Overview The Tennessee Department f Educatin (TDOE) will use funds frm the federal AP Test Fee Prgram t cver $41 per AP Exam fr ecnmically disadvantaged students (see page 2 fr eligibility criteria t receive fee reductins thrugh this prgram). The TDOE participates in a direct-billing prcess with the Cllege Bard specifically fr this prgram. This means that schls will pay the Cllege Bard $12 fr each exam taken by a lw-incme student and the Cllege Bard will invice the TDOE directly fr the remaining $41 per exam AP Exam Fee Assistance Ttal Fee per AP Exam $91 Cllege Bard Fee Reductin $29 Federal Grant Fee Assistance (prvided thrugh TDOE) $41 Waived Schl Rebate $9 Final AP Exam Fee fr Qualifying Students $12 Nte: Funds frm the AP Test Fee Prgram cannt be used tward late r unused exam fees. 2. Requirements fr Schls AP Crdinatrs must cmplete the fllwing requirements t ensure their schls are apprpriately credited fr available fee reductins by the Cllege Bard and t participate in the federal AP Test Fee Prgram direct billing prcess thrugh the Tennessee Department f Educatin. 1

Indicate Fee Reductin Ttals Befre the Exams: On the AP Exam Ordering Website, enter the ttal number f students whm yur schl can attest fulfill the criteria t receive fee reductins fr lw-incme students and the ttal number f exams they will take. 2. Indicate Fee Reductin n Student s Answer Sheet: After the exams, fill in the "Optin 1" fee reductin circle n qualifying students' AP Exam answer sheets. 3. Generate and Submit Cllege Bard Invice: When generating the nline invice, enter the ttal number f exams taken by qualifying students. The invice ttal will reflect a cst f $12 per exam fr each exam taken by qualifying students. 4. Submit Payments t the Cllege Bard: The Cllege Bard must receive payments by June 15, Any payments that are pstmarked after June 15, 2015 will incur a $225 fee. 5. Cmplete and Submit Required Dcuments fr the State: Cmplete the AP Test Fee Prgram Summary and Assurances frms, which requires the schl principal s signature. Student Eligibility Criteria Prir t the schl year, student enrllment in the Federal Free r Reduced-Price Lunch Prgram culd be used as a prxy t determine eligibility fr AP exam fee reductins. Hwever, under the new Cmmunity Eligibility Prvisin (CEP), all students at a participating schl receive free meals thrugh the Federal Free r Reduced-Price Lunch prgram regardless f their individual ecnmic status. Adjustments have been made t the list f criteria used t determine eligibility fr AP exam fee reductins t accunt fr CEP participatin. 2

3 3(a) Fr schls/districts that are NOT participating in CEP, the fllwing criteria can be used t determine eligibility fr AP exam fee reductins: The student is enrlled r eligible fr the Federal Free r Reduced-Price Lunch Prgram during the schl year. Students are eligible fr free r reduced-price lunches if: their family s incme is at r belw 185 percent f the pverty level issued annually by the U.S. Department f Health and Human Services, r the students are directly certified withut applicatin fr free schl meals because they are: in fster care r Head Start, r hmeless r migrant, r living in husehlds that receive SNAP/Fd Stamps, TANF cash assistance, r the Fd Distributin n Indian Reservatin benefits. 3(b) Fr schls/districts that ARE participating in CEP, the fllwing criteria can be used t determine eligibility fr AP exam fee reductins: The student s family s incme is at r belw 185 percent f the pverty level issued annually by the U.S. Department f Health and Human Services, r The student qualifies as an identified student because he r she is: in fster care r Head Start, r hmeless r migrant, r living in husehlds that receive SNAP/Fd Stamps, TANF cash assistance, r the Fd Distributin n Indian Reservatin benefits. 3(c) All schls/districts, regardless f CEP participatin, can use any f the fllwing criteria t determine which students qualify fr the AP exam fee reductins: The student s family incme is at r belw the Census Bureau s pverty threshld. The Census pverty threshld varies by family size and the ages f family members, but it is nt adjusted fr differences in the cst f living, including the higher csts f living in Alaska and Hawaii. If yur schl chses t use the Census Bureau s pverty threshld t determine a student s lw-incme status and eligibility, it shuld use the 2014 pverty threshld infrmatin available at the U.S. Census Bureau website. The student s family receives assistance under Part A f Title IV f the Scial Security Act. The student is eligible t receive medical assistance under the Medicaid prgram under Title XIX f the Scial Security Act. 3

The schl has retained cpies f all disclsure frms if such frms were necessary t btain data related t eligibility criteria. 2. AP students and parents were prvided infrmatin abut the AP Test Fee Prgram. A frm was prvided t cllect evidence fr 1) parental release f infrmatin, r 2) eligibility criteria if the family is nt participating in the free and reduced lunch prgram and wish t access the test fee waiver. 3. Eligibility dcuments will be retained within the AP Crdinatr s ffice/files r kept n file at the district ffice fr a minimum f 5 years. Shuld Tennessee be audited, the AP Crdinatr will prduce fee waiver dcumentatin fr all eligible students. 4. The fee reductin circle fr Optin 1 was selected n eligible students answer sheets and the schl did nt cllect AP exam fees abve $12 per exam were nt cllected frm eligible lwincme students. 5. The summary and final rster prvided t the Tennessee Department f Educatin accurately reflect 2015 AP exam participatin and exam fee reductins. 6. The Cllege Bard s AP Exam Invice Sheet was cmpleted nline, indicating the number f fee reduced exams taken by lw incme students and a cpy has been submitted t the TDOE.
