1 Position Information Package Project Management Officer POSITION NUMBER: R16/17.10 APPLICATIONS CLOSE: Wednesday, 26 th October, POSITION INFORMATION Salary: $66, $74, (Band 6) Hours: 38 (Limited Tenure) Location: Wodonga POSITION PROFILE The successful applicant will systematically develop, define, procure, implement and commission, verify and hand over capital projects that meet the Corporation s business and functional requirements. This will be underpinned through ensuring: that project management, procurement, risk, and related procedures are adhered to in the development and implementation of projects, that appropriate engineering standards and change controls process are documented and adhered to such that projects or changes to existing systems meet business requirements, that project governance is demonstrated and documented, to ensure that projects are appropriately reviewed, controlled, managed, tracked and reported upon, and In addition the position is responsible for ensuring that variances to project budgets, time frames and requirements are reported through both the Programme Coordinator and Contracts Coordinator. Accordingly, the incumbent will poses an understanding of the importance of project management, procurement management, contract management and regulatory and governance compliance. KEY SELECTION CRITERIA Demonstrated judgement and decision making skills. A high degree of working independently in an ethical manner. Must be able to coordinate, lead and motivate project teams Demonstrated ability to effectively work with a range of stakeholders. 3 PRIMARY OBJECTIVES: Leadership and Coordination Provide efficient and effective leadership and coordination when required to act in the role of project manager to achieve the Corporation s objectives. Technical Support Responsibilities Support the Engineering, Contracts and Project delivery business unit to meet internal and external customer requirements, inclusive of standards, internal procedures, regulatory and legislative obligations. Key Role Specifics To project manage including; infrastructure creation and major asset refurbishment or major renewals with respect to the systematic and documented planning, definition, design, implementation, commissioning, verification and start-up (CVS); the maintenance of project standards, and compliance with regulatory and governance requirements 1. KEY RESPONSIBILITY AREAS Project Management To carry out and document systems definition, evaluation, procurement, implementation, commissioning, verification and start-up (CVS) of capital projects In conjunction with the Programme Coordinator and Contracts Coordinator, track and report on utilisation of project resources, budgets and progress to ensure that the Corporation s objectives are fulfilled. Support Governance Responsibilities Ensure that projects and changes to existing assets comply with relevant legislative, regulatory and statutory obligations and responsibilities Ensure that all engineering and project related documentation is generated, reviewed within delegation and meets the minimum standard as required by internal procedures, policies, regulations and legislation In collaboration with other personnel ensure that the Corporation s procedures and standards are adhered to. Key Specifics Ensures currency of understanding of legal responsibilities and accountabilities when acting in the required role of Project Manager Ensures that governance systems and procedures are adhered to for the systematic development, definition, procurement, design, implementation, commissioning, verification and start-up of capital projects or changes to existing systems to meet business and functional requirements Ensures that minimum standards are being adhered to in the execution of project related functions and that reviews including design, design safety, constructability, HAZOP, HACCP are undertaken as required Ensure that statutory/ regulatory/ referral authorities and the Corporations customers are being appropriately engaged with to ensure that compliance issues are being met and appropriate approvals received Is responsible and accountable for ensuring the assigned capital projects, there scope and associated budgets are monitored, maintained, reviewed and remain up to date via the Programme Coordinator Ensuring that project procurement methodologies, and specifications and contract documents are reviewed by the Coordinator Contracts and approved by the Senior Manager - Project Engineering
4 prior to issuing to market Responsible for ensuring that project recommendations are based upon the systematic capture, analysis and evaluation of business, user and functional requirements Ensure that change control processes are adhered to in respect to project scope changes as well as changes to existing infrastructure systems Ensures that Project Management Services are provided to support operational needs as directed by the Senior Manager - Project Engineering. 2. ORGANISATIONAL RELATIONSHIPS REPORTS TO: SUPERVISES: INTERNAL LIAISONS: EXTERNAL LIAISONS: Senior Manager - Project Engineering When acting in the role of Project Manager all related personnel pertaining to the project - Specifically: Engineering Coordinator, Programme Coordinator, Senior Manager - Project Engineering, Contracts Coordinator, Project Officers and Project Engineers. - Generally: All Corporation Staff - State / Federal Government departments and agencies - Statutory authorities - Community groups - Industry and commerce - Peak organisations in the water industry - Land developers - Technical and legal consultants - Contractors - Local government agencies - Utility companies - Peers in other water corporations - Customers - Stakeholders - General public 3. ACCOUNTABILITY & EXTENT OF AUTHORITY 3.1 The incumbent is required to fulfill the objectives of the position and supervise staff assigned to projects to ensure the attainment of objectives independent of direct level four or three management supervision. 3.2 The Project Management Officer is a level five position. Authority delegated under Section 111 of the Water Act 1989 includes, but is not limited to: Expenditure in accordance with approved budgets Management of staff on an assigned project basis as directed

JUDGEMENT AND DECISION MAKING The Project Management Officer will need to exercise a considerable degree of independence in fulfilling the requirements of the position within the bounds of ethics, Corporation policy and procedures. At times the Project Management Officer will be required to make instantaneous decisions on issues relevant to specific projects and changes to assets. In these instances a high degree of independence, a sense of urgency and a need to have the ability to quickly assess a number of alternative courses of action and recommend / implement a preferred option is expected 5. SPECIALIST SKILLS AND KNOWLEDGE Ability to act in an independent and ethical manner when engaged in project management service roles. Ability to identify when to engage specialist or more experienced personnel in order to achieve project management related objectives. Knowledge of water and wastewater design principles and quality issues, their impacts and associated emerging technologies for continuous improvement. Awareness and knowledge to ensure Safety and Environmental compliance in the construction environment. The ability to work effectively with external bodies such as government, statutory and local government agencies in the delivery of project outcomes. Awareness and knowledge of the following: Australian and international related standards and codes of practice Water Act 1989 Safe Drinking Water Act 2003 Planning and Environment Act 1987 Occupational Health and Safety Act 2004 Environment Protection Act 1970 Ability to maintain required project documentation in accordance with minimum standards defined by accepted professional practice, standards, internal procedures and policy, codes of practice, regulations, legislation and any project specific requirements identified. Demonstrated planning skills and the ability to organise and use resources in a cost effective and timely manner. High level of numeracy and analytical ability, experience of financial control of projects. Awareness of project budgeting and cost control principles and general accounting and financial practices. Awareness of contractual management practices associated with the construction industry with sufficient experience to handle contractual issues competently. Professional written and verbal communication skills

MANAGEMENT SKILLS 6.1 Accountability to maintain documentation and ensure reporting systems remain current with respect to project related information under the responsibility of the Project Management Officer. 6.2 Skilled at managing own time in performance of duties achieving goals despite conflicting pressures and priorities associated with managing multiple projects and other assignments. 6.3 Must be able to coordinate, lead and motivate project teams under direct supervision when appointed as project manager. 6.4 Demonstrated skills in project management with ability to meet deadlines while focusing upon value for money 7. INTERPERSONAL SKILLS 7.1 Demonstrated ability to effectively work with multidisciplinary / multilevel teams capable of definition, design, and implementation and commissioning, verification and start-up (CVS) of industrial projects. 7.2 Ability to lead by example and demonstrate advanced communication skills essential to role of Project Manager, with a strong ability to influence and gain cooperation from both within the Corporation and externally. 7.3 Demonstrated ability to work with a range of stakeholders, eg other Government entities, customers and internally within the business. 8. QUALIFICATIONS AND EXPERIENCE 8.1 The incumbent will require a current driver s licence. 9. RISK MANAGEMENT COMMITMENT North East Water is committed to ensuring that all risks associated with our business are routinely and systematically addressed to reduce potential losses and maximise potential opportunities. 7 All employees are responsible for maintaining an adequate level of awareness of risks associated with their job role or area. They are required to: Identify the risks which they encounter during the course of their work Report these to their Manager or Supervisor as appropriate Mitigate and manage identified risks Maintain all current controls and implement target controls for which they have been assigned responsibility through the framework Act in accordance with all applicable law. Pursuant to these requirements all employees are to make a commitment to the Corporation s Health & Safety, Drinking Water Quality and Environmental Management Systems, i.e.: All North East Water employees are responsible for undertaking their duties in accordance with relevant policies and procedures contained in these management systems, and within other relevant environmental, DWQ and H&S legislation. Staff have a responsibility to make themselves aware of their environmental, DWQ and H&S responsibilities as far as practical. If at any time staff are in doubt about the consequences of their actions, they must seek guidance from their Supervisor, the Environmental Officer, Water Quality Officer or the Health & Safety Advisor as appropriate. 10. Only release records when authorised to do so (e.g. through photocopying or dissemination). Only destroy records (both electronic and hard copy, including s) when authorised to ensure the records they create and receive are retained in an accessible format for as long as required (destruction and retention of times for different records should be set down in approved Retention & Disposal Authorities check with the records management area). Familiarise themselves with organisational recordkeeping policies and practices and follow these. Where possible, take responsibility for improving records management practices in the workplace.
