1 NORTHWEST SPECIAL EDUCATION COOPERATIVE ADVISORY BOARD MEETING MINUTES Tuesday, February 10, 2015 at 12:15, NWSE, Elizabeth, IL 1. Call to order: The Advisory Board of Northwest Special Education Cooperative met in Regular Session at the NWSE offices in Elizabeth, IL on Tuesday, February 10, 2015 at 12:20 p.m Roll Call: A roll call vote was taken finding the following members present (P) or absent (A): Member Dakota- P Member Orangeville- A Member Stockton- A Member East Dubuque- P Member Pearl City- P Member Warren- P Member Freeport- P Member River Ridge- P Member West Carroll- P Member Lena-Winslow- A Member Scales Mound- P Chairperson Galena- P 1.2. Adoption of the Agenda: Motion made by Member Warren and seconded by Member Scales Mound to adopt the agenda as presented. Order of the agenda modified to present the New Business agenda items first before the Communications, Consent Agenda and Unfinished Business agenda items Introduction of Guests: Robin Pearson NWSE STEP Coordinator Jerry Funk Auditor from Wipfli 2. Communications: 2.1: Administrative Team Reports: Tracy s Report Show, Know, Grow Series Rachael Blair is presenting one final Show, Know, Grow on February 24 th for speech language pathologists only Professional Development Units The ROE has given the Cooperative permission to have participants complete their professional development evaluation forms online after they attend a workshop through NWSE. The form would be completed in Survey Monkey. At the workshop s conclusion participants will be given a Survey Monkey link to go and complete the professional development evaluation form. Once they complete that form on Survey Monkey they will be given another link to be able to print out their evidence of completion form. Tracy also will be sending out a professional development needs assessment survey to special education teachers and principals. Christy s Report Curriculum Still looking at science curriculum Teacher Trainings Teachers attended an InfiniTec ipod and ipad training and the Illinois Council for Childrem with Behavioral Disorders Conference. Student Activities The students and staff participated in PARCC practice session. The Field Museum field trip has been scheduled for March 4 th. Even though all students were invited, only those students who are on progress or merit levels in the behavior system will be eligible to go. We have been modifying the behavior system as needed based on information from our behavior tracking system. Northwest Academy has used in-classroom support interventions more this school

2 year. During these in-classroom support interventions, the student works through his or her emotional/behavioral crisis in the classroom. Not leaving the classroom for a support intervention at least still exposes the student in the in-classroom support intervention to the academics that are still going on around him or her. Crisis Plan The protocol that was in place for the location in Hanover is being modified to meet the needs at the current Elizabeth building. The teachers have also been asked for their input on this process. Weather Northwest Academy adjusts staffing needs as necessary on days when weather affects student attendance. Northwest Academy Enrollment 19 students 2.2: Director s Report: 1. New RCDT Code for NWSE Since the Cooperative moved to JoDaviess County, we will be receiving a new RCDT code from ISBE. This will not go into place until the new fiscal year and Christy Hopper will let everyone know what the new code is once we receive it. 2. ISBE Announces Final FY2014 Mandated Categorical Prorations ISBE released these amounts for personnel, private facility, funding for children receiving special education services, summer school, orphanage and special transportation 3. FY2014 IDEA Room & Board Claims Payment Information Announced by ISBE The amount was prorated to 71% 4. Damage to NWSE Facility is a Class 4 Felony Because NWSE leases space from a government entity (the Village of Elizabeth), damage done to the building by students can be considered a Class 4 felony. 5. Needs Assessment Coming at the February Board Meeting Christy Hopper has distributed the needs assessment to the Superintendents at this meeting. She would like them returned by February 24 th as there is more to consider this year in terms of staffing with the planned Freeport withdrawal. 6. Northwest Academy Adding Breakfast Program Due to new Illinois School Meal Mandates, Northwest Academy will be required to serve breakfast to our students beginning in Fall This is based on the percentage of students attending Northwest Academy who are eligible for free/reduced lunches. 7. TIF Monies Reimbursement Announced by the Village of Elizabeth NWSE submitted its application to receive TIF money reimbursement from the Village of Elizabeth for the office construction project. NWSE was eligible to receive up to 25% of the cost of the project reimbursed to them from TIF money. The Village of Elizabeth board decided to reimburse NWSE 7% of the total cost of the office construction project using TIF money and $5,000 from the Village of Elizabeth for HVAC upgrades done to the room. Christy Hopper will be meeting with the Mayor of Elizabeth, a board member and a member of the committee that made the decision on how much TIF money NWSE should receive for the office construction project. 8. Informal Joint Committee Meeting Regularly January was the first meeting of this informal joint committee to select assessments and parameters in relation to student growth as applied to teacher evaluations. 2.3: Public Comments: None 3. Consent Agenda: Motion made by Member West Carroll and seconded by Member Freeport to approve the Consent Agenda items 3.1 through 3.2. Roll call vote.

3 3.1: February 2015 Items: 3.1.1: Approval of Advisory Board Meeting Open Session Minutes dated 01/13/15: Approved the Advisory Board Meeting Minutes for Open Session dated 01/13/ : Approval of Advisory Board Meeting Closed Session Minutes dated 01/13/15: Approved the Advisory Board Meeting Minutes for Open Session dated 01/13/ : Approval of Bills Payable Listing dated 01/31/15: Approved the Bills Payable Listing dated 01/31/ : Approval of Financial Reports dated 01/31/15: Approved the Financial Reports dated 01/31/ : Approval of the Northwest Academy Activity Fund Report dated 01/31/15: Approved the Northwest Academy Activity Fund Report dated 01/31/ : Approval of the Destruction of Executive Session Recordings and Documents Prior to August 1, 2012: Approved the destruction of executive session recordings and documents prior to August 1, Unfinished Business: Agenda Item 4.1: JoDaviess County Tax Bill Update: In talking with the JoDaviess County assessor, it was confirmed that she could not issue a refund of NWSE s tax payment because the paperwork filed was for 2013 forward, when the tax bill was for the year 2012 payable in Upon talking to the tax attorney, he thought that the taxes for the year 2013 not 2012 payable in Christy Hopper has asked for an update from the lawyers but has not received one yet. Agenda Item 4.2: Partnership Between Northwest Academy and JoDaviess Carroll Area Vocational Center (AVC) Update: Christy Hopper talked with the AVC director and the AVC director indicated that she needed to have more discussion with her staff and the AVC board before a decision on the partnership between the two organizations could be decided. NWSE has to wait until the AVC has made a decision on the issue before any action can be taken. Agenda Item 4.3: IMRF Update and Resolution for Participation: In order for NWSE to become its own IMRF agent the NWSE board has to adopt a resolution to participate in IMRF. NWSE s initial rate will be 9.41% and this will be good through the end of A new rate for 2017 will be calculated using the 30 years worth of employee information that was mistakenly under Freeport s umbrella. Since IMRF will be using 30 years worth of information to calculate this new rate, IMRF is going to retroactively put NWSE s participation start date back to As part of joining IMRF, the board needs to appoint an in-house IMRF agent. Christy Hopper recommends that Terri Allendorf be named to this position as she is our payroll/personnel coordinator.

4 Motion made by Member Scales Mound and seconded by Member Dakota to approve the resolution for Northwest Special Education Cooperative to participate in IMRF. Roll call vote. Motion carried 8 to 0. Member Freeport- Abstain Member River Ridge- Y Member West Carroll- Y Motion made by Member Dakota and seconded by Member West Carroll to appoint Terri Allendorf as the in-house IMRF agent. 5. New Business: Agenda Item 5.1: FY2014 Audit Presentation by Wipfli: Jerry Funk from Wipfli presented to the board NWSE s FY 2014 audit. Motion made by Member River Ridge and seconded by Member Warren to approve the FY 2014 audit as presented. Roll call vote. Agenda Item 5.2: Facilitated IEP Training for Fall 2015: Last month Tracy Dahl has discussed in her report to the Board about NWSE hosting a facilitated IEP training next school year. The Board seemed interested last month so this item was put on the agenda because it requires the expenditure of money. Key2Ed is the presenter of this training and it cost $14,000 that includes travel/food/lodging for the presenters. This will be a two day training held on October 15 th and 16 th of Only 40 participants are allowed to attend the training at one time and this is an increase over the 25 participants that Key2Ed usually allows. Motion made by Member Warren and seconded by Member Dakota to approve the expenditure of $14,000 for NWSE to hold a facilitated IEP training workshop. Roll call vote. Agenda Item 5.3: Copier Proposal from RK Dixon: Christy Hopper has looked into the possibility upgrading the two copiers we currently have through RK Dixon. We pay $ a month for copier service in which we own one of the copiers and lease the other copier. We are in our fourth year of a five year contract with RK Dixon. For two new machines (one for the teacher s lounge and one for the records room), it would be $ The Board would like Christy to look into other options of copier service providers and gave her a few suggestions to try. This item has been tabled.

5 Agenda Item 5.4: STEP Monies for Job Coaching: In recent years the STEP program, under the guidance of Robin Pearson, has grown with the number of successful outcomes increasing as well. Because the program has had more successful outcomes, NWSE has received more grant money for the program. According to Robin, there are a few students in the program who would benefit from a job coach for the first few weeks of a new job. DHS suggested that districts provide a job coach to a STEP student starting a new job (if necessary) by using a paraprofessional the district already employs. The district would pay the paraprofessional for their time spent as a job coach and then the district would turn around and ask NWSE for reimburse using money from the STEP grant. Motion made by Member Dakota and seconded by Member Pearl City to approve the use of STEP grant money to reimburse member district employed paraprofessionals to act as job coaches (if necessary) when a student in the STEP program starts a new job. Roll call vote. 6. Executive Session- Request for the purposes as authorized by Section 5 (1) of the Open Meetings Act (5ILCS 120/2 (1): Motion made by Member West Carroll and seconded by Member Scales Mound to go to closed session at 1:30 p.m. Motion to Return to Open Session: The board returned to open session at 1:55 p.m Action from Executive Session: There was no action coming out of executive session. 7. Personnel: Agenda Item 7.1: Resignation of a School Social Worker: Paul Hasenour, a school social worker, has submitted his resignation to retire at the end of the current school year. Motion made by Member Scales Mound and seconded by Member Warren to approve the resignation of Paul Hasenour, social worker, at the end of the school year.

6 Agenda Item 7.2: Resignation of a Northwest Academy Teacher: Sue Roberts, a teacher of Northwest Academy, has submitted her resignation to retire at the end of the school year. Motion made by Member Dakota and seconded by Member Galena to approve the resignation of Sue Roberts as a Northwest Academy teacher at the end of the school year. 8. Adjournment: Motion made by Member Dakota and seconded by Member Pearl City. Meeting adjourned at 2:00 p.m.
