1 This infrmatin paper describes the EU Reference Data Management Service. This Service prvides a central database, web service web applicatin fr maintaining RIS reference data, which is used by varius RIS-systems in inland shipping acrss Eurpe. Intrductin RIS references and cde tables are key elements in the RIS-standards and are an imprtant link between the varius RIS-services. The exchange f cmputerised data withut direct human interference between the RIS users and the RIS services is facilitated by the use f cdes and references. T ensure prper exchange f data are a number f precnditins has been established: Reference and cde tables are nt static, they may change by internatinal and r lcal rules and regulatins additinal requirements, the need fr harmnisatin and ther requests. Hwever it is f the utmst imprtance that the maintenance f the reference and cdes tables is executed in such way that maximum stability and cnsistency is achieved. N changes e.g. in the naming shuld be applied, the nly changes that shuld be accepted are extra entrees and where necessary deletins and if pssible minr crrectins due t typs. In rder t ensure interperability, thrughut the whle transprt and lgistics chain, there is the general principle that the cmpnents f the RIS reference data shall be kept in line with internatinal standards such as the ISO, UN/TDED, UN/ECE recmmendatins, and ther relevant standards as has been indicated in the RIS Directive. [(RIS Directive) Fr safety reasns and in the interest f Eurpe-wide harmnisatin, the cntents f these cmmn requirements and technical specificatins shuld build n wrk carried ut in this field by relevant internatinal rganisatins, such as the Internatinal Assciatin fr Navigatin (PIANC), the Central Cmmittee fr Navigatin n the Rhine (CCNR) and the UN Ecnmic Cmmissin fr Eurpe (ECE).] Distributin f cdes and reference data shall be executed in such way that all invlved parties will have access t the data and will use the same reference and cde tables t ensure cmpatibility. Where applicable this can be btained thrugh the principle f dwnwards cmpatible changes. Meaning that the last tw versins f the tables befre the change shuld be acceptable t all applicatins. In rder t achieve the abve bjectives, clear and unambiguus maintenance prcedures and applicable prcesses and hw t cnduct these prcedures are an essential requirement. Fr this reasn a framewrk f dcuments have been elabrated: Maintenance prcedure ref data. This dcument describes the detailed maintenance prcedures and the underlying agreements regarding change management and maintenance f the reference data used in the RIS-standards. Functinal Specificatin Eurpean Reference Data Management Service, Based n the maintenance prcedures this dcument Functinal Specificatin Reference Tl has been elabrated. This dcument describes the functinalities f the Eurpean Reference Data Management Service RIS Data Management Service API Interface, This dcument describes the Web Service (API) interface functins f the s-called RIS Data Management Service (RDMS), including the required technical files like WDSL and XSD. This framewrk is the basis fr the establishment f the Eurpean Reference Data Management Service. Purpse f Eurpean Reference Data Management Service Using the crrect reference data, such as the RIS index, Lcatin cde, ADN data, vessel types, NTS cde lists and cntainer types, is an imprtant key t success fr all RIS implementatins all ver Eurpe. All these services in the Eurpean inland shipping cntext have t supprt the same set f reference data and cde lists. Because sme f the data is changing frequently, a central pint f maintenance and publicatin is f utmst imprtance. 1

2 This fcal pint is the EU Reference Data Management Service (ERMDS Tl), which can be reached via the internet: The ERDMS web applicatin is directly linked with a central database in which all actual reference data fr electrnic reprting is stred. Functinality f ERDMS Tl Figure 1: ERDMS Lgin screen All interested parties can dwnlad actual reference data frm ERDMS. This can be dne by requesting a master dump r by searching fr a specific recrd(s) in the database (accunt needed) bth ptins are supprted by the GUI and Web-services. Natinal Data Managers f the respective Member States are respnsible fr maintaining and using certain reference data (i.e. lcatin cdes fr a certain cuntry) can add, mutate r delete reference data.. The fllwing RIS reference data is maintained by (within) the ERDMS: Ship Reprting Standard data: RIS Index ERI Lcatin cdes (UN Lcde + fwcde + termcde + kmcde, as used in ERINOT messages fr Electrnic Reprting) HS cdes (nn-dangerus gds) ADN cdes (dangerus gds) Cntainer types (ISO 6364) (Inner) Pack types (UNECE Recmmendatin 21) 2

3 Cuntry cdes (ISO ) Ship Types (UNECE Recmmendatin 28) Ntice t skipper (NTS) data The ERDMS database cntains lts f reference data fr use in ntice t skippers (NTS) messages as prescribe in the cmmissin regulatin. This data, such as ice cnditins, limitatin reasns and weather items, is nt adjustable. Users can nly view r dwnlad this data frm the tl, but they cannt request changes. Frm the Lgin screen (withut lgging in) everybdy can dwnlad the actual reference data (request masterdumps) and dwnlad additinal infrmatin such as the manual, using the hyperlinks n the left. Requirements fr using ERDMS Tl First f all, a user accunt and passwrd are needed t be able t lgin and use the ERDMS Tl. These can be requested by the EU datamanager: fcalpint@ris.eu Withut a user accunt it is nly pssible t dwnlad a masterdump frm ERDMS. Other functinalities, like searching r submitting mutatins, are nt available. T be able t reach and use the ERDMS, an internet cnnectin (bradband, ADSL, UMTS, etc.) is needed. The ERDMS has been tested fr use with the fllwing internet brwsers: Internet Explrer 6.0 r higher. FireFx 2.0 r higher. Ggle Chrme 4.0 r higher ERDMS can be reached via the URL 1 : 1 There is als a Web Service interface available (separate dcumentatin) t access the ERDMS Tl (database), s ther applicatins can cnnect/interface directly (bypassing the GUI). 3

4 Reference data Update prcedure This sectin prvides an verview f the change prcedure fr the reference data as maintained by the ERDMS. The schematic diagram belw gives an verview f the general Update prcedure regarding Electrnic Reprting Internatinal (ERI) and especially fr the s called ERI applicatins: Figure 3: Reference data Update prcedure Changes, which include additins as well as deletins, can cme frm varius surces, as shwn in the figure. The infrmatin is supplied using the web frms f the ERDMS r an Excel Template. The Data Manager assesses and validates these changes. He may have experts check and cmplete the details f this data and will check where required with the invlved internatinal standardisatin rganisatins. Any required deviatins r remarks t the prpsed changes are cmmunicated with the riginatr. Finally, the Data Manager accepts the changes and he will publish the (changed) data. Partners can dwnlad the actual master tables frm the ERDMS. The partners and database managers f the related services using the RIS Reference data are respnsible t prcess and incrprate the published Updates (actual reference data) in their systems. In summary, the change prcedure cnsists f the fllwing prcedure: The maintenance prcedure cnsists f the fllwing steps: 1. The RIS data administratin fcal pint receives a request fr mdificatin t the cde tables and registers the change request. 2. The RIS data administratin fcal pint checks and cmpletes the request. 3. The RIS data administratin fcal pint frwards the change request t the cmpetent respnsible party (e.g. the RIS-expert-grup, Member States etc) 4. Based n the respnse f this respnsible party, the RIS data administratin fcal pint sends feedback n required mdificatins f the request t the requestr. 5. After acceptance f the mdificatin by the cmpetent respnsible party (e.g. RISexpertgrups, 4
