1 JOB PROFILE DIRECTORATE JOB TITLE POST NUMBER Housing Technical Services Delivery Manager T01702 GRADE Band 10 RESPONSIBLE TO KEY LIAISON WITH JOB PURPOSE Head of Housing Investment and Development Housing Management, Business Improvement, Procurement, Legal, external contractors and consultants, Members and other Senior Managers across Thurrock. To be responsible for the management of all technical Housing Asset Management staff ensuring the programmes are developed and implemented in accordance with asset management principles JOB PROFILE LAST REVIEWED N/A Key corporate accountabilities 1. To work with colleagues to achieve service plan objectives/targets. 2. To participate in one-to-one performance and development reviews/appraisals and contribute to the identification of your own and team development needs.. To ensure full compliance with the Health and Safety at Work Act 1974 etc., the council's Health and Safety Policy and all locally agreed safe methods of work. 5. To fully understand and be aware of the council's commitment to the Section 17 duty of the Crime and Disorder Act 1998 to prevent crime and disorder. 6. At the discretion of the head of service, such other activities from time to time as may be agreed consistent with the nature of the job described above.

2 Key service-related accountabilities To oversee the preparation of contracts, specifications and tendering for all types of planned maintenance, improvement works and repairs contracts and to undertake management responsibility and technical accountability for a wide variety of surveys and projects required to deliver comprehensive effective and efficient Housing investment programmes. To be responsible for ensuring all technical specifications required to support effective procurement of Housing contracts associated with planned maintenance, responsive repairs, cyclical maintenance and servicing, and all capital improvement works are completed in a timely way and in accordance with the requirements of the current and future needs of the stock. To be responsible for the production of all necessary documents, plans, drawings, technical calculations and methodologies pursuant to statutory consultations, Planning Permissions and Building Control approvals. To set and maintain delivery strategies and standards for all works from conception to completion inclusive of preparing both budget and accurate project costs, tender documents and reports, appraisals and validations, valuations, final accounts and associated administration. To be responsible for ensuring that works delivered into homes are in accordance with the contractual technical specification agreed for different projects, programmes or servicing arrangements, including compliance with ECO criteria and the in house validation of BREEAM targets and other obligations. To be responsible for the undertaking of services testing, measured surveys, condition surveys, dilapidation surveys and insurance inspections, together with valuations and costings to support good property management. To be responsible for ensuring appropriate technical validation of all external and third party surveys carried out as part of requirement to effectively and efficiently manage the delivery of Housing investment programmes. To be responsible for ensuring on site validation and audit of works is carried out by all surveyors, engineers and other technical staff as required to ensure delivery of programmes are in accordance with respective contractual obligations. To provide accurate data and information as may be required in response to FOI requests. To be responsible for the performance management of all staff within remit of this role ensuring performance targets are set, review performance takes place on a regular basis and is reported and logged in accordance with Council policy.

3 Key service-related accountabilities To ensure that all risks are managed effectively including but not limited to periodic inspections and audits by surveyors and engineers of on-site risk management by contractors. To be responsible for the undertaking of fire, security, DDA, contamination and public health risk assessments. To devise and apply mitigation strategies, liaising with civil authorities and agencies as required. To provide technical advice and guidance to clients on property matters relating to fabric and building services maintenance and repair including asset management and valuations, componentisation, structural problems and building defects and remedies. To provide specialist advice and to engage in professional negotiations arising from the preparation, service and receipt of dilapidations and other property claims. To provide specialist technical and cost advice to the Authority s legal teams in support of their defence and pursuit of claims and other actions. To develop and maintain strategies to ensure emerging legislation and ongoing best practice is properly accounted for in all documentation, contracts and specifications. To act for the Authority in the agreement and discharge of Party Wall Awards and other related boundary matters. To ensure that advice on electrical, gas, water and mechanical services installations in accordance with 17th Edition (BS7671:1992) of the IEE Regulations and SFG20 is provided as required for procurement, planning delivery or rectification as necessary. To ensure compliance with all relevant Health & Safety legislation, approved codes of conduct and best practice including Health & Safety at Work Act 1974, CDM2007, Control of Asbestos Regulations To promote and maintain own and teams EHS qualifications and to ensure specialist construction related EHS advice is given and good practice is followed on the Authority s sites and projects.

Ability to manage multi-disciplinary technical asset management staff. The ability to work effectively under pressure, with a substantial degree of autonomy and to required deadlines. Special knowledge essential Knowledge of Building Regulations, Planning Acts and all statutory obligations in relation to existing properties and new builds, including asbestos, legionella, defective premises, CDM, HASAW, EHS, Riddor etc. Expert knowledge of Building Pathology, ability to identify causes of building defects and to recommend and appraise remedies. Detailed knowledge of property contracts, commercial matters and client side documents. To have the following knowledge: construction/building related legislation, contractual procedures, contractual law, Party Wall Agreements, Health & Safety Legislation, Disability Discrimination Act. A demonstrable working knowledge of CAD. BIM and other key software tools. 2.
