JOB TITLE Job Title: Project Manager (Transport Infrastructure) Reports to: Design Programme Manager Service: Highways and Transport Environment & Infrastructure Date: November JOB PURPOSE To provide effective leadership, management and direction to a multi-disciplinary project team to deliver designated transport infrastructure projects. The post holder shall be responsible for:- Relationship Management & Project Governance acting as single point of contact for client for design and build of transport schemes, ensuring risks and actions are effectively agreed with client; Scheme Design - supervising design from feasibility to outline to detailed design and ensuring client needs and expectations are clearly defined and understood; Public Consultation & Construction Traffic Plan following approval of preferred design option, the Project Manager will complete public consultation and where possible ensure Construction Traffic Plan minimises disruption to local community and commuters; Project Construction the Project Manager will ensure scheme is constructed to Detailed Design, ensuring that supply chain delivers scheme to agreed time, budget and quality standards and ensuring there is effective site management and safety; Resource Management working with the Design Programme Manager, the Project Manager will ensure there is effective design and construction resources available throughout the project lifecycle, resources will include both internal resource and external consultancy/ construction frameworks; Programme Management the post holder will ensure there is an effect design and build programme, and that actions are adhered to with any changes clearly controlled and communicated to key stakeholders; and Communications & Stakeholder Plan the Project Manager will ensure there is a communications and stakeholder plan in place to manage expectations and mitigate risk. 2 3. PRINCIPAL ACCOUNTABILITIES 1. Leadership: To provide effective leadership by promoting and demonstrating Highways & Transport s values and behaviours and defining, developing and implementing team objectives in order to achieve the strategic objectives for the Highway & Transport Service. 2. Financial: To monitor, analyse and manage delegated budgets and ensure that projects are delivered on time, within budget and that all aspects of delivery achieve value for money/are cost-effective and managed in line with corporate procedures. 3. Political management: To provide effective political engagement including Cabinet, Local and Select Committees, Members and MPs, and to participate (where relevant) at public meetings and consultation exercises to ensure that Highway and Transport services are politically accountable, and are member and customer focused. 4. Partners: To develop effective relationships with internal and external partners and stakeholders, ensuring early engagement on the development of projects/programmes/strategies in order to improve the efficiency, innovation and quality of service delivery. 5. To build and maintain effective relationships with other managers across the directorate, to ensure joined up and seamless delivery. 6. Resources: To utilise resources effectively to ensure that services are provided in line with the team s service plan and performance is maximised including:- Workforce planning Performance management and development of staff Other resources, such as vehicles and equipment Supplier relationship management Improvement of systems to support efficient service delivery 7. Knowledge management: To develop and maintain networks across the service, Directorate and externally in other authorities/ private sector to share service developments and keep up to date with new initiatives and good practice to assist with future development of the service. 8. Performance: To develop and monitor performance standards of the team to ensure customer focused and cost effective service delivery, and key performance measures are achieved. 9. Service development/change management: To seek to continuously improve the service the team provides to support excellent standards of service, innovation and partnership. 10. Risk Management: To assist the Design Programme Manager and clients on the identification and management of financial, reputational or health and safety risks to ensure negative impacts are avoided. 11. Policy: To keep informed of changing local and national policy and practice issues which a are relevant and assist the Asset Planning Team Manager in associated implementation to ensure the Service is up to date. 12. 3 4. WORK CONTEXT The Highways and Transport Service is one of the two services within the Environment & Infrastructure Directorate. The Highways and Transport Service is responsible for ensuring the effective management, maintenance and improvement of all highway and transport assets, including flood risk management. These are the most valuable assets managed by Surrey County Council with a replacement value of approximately 7.5bn, are critical to the economic growth of the County, and are regarded by members and residents as one of the most important services provided by the Council. As such, the service manages significant financial, health and safety, and reputational risks. The service undertakes three significant statutory duties - Highway Authority, Transport Authority and Lead Local Flood Authority. Highways and Transport has a budget of approximately 40m revenue and 45m capital per annum. The service comprises three groups; Network and Asset Management, Asset Maintenance & Infrastructure Delivery, and Local Highways Services, and has approximately 230 staff, lead by an Assistant Director and three Group Managers. The service operates in an environment with significant political engagement, and has daily contact with MPs, Cabinet members and backbench members. The service works very closely with Local Committees and with Select Committees. There is also high level engagement with Government Departments. Reporting to the Design Programme Manager, the post holder occupies an essential role in the design and delivery of transport infrastructure projects. In achieving this, the post holder will need to provide strategic direction within the team to ensure robust decision making using available data and resources. The Project Manager will operate in a matrix team environment. Following allocation of project from Design Programme Manager, the Project Manager will negotiate the level of resource required from in-house design pool to complete transport design requirements, and where required, the seek approval to appoint external design partners via contract framework. The Project Manager is instrumental in ensuring that Client expectations are translated into design delivery, and challenging Client to ensure designs are compliant with latest transport guidance and deliverable. Working with the Construction Programme Manager and Contracts Manager, the Project Manager will ensure there is effective construction resource and site supervision to deliver scheme. The Project Manager will ensure an effective and realistic construction programme is agreed with all construction partners, and that construction impact is minimised, where possible, to local community. Community Engagement & public liaison is vital to the successful delivery of all transport projects, and Project Manager will ensure effective communication and stakeholder plan is in place and delivered to SCC customer charter and standards. The Project Manager will be accountable for budget management, ensuring that Staged Payments are clearly agreed with Client, and that milestones are achieved to enable release of payment. The Project Manager will be responsible for Final Account and all financial administration, ensuring project variations are clearly documented and managed. The post holder will work with the Construction Manager to ensure project is effectively closed and all As Built Drawings and documentation appropriately stored. Page 3 of 5

4 It is critical that the post holder works closely with colleagues in Highways and Transport, service providers and all Statutory Authorities to develop joint ownership of practical solutions and proposals relating to all infrastructure assets within Surrey. This will involve being able to clearly communicate strategy and programme development to all parties, including members. The post holder will direct and/or manage project teams as necessary and work closely with the Design Programme Manager to develop policies, strategies and technical advice and information for distribution widely.
