1 POSITION DESCRIPTION POSITION TITLE: Finance Administrator DEPARTMENT/SERVICE: FINANCE DEPARTMENT REPORTS TO: Accountant Corporate and Funding APPROVED: ACCEPTED: Manager Employee Date Date ROLE SUMMARY This position works principally within the department or service specified above, however all employees at Whanganui District Health Board may be required to undertake duties in other areas of the organisation which promote the efficient and effective operation of Whanganui District Health Board which reasonably fall within the general parameters of this position PURPOSE OF THE POSITION The purpose of the role is work as part of the accounts payable team to ensure financial data is processed efficiently and accurately. The other key function is to complete the radiology invoicing and review process to ensure revenue is maximised from ACC. Working within and role modeling the values of the Whanganui District Health Board is an expectation of the role and will form part of performance monitoring. 3 Key Accountabilities (Key areas of focus) Accurate and timely invoicing of ACC and Accredited Employer (AEP) invoicing for Radiology KEY PERFORMANCE INDICATORS Tasks (How it is achieved) Invoicing completed on a weekly basis for all areas with limited need for month end revenue accruals Working with departments to ensure accurate and relevant data gathering Work with departments to ensure all outstanding claim queries are resolved promptly Review of all invoicing prior to completion to ensure accuracy and compliance with ACC contracts Work with the ACC Contracts Coordinator to ensure you are well informed of any ACC issues that may arise. System improvement to maintain accuracy of invoicing and maximising revenue collection. Key Performance Indicators (How it will be measured) All invoicing completed in month of service Credits only raised for genuine declines Information supplied to ACC is accurate and timely No declines due to incorrect invoicing All additional information required by ACC is supplied in a timely manner Sound knowledge of all ACC issues affecting the WDHB Invoicing is accurate and invoices are raised for all valid claims Only 5% ACC debtor is outstanding over 30 days. Process accounts payable Creditor invoices are processed efficiently and in a Processing is timely and accurate invoices timely manner with all deadlines met Reconcile creditor statements Complete creditor statement reconciliations for creditors accounts as required on a regular basis Creditor statements are completed to ensure no unreconciled balances outstanding Process payroll data Process payroll data on for the processing of fortnightly pay. Payroll entry is completed efficiently and accurately Back up duties Provide back up for all finance staff Back up assistance is reliable and accurate. 3

4 XML builder upload Health and Safety in Employment Upload all ACC invoices into XML builder and filed with ACC within two days of receipt of invoice. Comply with all safe work procedures, policies and instructions. Report all incidents hazards and injuries to supervisors in a timely manner. Actively participate in the ongoing development of safe workplace practices in Whanganui District Health Board. All invoices filed with ACC in a timely manner Completed the WDHB Health and Safety Orientation Course and updates Attendance at workplace safety meetings (indicated by minutes) Demonstrated by signed training records Active Involvement in, and completion of, rehabilitation programmes as required Timely, full and accurate completion of accident and hazard forms if and when required. 4

5 IDEAL PERSON PROFILE QUALIFICATIONS, SKILLS AND EXPERIENCE Essential Fast and accurate data entry MS excel skills. Desirable Previous experience in accounts payable. Previous experience in accounts receivable PHYSICAL ATTRIBUTES Under the Human Rights Act 1993 discrimination based on disability is unlawful. Hearing and speech sufficient to communicate with clients and co-workers enabling direct and telephone, communication and hear emergency alarm. Manual dexterity sufficient to file and retrieve medical records, operate computer and use clerical items such as a pen and scissors. Ability to stand, walk, sit, stretch, twist, bend, climb, frequently lift / move weights up 15 kilograms and infrequently lift / move weights over 15 kilograms. Ability to move about and undertake necessary duties in the Clinical Records Department at the Wanganui Hospital and throughout Whanganui District Health Board Campus. Ability to undertake repetitive activity throughout the day including filing and retrieval of medical records at low and high levels as well as some computer data entry. Visual to read accurately, write/record, use computer, enabling accurate performance of essential job duties. 5
