2 Backgrund: In respnse t the Bards apprval f the internally fcused Snma Cunty Climate Prtectin Actin Plan, and the Cunty s cmmitment under the plan t reduce greenhuse gas (GHG) emissins frm the Cunty s fleet, the General Services Operatins Divisin has been wrking n multiple initiatives that will facilitate the Cunty s effrts t meet the GHG emissin reductins fr fleet peratins. The target emissin reductin fr fleet peratins as set by the Plan is apprximately 2,400 tns f GHG per year, by the year 2010 with the verall emissin reductin target fr all three cmpnents being 8450 tns per year. The attainment strategy being used t reach the verall reductin target will deliver the 8450 tn reductin and includes a reductin f 500 tns per year in fleet peratins. The bulk f the reductin will be attained by effrts t reduce emissin frm ur facilities. The emphasis in prmting green initiatives by way f new and enhanced federal funding has prvided an pprtunity t enhance Cunty effrts t meet target reductins established in the Plan fr fleet peratins. By securing additinal funding and accelerating and expanding effrts t secure nn-emitting vehicles the Cunty culd exceed the prject verall reductin target by 1500 t 2000 tns per year. The purpse f this Bard item is t 1.) Demnstrate ur effrts t attain the reductins t date; 2.) Present t yur Bard several new initiatives and their respective impact n impacting the GHG reductin target and 3.) Request yur Bard s apprval fr the Cunty f Snma t apply fr grant funding frm the Califrnia Energy Cmmissin (CEC), U.S. Department f Energy (DOE), and the Califrnia Air Resurces Bard t seek funds that will facilitate effrts t implement the new initiatives. Snma Cunty Green Initiatives General Services Operatins Divisin has established a 22 year histry f ding business by the mst envirnmentally friendly methds practical in the industry and is recgnized as leader thrughut the Cmmunity in these effrts. Frm day-t-day maintenance peratins t the types f vehicle we purchase, we strive t fllw green best practices fr Operatins. The fllwing is a cursry review f past, nging and planned green initiatives: 1994/95 - The Cunty received Bay Area Air Quality Management District (BAAQMD) grant funding fr a demnstratin prject t pilt cmpressed natural gas (CNG) vehicles in the Cunty fleet. The Cunty installed a CNG fueling statin, cnverted 20 vehicles t dual-fuel, gas & CNG and demnstrated the feasibility f using CNG as a mtr fuel. 3 Backgrund: (Cntinued) 2002 The Cunty initiated a prgram t assimilate and evaluate the viability f hybrid sedans in the Cunty s fleet. The Cunty is nw fully cmmitted t the utilizatin f this technlgy having a hybrid fleet cmpnent f 117 cmpact hybrid sedans, 66 midsize hybrid sedans, 6 2-wheel drive cmpact hybrid SUVs, 11, 4-wheel drive cmpact hybrid SUVs, and 1 plug-in hybrid sedan. Since February 2002, use f these vehicles has saved 48,000 gallns f gasline and reduced GHG emissins frm the fleet by 525 tns. Snma Cunty has been ranked 5 th in the natin amng public fleets relative t percentage f hybrid vehicles in its public fleet Operatins maintenance facilities were certified as a Snma Green Businesses, reflecting the Divisin s cmmitment t perate envirnmentally respnsible and sustainable Divisin has frmed a Green Cmmittee with representatives frm eight Cunty Departments. The missin f the cmmittee is t champin and crdinate green initiatives and practices and t draft a Green Plicy. The Green Plicy fcuses n seven fleet peratinal areas that will better align fleet peratins and management practices with the Cunty s cmmitment t reduce green huse gas emissins. We anticipate bringing the Snma Cunty Green Plicy t yur Bard fr apprval Summer f As an utgrwth f the Cunty s participatin with the Reginal Climate Prtectin Partnership, the Cunty has cllabrated with the Snma Cunty Water Agency (SCWA), The Nrthern Snma Cunty Air Pllutin Cntrl District (NSCAPCD), Nissan Mtrs, Inc., and the cities within Snma Cunty t create a wrking grup referenced as Snma Cunty Lcal Gvernment Electric Vehicle Partnership. Nissan Mtrs is helping t crdinate the lcal effrt and lending its expertise with EV technlgy. The bjectives f the partnership are twfld: 1. Develp and demnstrate the viability f an electric vehicle charging statin infrastructure thrughut the Cunty and champin the replacement f fleet vehicles with either plug-in hybrid electric vehicles (PHEV) and/r electric vehicles (EV). Within the Cunty fleet by year Reduce greenhuse gas emissin by 250 tns by replacing 70 cmpact and midsize cars with PHEV s and EV s in 2009/ The Cunty initiated it effrts t cnvert its heavy fleet cmpnent t hybrid technlgy. The Cunty applied fr and has received preliminary apprval f grant funding frm the Nrthern Snma Cunty Air Pllutin Cntrl District fr the incremental cst difference assciated with prcuring a hybrid bucket truck vehicle, Additinal prcurement f heavy duty fleet vehicles is a gal f the green fleet strategy being emplyed by fleet management T fund the EV initiatives the Cunty, SCWA, and NSCAPCD are cllabratively pursuing multiple grant initiatives. Grant mnies culd prvide funding fr the installatin f bth EV charging statins thrughut the Cunty and fund the acquisitin f PHEVs r EVs ver the next 18 mnths. We are applying fr these funds as part f the reginal partnership, and as the leader in the green fleet effrts the Cunty is taking a lead rle in crdinating the develpment f all grant dcuments. Prjects Identified fr Grant Funding Cunty Operatins has identified six Cunty prjects that qualify fr pssible grant funding. Table 1 belw identifies the prjects and the ptential funding surces. Appendix A (attachment) describes the different funding surces and the general strategies being emplyed t secure funds. Page 2 f 4

Prject numbers 4 and 6 qualify fr funding thrugh the DOE Energy Efficient and Cnservatin Grant. Prject 1. Cnversin f Tyta Prius t PHEV This is a tw part request fr funding ver tw years: 2a. In 2009/10, install 200 remte EV charging statins at lcatins arund the Cunty. 2b. In 2010/11, incremental cst t purchase 50 Nissan Evs. 3. Incremental cst fr the purchase f 2 medium duty hybrid trucks (1 bucket truck, 1 step van) 4. Glbal Psitining System fr fleet vehicles. Initial purchase f 500 units. 5. Re-pwer 5 diesel trucks with new cmputer cntrlled engines and transmissins. 6. Administrative staffing t manage and expand the Slw Dwn Snma Cunty prgram and t administer ther Green Initiatives. Request wuld include staff, materials, advertising, utreach csts and prgram expenses fr 3 years. 5 BAAQMD Grant Initiative and Clean City Participatin As previusly stated, the Cunty is seeking t acquire DOE funding fr EV charging infrastructure and electric vehicles. DOE mandates require that the grantee agency be a member f a Clean Cities Calitin. T that pint we are asking the Bard t authrize Cunty membership in bth the San Francisc and the East Bay Clean Cities Calitin. In additin, t strengthen the grant applicatin the Cunty will be cllabrating with the Sacrament Municipal Utilities District (SMUD) t establish a standardized EV charging infrastructure. The assciatin with SMUD helps t reinfrce ur cmmitment t develp a standardized EV charging infrastructure acrss Nrthern Califrnia. BAAQMD is taking the lead in this applicatin prcess.
