1 MINUTES OF THE REGULAR SCHOOL BOARD MEETING OF THE BOARD OF EDUCATION OF LINCOLN SCHOOL DISTRICT MAY 18, 2015 The Regular Meeting of the Board of Education School District 156, Cook County, Illinois was duly called to order and held on the 18 th day of May, 2015 at 6:07 p.m., in the Lincoln Elementary School Building, 'h Street, Calumet City, Illinois, within the boundaries of said District. President Pro Tern Hathorn called the meeting to order with a Roll Call followed by the Pledge of Allegiance. The following members were present: Foreman, Gardner, Hatcher, and Hathorn Absent: School Board Members Donald Duncan, Andrea Kidd, and Valencia Ross President Pro Tern Hathorn appointed Vanessa Hatcher, Secretary Pro Tern. Dr. Taylor shared with the Board how well the Retirement Party on Thursday, March 14, 2015 was attended by Lincoln Staff Members, Former Retirees and Family Members of the Retirees. Calumet City Plumbing Co., Inc. to repair and replace water pipes in Lincoln Elementary School's boiler room on May 9, 2015 at a cost not to exceed $4, The proposal included labor and material. 4. Parity, Inc. to repair SMARTE playground surfaces in Lincoln Elementary School's East Playground at a cost not to exceed $ Midwest Commercial, Inc., lowest qualified bidder, to be awarded the bid to replace carpet in nine (9) classrooms on the 2 nd floor ofthe 70's building at a cost not to exceed $14, The following quotes were received from vendors listed below for labor and materials: Vendor Quote a. Midwest Commercial, Inc. $14, b. Flooring America $15, c. Quality Carpet & Floors $15, Norman Electric, Inc., lowest qualified bidder, to be awarded the bid to replace the exterior electric bulbs on Lincoln Elementary School at a cost of$1, for 20 lamps at $25.00 each. The following quotes were received from vendors listed below for labor and materials: Vendor Quote a. Norman Electric Inc. $1, b. RJL Group, Inc. $1, c. Sweeney Electric Company, Inc. $1, The replacement of ballasts will be at an additional cost. Dr. Taylor introduced Xochitl Munoz as Transitional H. Donation: None I. School Board: 1. Illinois Association of School Boards (lasb) annual dues of$4, for the FY16 School Year. Dues are based on three variables: Base Charge + (weighted factor x operating expense). The base charge and the weighted factor are dependent on student enrollment for District 156. The dues statement is calculated based on the following: a. ADA (average daily attendance) b. Net Operating Expense for c. Calculated dues (what your dues would be under the formula ifiasb did not cap the actual increase) d. Restricted Annual Dues (the amount oflasb dues the district is actually paying). The Illinois Association of School Boards (lasb) annual dues for FY15 was $4, Ayes: Duncan, Gardner, Foreman, Hatcher, and Hathorn Dr. Taylor introduced Xochitl Munoz to the Board as Lincoln's Transitional Bilingual Education/Transitional Program of Instruction Program Director for the school year. Country Financial Report: Pursuant to the Provisions of Section 19, Paragraph (0) of Chapter 48 of the Illinois Standards (Worker'S Compensation and Occupational Disease Law) they are required to notify School Districts by the 15 th of each month of the compensable claims incurred in the preceding month. E. Department of Inspectional Services - Calumet City: A Health Inspection Report from the Department ofinspectional Services completed on April 24, 2015 indicating the Lincoln's Cafeterias and Kitchens received a Sanitation Score of 95%. F. Sports Interest Survey Results 2015: School Districts are to have students in 6 th - 8 th grade complete an annual sports interest survey. The results are used in planning for the future as well as assessing current program comparability of both sexes. G. ISBE - State Performance Plan Indicator: District 156 received a letter from ISBE regarding IDEA Part B State Performance Plan (SPP) for Special Education - Indicators 9 & IOdated March 18, ISBE sent District 156 a letter dated April 27, 215 rescinding their request and stating that no further action is needed. A copy of the letter was provided to the Board for review H. ISBE - State Performance Plan Indicator: District 156 received a letter from ISBE IDEA Part C State Performance Plan (SPP) for Special Education - Indicator 12 dated April 29,2015. District 156's response to ISBE dated May 8, 2015 stating that Lincoln will correctly implement the regulations related to State Performance Plan (SPP) Compliance Indicator 12 was provided to the Board for review. I. General Textbook Inventory for FY15. Per School Board Policy 6:210, "The Superintendent or designee shall annually provide a list or description of textbooks and instructional materials used in
5 the District to the School Board". Geneva Oatman provided the Board with a summary of Lincoln's FY15 Textbook Inventory at the School Board Meeting. LEGISLATION: None OLD ITMES: (Stand Alone) None NEW ITEMS: (Stand Alone) Member Foreman moved, seconded by Member Gardner to approve the Final School Calendar for the school year. Ayes: Duncan, Foreman, Gardner Hatcher, and Hathorn The last day of school will be a full day on June 8, There were a total of 180 teacher attendance days and 174 student attendance days for the FY15 school year. Member Foreman moved, seconded by Member Hathorn, to approve Safety Hazard II Resolution indicating that the Board of Education for District 156 has reviewed and determined that conditions have not changed and that the safety hazard still exists for students residing on Campbell Street for the school year. Member Foreman moved, seconded by Member Hatcher, to approve the publication of the Student Handbook. Member Hatcher moved, seconded by Member Hathorn to waive the First Reading and approve the amendment of the following School Board Policies: Policies Description Action l. 5:240 Professional Personnel - Suspension AMEND 2. 5:290 Educational Support Personnel - Employment Termination and AMEND Suspension
6 Per District l56's attorney both of these policies can apply to any circumstances during the school year. Member Foreman moved, seconded by Member Hatcher, to authorize the Superintendent to publish the Notice of Prevailing Wage Rates, post attached Ordinance in the District Office and send certified copies of the Ordinance to the Secretary of State Index Division and The Department of Labor of the State of Illinois. Member Foreman moved, seconded by Member Hathorn, to approve for the law firm of Hauser Izzo to proceed with negotiating a settlement with Michael and Tina McClellan regarding 2010 tax appeal matter located at 778 Burnham Avenue, Calumet City, Illinois on the behalf of Lincoln Elementary School District 156. The loss in revenue to District 156 will be reduced to $9,546. Member Foreman moved, seconded by Member Hatcher, to approve the adoption of a Resolution Authorizing Notice to Remedy for Lisa Gatewood, Social Worker. BOARD MEMBER ISSUES/REPORTS: A. Board Salute: 1. The Board recognized Lincoln PTA with a Board Salute for the variety of ways that they have been actively reaching out to the community and keeping Lincoln Elementary School in the public's eye. B. 7 Chicago. C. IASB - Self-Evaluation Workshop. The Board to reschedule a self evaluation workshop with IASB Field Director Mr. Perry Hill for either of the following dates listed below: 1. June 17,2015-1st Choice 2. June 10,2015 _2nd Choice D. IASB Resolution for Delegate Assembly - IASB is asking School Boards to submit their recommended resolutions to the IASB Resolution Committee for consideration by June 24,2015. E. The Board confirmed the End-of-the-Year School Events they plan on attending. F. Date for School Board Retreat to Review Strategic Plan. G. IASB - School Board Governance Recognition 2015 Application is to be signed by Board President and received by IASB no later than August 2, Member Foreman moved, seconded by Member Hatcher to go into Closed Session at 6:52 p.m. for the employment, compensation, discipline, performance, or dismissal of specific employee(s) of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. 5 ILCS l20/2(c)(1), as amended by P.A Ayes: Duncan, Gardner, Foreman, Hatcher, and Hathorn The Board returned to Open Session at 7:27p.m. School Board Members and Administrators listed above were in attendance. Guest: Robert Hubbird was in attendance. Member Hatcher moved, seconded by Member Foreman, to approve Robert Hubbird as Principal for its Lincoln Elementary School for the school year. Dr. Taylor introduced Robert Hubbird to the Board. Member Foreman moved, seconded by Member Hatcher, to return to Closed Session at 7:32 p.m.
8 Mrs. G. Oatman, Mr. D. Higgins, Dr. A. Rice, Mrs. B. Walker, Mr. J. Sallee, Mr. G. Lesczynski and Robert Hubbird left the Meeting at 7:34 p.m. The Board returned to Open Session at 8:24 p.m. Member Hatcher moved, seconded by Member Foreman, to approve the Union's request for the activation of the sick bank and the donation of sick days to be voluntarily donated to Joan McMillen, 4th Grade Teacher, by Certified Staff. Donald Duncan, President Pro Tern, presented Quinton Foreman and DeJuan Gardner with a "Certificate of Election" on the behalf of David Orr, County Clerk of Cook, as a duly elected School Board Member for Lincoln 156 on April 7, 2015 for a four (4) year term. School Board Members were invited to attend Lincoln's Annual Safety Review Meeting with First Responders on May 28,2015. Member Foreman moved, seconded by Member Gardner, to adjourn the meeting.
