This webinar will als again emphasize the reprting requirements fr undeliverable Electin Day pstcards, the upcming year maintenance prcess, and the G.A.B. pst-electin vter feln audit prcess.

2 Pst-Electin Reprting Reprts at a Glance: 1. The GAB-190F (Federal Electins) requires clerks t gather statutrily required pst-electin data that includes vting infrmatin and registratin statistics fr each reprting unit. One cst reprt is cmpleted fr each municipality and cunty. Deadline: December 4, The GAB 191 (Electin Cst Reprt) requires clerks t reprt cst that are specific t the 2014 Fall General Electin nly. Deadline: January 5, The GAB 192 (Annual Electin Cst Reprt) requires clerks t reprt csts that are nt related t a specific Electin. Deadline: February 2, 2014 Electin Day Registratins and Vter Participatin 1. All Electin Day Registratins and vter participatin must be entered n later than 45 days after the 2014 Fall General Electin per Wis. Stat. 6.33(5) Deadline: December 19, 2014 withut an extensin. Pst-Electin Audit 1. The Gvernment Accuntability Bard cmpares the fllwing data cntained in WEDCS t that cntained in bth SVRS and the Canvass Reprting System (CRS) t identify and reslve discrepancies: a) Vter participatin in SVRS b) Ttal vtes recrded in WEDCS c) The ttal vtes recrded fr Gvernr in CRS. Electin Administratin and Vting Survey (EAVS) 1. This reprt is cmpleted by the Gvernment Accuntability Bard t the Electin Assistance Cmmissin. This reprt cntains the fllwing: a) State data n the administratin f Electins b) Infrmatin pertaining t the Natinal Vting Registratin Act (NVRA) c) Infrmatin pertaining t the Unifrmed and Overseas Vting Act vters (UOCAVA) d) Vter registratin numbers e) Other Electin administrative infrmatin f) A statutry verview f Wiscnsin Electin laws and prcedures. Hw T Track Verificatin Pstcards Which Pstcards Need t be Tracked? Only pstcards riginating frm an electin day registratin need t be tracked. The first electin t be affected by the new law is the 2014 General Electin. Nne f the electins in 2015 will require

3 tracking, but beginning in 2016 all electins which include a Federal r Statewide ffice cntest r a statewide referendum n the ballt must be tracked. Hw Des Tracking Impact the Verificatin Pstcard Prcess? The tracking requirement applies t EDR and Via Mail/SDR verificatin pstcards and is an additinal requirement t the Verificatin Pstcard Prcess that is utlined in the Vter Verificatin Overview which may be fund n the Gvernment Accuntability Bard website under the Vter Verificatin Pstcards webinar. What Infrmatin is Required n the EDR Pstcard Reprting Frm n WEDCS? 1. Ttal number f Electin Day Registratin Applicatins Apprved and Entered int the Statewide Vter Registratin System. (This is the ttal number prvided fr questin 3 f the GAB-190 frm fr all f yur reprting units. Example: RU1 = 70; RU2 = 80; RU3 = 50. Enter 200 in #1 f the EDR Pstcard Reprting Frm.) 2. Number f EDR Address Verificatin Pstcards Returned t the Clerk as Undeliverable. (Enter the ttal number f EDR pstcards returned fr any reasn.) 3. Number f Undeliverable EDR Address Verificatin Pstcards that are Able t be Reslved. (Enter the number f pstcards that were riginally returned but fr which the clerk was able t find a reasnable explanatin fr the returned mailing. Fr example, typgraphical errr, address validatin errr, vter mved after vting but befre pstcard delivery, etc.) 4. Number f Vters Inactivated in SVRS as a Result f the EDR Address Verificatin Prcess. (Enter the number f vters in SVRS wh were inactivated due t the EDR address verificatin mailing prcess.) 5. Number f Vters Referred t the District Attrney s Office as a Result f the EDR Address Verificatin Prcess. (Enter ttal number f vters referred t the district attrney because their EDR address verificatin pstcard was undeliverable and clerk was unable t find a reasnable explanatin.) When Shuld the EDR Pstcard Reprting Frm be Cmpleted? The EDR Pstcard Reprting Frm may be started immediately after the electin by entering the ttal number f EDR Vters in Line #1. Thereafter, the ther questins (2-5) may be updated as infrmatin becmes available. Pst-Electin Absentee Clean-Up Yu shuld cancel all f yur issued absentee ballts that were nt returned. Occasinally, yu may have issued a ballt fr a vter, and they did nt return it, but instead registered and vted in anther municipality. That municipality will nt be able t prcess the vter s GAB-131 Vter Registratin Applicatin frm if they still have an active (issued) ballt in yur municipality. Cancelling yur ballts as a grup will prevent this prblem. 1. Within the electin, highlight the Absentee Ballts nde. 2. Under Ballt Status, select Issued, and Search. 3. Highlight all ballt recrds using Ctrl-A. 4. Click the Cancel Ballt Quick Task.

4 SVRS will allw users t link and prcess a vter frm anther municipality wh has an utstanding ballt frm a prir Electin, hwever until that ballt is cancelled it will remain as part f their vter recrd. In Wiscnsin, permanent absentee vters (i.e., indefinitely cnfined electrs) must vte in every general Electin r they must renew their permanent absentee applicatin. A ntice f renewal will be sent t thse vters wh did nt vte in the electin. Yu shuld wait t send this ntice until 30 days after Electin Day, t ensure that all vter participatin has been entered int SVRS. If the vter des nt return the cmpleted renewal frm within 30 days f the date sent, their Permanent absentee applicatin shuld be cancelled. 1. Lcate the vter s absentee applicatin, highlight that recrd and select Cancel Absentee Applicatin frm the Quick Tasks. Multiple applicatins may be cancelled by highlighting each ne befre selecting Cancel Absentee Applicatin.

5 2. Select Permanent Status Expired as the cancellatin reasn. Then Press the Cancel App buttn. If yu attempt t cancel an absentee applicatin fr a vter yu are remving frm the permanent absentee list and have nt first cancelled their absentee ballt, SVRS will give yu a warning message t that effect.

6 Vter-Feln Audit After each electin, the G.A.B. cmpares vter participatin recrded in SVRS t feln recrds prvided by the Department f Crrectins fr ptential matches. If there is a pssible match in yur municipality yu will be cntacted by the G.A.B. The G.A.B. will make any referrals; the nly respnsibility fr clerks is t prvide supprting dcumentatin t the G.A.B. The Vter- Feln Audit is an nline six-step prcess t review ptential vter-feln matches. During this review yu will prvide supprting infrmatin and dcuments fr cnfirmed vter-feln matches t the G.A.B. These will then be used t make referrals t district attrneys. The types f supprting dcumentatin yu will be asked t prvide are: Cpy f the Vter Registratin Frm Cpy f the signed Pll Bk page Cpy f the Ineligible Vter List Cpy f the signed Absentee Ballt Certificate (envelpe), if vter vted absentee Yu will attach all recrds and make any necessary ntes in CRM. There are detailed instructins and a vide psted in CRM. Fur-Year Vter Recrd Maintenance 2013 Wiscnsin Act 149 Every tw years, after Nvember General Electins, all vters wh have nt vted within the past fur years must be mailed a ntice that their vter registratin will be suspended. Act 149 transfers respnsibility fr reviewing the vter registratin list and mailing ntices t vters frm municipal clerks and bards f electin cmmissiners ( lcal clerks ) t the Gvernment Accuntability Bard. The law nw cntains new statistical reprting requirements fr the G.A.B. See Wis. Stat. Sec Clerks will still receive the returned pstcards and update the vter recrds in SVRS r CRM. Vters wh have a changed name r address are instructed t nt return the card, but instead reregister under their new name r at their new address.
