1 U18703: Cnduct an assessment f risks in the wrkplace Unit Descriptr: Fundamental t this unit is an understanding f the prcess f carrying ut a risk assessment. A persn cmpetent in this unit shuld be able t carry ur risk assessment accrding t regulatry requirements. This unit is fr: A persn required t, r wh has been asked t, carry ut a risk assessment in the wrkplace. This culd be an emplyer, line manager, supervisr, safety representative r emplyee. This unit is abut: The cmpetences needed t identify hazards in the wrkplace, assess the level f risk resulting frm thse hazards, make recmmendatins t cntrl the risk and review the results. Elements in this unit are: 1 Identify hazards in the wrkplace 2 Assess the level f risk and recmmend actin 3 Review yur wrkplace assessment f risks This is what yu need t shw: In Element 1 that yu understand the prcess f identifying hazards in the wrkplace. Yu shuld be prepared fr the hazard identificatin prcess, and investigate bth thse areas where risks are mst likely t ccur and thse wh might be harmed. Yu shuld be able t identify when t make use f expert advice and guidance n identifying hazards. In Element 2 that yu understand the criteria fr assessing the level f risk. Yu shuld shw yu knw the criteria fr acceptable risks and understand when risks are unacceptable. Yu shuld shw yu can prepare and present a reprt n the results f the risk assessment t include thse significant findings f yur risk assessment. In Element 3 that yu shuld understand the imprtance f reviewing yur assessment frm time t time. This will include understanding when changed circumstances might affect yur current assessment. 2 ELEMENT PERFORMANCE CRITERIA T be cmpetent yu must achieve the fllwing: 1. Identify hazards in the wrkplace 1.1 Define, clearly, why and where the risk assessment will be carried ut. 1.2 Cnfirm that all the infrmatin available t yu n statutry safety and health regulatins is up t date and frm recgnised and reliable infrmatin surces. 1.3 Recgnize yur wn limitatins and seek expert advice and guidance n risk assessment when apprpriate. 1.4 Select a methd f identifying hazards apprpriate t the wrkplace being assessed. 1.5 Identify fully thse areas under investigatin review where hazards with a ptential fr harm t safety and health are mst likely t ccur. 1.6 Identify hazards which culd result in harm t peple at wrk r ther persns. 1.7 Recrd thse hazards in a way which meets legal, gd practice and wrkplace requirements. 1.8 Reprt results f the prcess t the respnsible persns in an agreed frmat and timescale. 2. Assess the level f risk and recmmend actin 2.1 Review the relevant legal requirements that are apprpriate t yur wrkplace and wrking practices t ensure effective cntrl measures are in place. 2.2 Cnfirm that industry standards and all ther reasnable precautins are in place. 2.3 Identify hazards that culd be eliminated. 2.4 Identify hazards that cannt be eliminated. 3 2.5 Assess the level f risk and cnsider hw the risks can be cntrlled t minimise harm. 2.6 List unacceptable risks in pririty rder including all breaches f relevant safety and health legislatin and wrkplace prcedures. 2.7 Prepare a risk assessment reprt cntaining recmmendatins fr minimizing risks. 2.8 Present the results f the risk assessment t respnsible persns in the agreed frmat and timescale. 3. Review yur wrkplace assessment f risks 3.1 Cmpare the latest risk assessment t the current wrkplace and wrking practices. 3.2 Accurately identify any significant differences between previus and new wrking practices. 3.3 Investigate the actin taken as a result f yur recmmendatins. 3.4 Accurately identify new hazards arising frm changes in the wrkplace r wrking practices. 3.5 Make changes t yur risk assessment in line with the review. 3.6 Prmptly infrm everyne affected by the changes. The respnsibilities fr risk assessments as required by the Management f Safety and Health at Wrk Regulatins 1992 and ther related regulatins. 2. Yur legal duties fr safety and health in the wrkplace as required by the Safety and Health at Wrk Act Yur duties fr safety and health as defined by any specific legislatin cvering yur jb rle. T cnduct an assessment f risks in the wrkplace yu shuld knw and understand the fllwing relating t safety and health: 4. Effective prcedures fr carrying ut a risk assessment. 5. The purpse, legal implicatins and imprtance f carrying ut risk assessments. 6. What t d with the results f the risk assessment. 7. Hazards that are mst likely t cause harm t safety and health. 8. The particular safety and health risks which may be present in yur wn jb rle and the precautins t be taken. 9. The imprtance f remaining alert t the presence f hazards in the whle wrkplace. 10. EVIDENCE GUIDE (1) Critical Aspects f Evidence Perfrmance evidence must be prvided against each f the perfrmance criteria and shuld be the primary surce f evidence, but this will ften be supprted by questining r ther frms in rder t gather evidence f yur ability t perfrm cmpetently acrss all the range items listed. This perfrmance evidence must be prvided frm real wrking practice. In rder t demnstrate cmpetence yu must be able t shw cnsistent cmpetent perfrmance. The assessr must see perfrmance evidence fr each f the range items, as specified all three elements, apprpriate t yur wn wrkplace cntext. Perfrmance evidence must shw frm the range that yu have: Identified a minimum f tw types f hazard frm thse listed (range B), and Used a minimum f ne type f infrmatin surce (range A), and Presented the results f a risk assessment t a minimum f tw respnsible persns frm the list given (range C), and Made cmparisn between previus and new wrking practices fr a minimum f ne f the types listed (range D), and Assessed a minimum f ne f the types f changes in the wrkplace fr new hazards frm thse listed (range E). 8 The assessr will need t be satisfied that yu have the necessary knwledge and understanding t perfrm cmpetently in respect f all the range items listed in this unit. Answers t questins and ther frms f evidence may additinally be used t demnstrate an understanding f the essential knwledge required fr the unit, and fr the specific knwledge required fr each element. (2) Methds f Assessment Yu are required t prvide the fllwing evidence: One recrd that shws hw yu have determined what the hazards, assciated risks and suitable cntrl measures are within yur wrkplace, using all available techniques. Yu must take int accunt risk t yurself, thers, and the rganisatin verall. It is expected that the recrd will include evidence t demnstrate yur cmpetence in respect f all perfrmance criteria in element 1 and 2. PLUS One recrd f an bservatin f yu cnducting an assessment f risks in the wrkplace by an assessr r a witness. (This witness must have been agreed by the assessr prir t the bservatin taking place.) It is expected that yur recrd will include evidence t demnstrate yur cmpetence in respect f all perfrmance criteria frm elements 1. PLUS One recrd f questining r prfessinal discussin t ascertain that yu can review existing risk assessments by using the crrect criteria and the mechanisms yu wuld use t infrm the apprpriate peple. It is expected that yur recrd will include evidence t demnstrate yur cmpetence in respect f all perfrmance criteria frm element 3. PLUS Prducts t supprt yur recrds. Knwledge requirements shuld ccur naturally within the verall recrd and questining/prfessinal discussin. Page 7 f 8

9 (3) Cntext f Assessment Simulatin shuld nt nrmally be used t prduce evidence f a candidate s cmpetence. Wherever practical all evidence must be derived frm perfrmance in the wrkplace. Simulatin will be accepted where the candidate r thers wuld be in persnal danger r the cmpany s peratin wuld be significantly disrupted thrugh real life assessment. The use f simulatin must be apprved by the external verifier. Page 8 f 8
