveyor as and when required by carrying out asbestos surveys, taking samples of suspected asbestos containing materials and producing reports and information for the asbestos register and liaising with colleagues and contractors as required. 10. Produce and update schedules of construction sites & workplace buildings, develop and deliver an effective and efficient programme of site safety audits and carry-out site audits to ensure contractors are following method statements and safety plans and to monitor site conditions and ensure that reports are sent to appropriate persons in a timely manner. 11. Keep up to date with developments in terms of health and safety legislation, codes of practice and guidance from all statutory bodies in relation to area of work. 12. Assist in the development, implementation and review of emergency planning and business continuity policies, systems and procedures. 13. Assist in the investigation of serious incidents, including analysis and the consequent development of informed safety practices and guidance and assist in preparation of reports to the Safety Committee and the Management Team and other reports. 14. Assist in the development and delivery of safety training programmes for Homes for Haringey or others by assessing needs and priorities and assisting in specific safety training. 15. Deputise for the Health & Safety Manager and/or the Fire & Asbestos Manager and/or Construction Safety Manager as and when necessary and attend out of normal working hours meetings, events and other activities as and when necessary. 4 16. General Duties: Provide good communication within the team and throughout HFH. Ensure that one s own productivity is adequate to meet all programmes and that the services are provided in a cost effective and professional manner. Ensure the highest standards of programming and project management. Use Information Technology systems to carry out your duties in the most efficient and effective manner (including MS Office packages such as Powerpoint and Excel). 17. Promote genuine equality and diversity in all aspects of governance, staff management and service delivery. 18. Promote and represent Homes for Haringey at all levels throughout the organisation and to external bodies. 19. Take responsibility for the health and safety activities applicable to the post as set out in the Homes for Haringey policy statements. 20. Undertake any other duties consistent with the basic objectives of the post. 21. This post will require the use of the post-holders own car on a regular basis and the use of a work vehicle on some occasions. 5 Candidate specification Post: Grade: Fire Risk Assessor PO2-PO3 ESSENTIAL Qualifications (only one qualification is essential) Construction Design & Management Training (MaPS) NEBOSH General Certificate or equivalent NEBOSH construction Certificate or equivalent Fire Safety and Fire Risk Assessment training (Institute of Fire Engineers or equivalent) Asbestos training, knowledge and/or experience. Experience Demonstrable experience in housing/construction/asbestos/fire safety industry Experience of carrying out inspections, audits, and producing reports. Knowledge Knowledge and ability to act in one of the following roles: CDM-C, fire risk assessment & safety, or asbestos surveys within the construction & maintenance environment An understanding of the importance of value for money and efficiency. Skills Ability to demonstrate accountability and a positive attitude to your responsibilities as a Homes for Haringey employee Able to think clearly and strategically. Competent IT user(microsoft Office, Windows XP, setting up and maintaining databases) Able to develop, implement, monitor and review policies and procedures Good communication skills, both in person and in writing, to individuals and groups within the local community and among staff and partners Able to network effectively to share ideas and develop Committed to equality and diversity Well motivated, enthusiastic and well organised Able to create a can do culture where individuals and teams raise their productivity and effectiveness.
