3 A: PROCEDURE FOR STAFF ABSENCES 1. Administrative and auxiliary staff All members f staff wh are absent are requested t carry ut the fllwing prcedures: Staff members shall give the infrmatin by telephne t the security, phne , r by t The infrmatin shuld be given between 8.00 and n the first day f absence. The member f staff shuld state the expected duratin f the absence. Any change shuld subsequently be cmmunicated t the schl management (see the Annex 1). Staff members shall state the reasn fr the absence and give the address where he/she may be cntacted during the absence. On the first day f his/her return t wrk fllwing the absence, staff members shall infrm the administratin secretary either by telephne r persnally between 9.00 and If pssible it wuld be appreciated if this infrmatin culd be given n the day preceding his/her return. The administratin secretary will see that the infrmatin is given thrugh t the secretary in the secndary schl r the secretary in the primary schl as apprpriate. The names f any member f staff nt fllwing this prcedure will be given t management f the schl. 2. Teaching staff nursery/primary schl The fllwing prcedures shuld be fllwed by all absent teachers: The teacher shall give the infrmatin by telephne t the deputy directr at hme up t n the night befre the absence r in the mrning f the absence between and The teacher shall state the reasn fr and the expected duratin f the absence. Any change shuld subsequently be cmmunicated t the deputy directr. The teacher shall give the address where he r she can be cntacted during the absence. The deputy directr will call a replacement teacher. If the deputy directr is away, the teacher shall telephne the sectin c-rdinatr wh will then cntact the replacement teacher. If the sectin c-rdinatr is nt available teacher shall cntact anther clleague r staff representative r deputy staff representative wh will cntact a replacement teacher. The sick teacher shall call the security tel between and n the first day f the absence. The teacher shall fill in the frm Request fr leave r authrisatin fr absence and leave fr the schl directr t apprve (see the Annex 2) The teacher shall give at least three days ntice. The fllwing prcedures shuld be fllwed fr very shrt absences: In the event f a very shrt absence r an unfreseen shrt absence then the teacher wishes t make his/her wn arrangements with anther clleague t lk after his/her class, the teacher shall check first with deputy directr, put his/her arrangements in writing. Staff members shall state the reasn fr the absence and give the address where he/she may be cntacted during the absence. If it is pssible it wuld be appreciated if this infrmatin culd be given n the day preceding his/her return. Wrk shuld be prvided fr the classes wherever pssible, and this is a requirement if the teacher is n a curse r prearranged trip. The wrk shuld be given directly t the students where pssible, and sent t the abve address s that the study advisrs are able t rganise the wrk and the replacement teachers as simply as pssible. 7 A, B, C, D, E: Disclsure r gd behaviur certificates Fr secnded teachers (B) this is the respnsibility f the recruiting natinal authrities. On appintment the dcuments are requested and becme part f the persnal file f the secnded teacher. Shuld there be any reasn fr the schl t require anther certificate during the nine-year perid this will be requested frm the natinal and lcal authrities All lcally emplyed staff (D) have t prvide a certificate f gd behaviur frm the lcal authrities befre they can be emplyed at the schl, and it is a cnditin f the recruitment prcess that they prvide this, as well as have apprval frm the relevant natinal r subject inspectr. The schl will request a new certificate if there is any reasn fr it (fr example, in the case f staff wh have been emplyed fr a lng time at the schl). This includes all staff wh wrk at the schl, even if they are nt emplyed face-t-face with the children (including AAS) Teachers f religin (C) are emplyed differently frm the ther lcally emplyed staff. In the newest cntract is the fllwing statement: Right frm the time when the Eurpean Schls were first set up, religin classes were taught by part-time teachers appinted by the cmpetent religius authrities and paid by the schls. The phrase cmpetent authrities is present in all three cntracts, and therefre the schl needs t check n the dcumentatin which exists and update this infrmatin as necessary. All thers (E) wh are at the schl and wh wrk with children, including students ding placements in the schl, r parents accmpanying residential schl trips r parents wh are helpers in classes r in the library, have t prvide a certificate befre they can be with the children (even if they d nt have a cntract with the schl, r wh are emplyed by the schl) The Parents Assciatin cmmittee members are nt emplyees f the schl, but as they spend a significant amunt f time in the schl, they wrk with parents, students and teachers, and because they are invlved in a wide range f schl events in which there is significant cntact with children, they shuld als prvide a certificate frm the lcal authrities which is kept by the administratin Fr the CPP t be effective it will be necessary fr the schl t check the files f all emplyees t see that the certificates f gd behaviur are in place, and where they are nt fr any reasn, r if they are mre than 10 years ld, the staff cncerned will be requested t prvide a new ne. Fr the purpses f the CPP at this stage f its develpment this will mean in practice that any certificatin prir t September 2002 will need t be updated. 8 D: Staff Selectin and emplyment prcedure fr lcally recruited teachers Annuncing the pst and applicatins Teachers are emplyed lcally if there are hurs available which cannt be taught by the secnded teachers. If there are hurs available, and they cannt be taught by existing lcally recruited teachers, the selectin prcedure will begin with an advertisement in the newspaper and n the schl website. In additin the psitin will als be publicised in the ther Eurpean Schls and in the Jint Research Centre in Petten. In sme cases, e.g fr wrk invlving several hurs nly in the case f SWALS L1 in a minrity language where advertising may nt be effective, a mre direct apprach may be made using cntacts with inspectrs, ther Eurpean Schls, embassies etc. and the prcedure belw will nt be used. The deadline fr applicatins will nrmally be 14 calendar days after the publicatin f the advertisement, r as specified. The subject crdinatr r ther teacher best qualified t prduce the jb specificatin will wrk in cnjunctin with the deputy directr f the relevant cycle t prduce a shrt advertisement fr the newspaper and a mre detailed verview f the requirements f the psitin (the number f teaching hurs, fr hw lng, t what level, when required et.). This mre detailed infrmatin will be published n the website, tgether with a link t the statute fr part-time teachers s that they can find ut abut pay and cnditins. Bth the newspaper advertisement and the website publicatin must indicate the clsing date fr applicatins, and n applicatins will be accepted after that date. The expected week when the interviews will take place will als be stated. Nrmally the interviews will take place within 3 weeks f the clsing date. Applicatins must be submitted electrnically t The reference number and name f the candidate shuld be the subject f the . In attachment candidates shuld include a letter f applicatin, a curriculum vitae/resume and full details f tw prfessinal referees (including addresses). All applicatins will be registered with the directr s secretary wh will send an acknwledgement t the applicant. In Sectin B, Criteria, the deputy directr f the relevant cycle needs t clearly state the reasns fr the nn-selectin f candidates nt chsen fr interview in case they request the reasns r we have any legal issue. The selectin f the candidates fr interview needs t take place within ne week f the clsing date. The secretaries will make hard cpies f the candidates selected fr interview and will make these available fr the members f the selectin cmmittee. The interviews shuld be scheduled as sn as pssible after the selectin by the secretaries and wh will infrm the candidates what they need t bring t the interview which will take place within tw weeks f the selectin date. All applicants must bring their riginal certificates and diplmas, and passprt/id, and any ther relevant dcuments with them and the secretary will make cpies. If they already have a certificate f gd cnduct they shuld als bring that with them. The secretaries will send the applicatins fr the selected candidates t the relevant natinal inspectr fr cnsideratin with the request that feedback is given befre the interview day. Candidates wh are nt invited t interview will be infrmed that their applicatin was unsuccessful after the cnclusin f the interviews and selectin f the candidate. The interview prcedure and selectin The deputy directr f the relevant sectin is respnsible fr crdinating the questins t be asked in the interview, and each applicant needs t be asked the same questins fr cnsistency and transparency. Each interview shuld last n less than 20 and n lnger than 40 minutes. The directr needs t start the interview with sme general infrmatin abut the schl and the Eurpean Schls system, and anther member f the selectin cmmittee shuld talk abut the specific cntext f the vacancy. During the interview the directr r the designated chairpersn will explain that any ffer f emplyment is dependent n the apprval f the relevant inspectr and n the prvisin f a certificate f gd cnduct which means that they can wrk with children. In additin any questins abut pay and cnditins can be discussed penly. The candidates will als be asked if they have brught the required dcuments, and cpies will be made either befre r after the interview. Each applicant will have an additinal 5 minutes fr their questins After the interviews the members f the selectin cmmittee will decide n which candidate is the mst suitable. The referees f the successful candidate will be cntacted by by the directr The deputy directr will immediately prduce a shrt reprt explaining the chice f candidate and the reasns fr the nn-selectin f the unsuccessful candidates at the interview and give it t the secretaries All the interviewed candidates will be infrmed f the result by as sn as the references have been checked and the infrmatin is cmplete frm the natinal inspectr. If the candidate is nt apprved, r cannt prduce the relevant dcumentatin, r declines the ffer, the selectin cmmittee will meet t discuss whether ne f the ther candidates fr interview can be selected. If this is the case the referees will be cntacted and the candidate will be ffered the pst if they are cnsidered suitable If there is still n suitable candidate the jb will be re-advertised Emplyment, dcumentatin and inductin Once all the certificates and apprvals have been cllected, the successful candidate will receive a letter f cnfirmatin in which he/she will be invited t meet the bursar t carry ut the administrative frmalities. 11 E: Prcedure fr trainee teachers Definitin f trainee teacher The trainee teacher is a student frm Institutes and Universities ding his/her teaching practice in the Eurpean schl. Definitin f the schl plicy in the facilitatin f trainee teachers If pssible, requests f the trainee teachers are granted as it gives the schl an pprtunity t cntribute t their training and it gives them an pprtunity t gain an insight int the Eurpean Schl system. It is a valuable and much appreciated cntributin t the develpment f the Eurpean dimensin in educatin. Furthermre, as many f the trainee teachers are frm Dutch institutes, this will be a fulfilment f the schl plicy t assist in lcal educatinal develpment. Prcedure Permissin t have a place in the Eurpean schl fr trainee teachers must be requested in writing and addressed t the directr f the schl. Nrmally, this request shuld cme frm the teacher training institute, but it can als cme directly frm the trainee teacher, and this is the mst cmmn apprach in practice. Befre permissin is granted t a trainee teacher t cme t the schl he/she must cmplete the attached frm and return back t the directr s secretary, tgether with the dcuments utlined belw The admissin f the trainee teacher t the schl must have the agreement f the deputy directr, the teacher respnsible and the directr A designated teacher will be respnsible fr the trainee teacher during his/her stay in the schl and any crrespndence with him/her. Any crrespndence between the designated teacher and the trainee teacher must als be frwarded t the deputy directr cncerned. On first cming t the schl the trainee teacher shuld meet the directr and the deputy directr cncerned. The trainee teacher will nly be permitted int the classes agreed t befrehand with the crdinatr and the teacher cncerned. Nrmally this will nt include a 7th year class. Trainee teachers will wrk all the time under the direct supervisin f the teacher cncerned and within the limits set by him. Under nrmal circumstances a trainee teacher shuld nt be left alne with a class. Nrmally n teacher may have mre than ne trainee teacher in the curse f each schl year. A number f teacher training institutes pay fr the help given t trainee teachers. These payments are ldged in an extra budgetary accunt. The mney cllected in this accunt will be used t purchase teaching materials. Teachers wh have participated in the teacher training will prpse hw this mney will be spent. All trainee teachers must be aware that the schl has n budget t supprt them, and therefre all csts will have t be met by the trainee teacher. This includes any additinal expenses such as the prvisin f a certificate f gd cnduct (see 5 belw) The directr s secretary will infrm the security abut the presence f the trainee teacher. The trainee teacher and/r the Institute sending the trainee teacher is respnsible fr the financial risk f accidents f the trainee teacher during schl hurs, wrking hurs and travel hurs as well as respnsible fr the financial risk f damage t prperties f the Eurpean Schl Bergen r third parties.
