2 Page 2 of 5 DUTIES & RESPONSIBILITIES: 1. Provides leadership and assists the City Manager in the day-to-day administration and operations of the city government, including: Provides leadership and assists the City Manager and department directors in setting the strategic direction of the organization to achieve outcomes in support of the city s sustainability framework. Assists the City Manager in collaborating with departments to develop and implement work plans in alignment with the City Council s goals and the organization s vision for service excellence. Acts as a strategic partner and liaison between the City Manager and city departments. Coordinates city policy development and programs with departments to implement council goals. Manages special projects related to items of interest to the City Manager and City Council. Coordinates outreach activities on behalf of the City Manager and council; prepares information or special reports in response to requests. Performs policy analysis, makes recommendations, prepares agendas and information items, facilitates meetings, and performs other related administrative duties on behalf of the City Manager. Reviews and analyzes information regarding programs and services to ensure efficiency, effectiveness, and success. Attends council meetings, as needed, to assist the City Manager. Acts on behalf of the City Manager, as assigned, on special projects and/or while attending community partner or other agency meetings, or during the City Manager s absence. Models, promotes and actively engages in developing positive working relationships with internal and external colleagues and customers, including the City Manager, City Attorney, Municipal Judge, Department Directors, Assistant City Manager, City Council, Planning Board, and other boards and commissions. Makes presentations to city departments, community organizations, and other local governments. 2. Coordinates the work of assigned departments in a collaborative and integrated manner with the City Manager. Orchestrates the work of assigned departments to provide a more coordinated approach for internal and external customers. Coordinates work programs and projects among departments, as well as with other government agencies to ensure work is completed cooperatively and efficiently, and to ensure that resources and assistance are provided as appropriate. Partners with departments on continuous improvement assessments as necessary and the development of master plans and/or strategic plans. Jointly, with the City Manager, hires, supervises and evaluates the performance of directors within assigned areas. Working with directors and the City Manager, coordinates individual work goals, expectations, and performance measures for directors and other direct reports. Leads or coordinates interdepartmental projects involving policy development, budgeting and resolution of customer issues. Monitors developments in assigned departments on behalf of the City Manager and advises the manager, City Council and directors on issues of common concern. 3. Acts as advisor to the City Manager and city staff to help develop a successful and positive relationship with customers, community organizations and other governmental entities. This includes the following: Develops good working relationships internally with staff and externally with council, boards and commissions, with civic and professional organizations, and with the community. Provides staff assistance in the development of positive community relations; anticipates issues likely to draw community concern and plans accordingly. Advises city staff on how to appropriately communicate information and resolve problems. 4. Serves, or designates appropriate representatives to serve, on a variety of city and community committees or task forces in assigned areas. 5. Other:

3 Page 3 of 5 Performs related duties as required to meet the needs of the city. Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property. Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies. Generally, duties and responsibilities are listed from most to least critical or time consuming. All city supervisors are responsible for appropriately incorporating the principles of community sustainability into work on a routine basis; understanding and enforcing relevant collective bargaining agreements and management policies; hiring and firing supervised employees or making related recommendations; ensuring employees are trained initially and on an ongoing basis, as needed; providing appropriate feedback to employees by monitoring day-to-day performance; completing performance evaluations on time; correcting problems in employee work habits or performance in a timely manner; prioritizing and scheduling work functions and vacations; ensuring adherence to established safety standards; ensuring the timely completion and submission of all paperwork required by the city to process employee transactions, insurance or injury claims, etc.; maintaining related records; and ensuring the accuracy of reported time use. ORGANIZATION STRUCTURE: (1) TITLE OF IMMEDIATE SUPERVISOR: City Manager (2) TITLE(S) OF POSITION(S) OVER WHICH THIS POSITION HAS DIRECT SUPERVISION: Jointly with the City Manager oversees assigned department directors or other city employees. QUALIFICATIONS: REQUIRED MINIMUM QUALIFICATIONS: Bachelor s degree in Public Administration, Political Science, or related field and a minimum of eight years responsible experience in municipal government management or equivalent combination of education/experience, including experience at a Deputy/Assistant City Manager or Director level in a municipal government and/or equivalent experience. Strong verbal and written communication skills. Experience facilitating or managing large public processes or projects. Excellent interpersonal skills. Five years supervisory experience. Background in either administrative or operations management. Familiarity with providing assistance to public decision-making bodies. Ability to work independently under minimal supervision. Ability to perform under pressure and in difficult situations. Willingness to work irregular hours. Ability to develop a network of external and internal contacts to facilitate gathering needed information. Proven ability to build good, effective working relationships with staff at various levels of an organization. DESIRED QUALIFICATIONS In addition to the required minimum qualifications: Master s Degree in Public Administration or a related field. Experience with public engagement, community issue identification and problem resolution and policy development. Member of the International City Manager s Association (ICMA). The preferred candidate is a proven leader in municipal government who is open, honest, of strong moral character, promotes transparency and has excellent people skills. Candidates who promote a collaborative work environment and value teamwork and empowering staff members are ideally suited. The successful candidate will be respectful of others and encourage a creative approach to solving challenges. A keen ability to listen to the needs of stakeholders and partners, including soliticiting input from the community is expected. Other attributes of desired qualifications include: The ability to lead and develop leaders who can manage organizational change initiatives; A demonstrated record of being a champion of organization culture; The ability to adapt to the needs of the community; The ability to engage staff and look beyond current practices and develop efficient service delivery models; The ability to gain trust of the team members under his/her supervision; and

Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Work Environment: Works primarily in a clean, comfortable environment.
