The Office fr Civil Rights has received ver 2000 cmments t date and may receive as many as Nearly 400 persns testified at public hearings. In additin t analyzing these cmments, ED is refining its estimate f the csts f the regulatin and is planning -a strategy t prevent the passage f legislatin that wuld restrict ED's authrity t issue _this r any ther civil rights regulatin prtecting language minrity students. An amendment which wuld have this effect has been added by the Huse t the Department's FY 1981 apprpriatins bill. Acting-Secretary

Natinal Cnsumer Educatin Week On Octber 8, 1980 CSA held a Cnsumer Wrkshp fr its emplyees, the United Planning Organizatin (the District f Clumbia CAA) and its delegate agencies and ther cmmunity based rganizatins t infrm them abut cnsumer resurces in the greater Washingtn Metrplitan area. 9 THE SECRETARY WASHINGTON, D.C cr MEMORANDUM TO THE PRESIDENT SUBJECT: Weekly Reprt f ED Majr Activities LEGISLATION On December 2, Department representatives will testify befre the Huse Subcmmittee n Elementary, Secndary and Vcatinal Educatin (Perkins) n the Lau regulatins, which require schl districts t address the special needs f limited English speaking students. The hearings are being held at the request f Cngressman Mari Biaggi (D-NY). On Nvember 13, a representative f the Department will testify befre the Huse Subcmmittee n Elementary, Secndary and Vcatinal Educatin (Perkins) n H.R (Perkins), a bill t dismiss certain cases befre the Educatin Appeal Bard. The Department is ppsed t the Bill. MANAGEMENT INITIATIVES Included in the Educatin Department's FY 1982 budget submissin t the Office f Management and Budget was a reprt utlining the steps taken thus far by the Department in imprving the management f Departmental prgrams. Mst imprtant amng these accmplishments has been the establishment f the Department's structure and staff. Significant in this regard has been the appintment f wmen and minrities t nearly 60% f the Department's high level psitins. In additin, we have undertaken a series f management imprvements, including: Intergvernmental Advisry Cuncil n Educatin - new members have been appinted and swrn in, and the first meeting f this Cngressinally-mandated cuncil has been held. Paperwrk Reductin Effrt - the Secretary has cmmissined a review f this prblem by the Carnegie Fundatin fr the Advancement f Teaching, under the directin f frmer Cmmissiner Byer. Additinally, the Department has already taken majr steps in this effrt thrugh: 1) simplified student financial aid frms t reduce verpayments and underpayments; 2) cnslidatin f the Office fr Civil Rights nn-discriminatin assurance frms. Refrm f the Department's Financial Management Systems - including: 1) review by the Inspectr General f thse areas mst vulnerable t fraud and abuse; 2) stringent expenditure cntrls fr cnsultant service cntracts and equipment purchases; and 3) establishment f a cmmn Departmental disbursing system aryd autmated payrll system, with implementatin scheduled fr 1981.
