1 OKEFENOKE RURAL ELECTRIC MEMBERSHIP CORPORATION NAHUNTA, GEORGIA JOB DESCRIPTION SENIOR ACCOUNTANT I. OBJECTIVES A. To provide financial information to the Manager of Administrative and Financial Services by researching and analyzing accounting data and preparing reports. B. To assist in management functions and to provide information requested in a timely manner C. To maintain a complete and systematic set of records. D. To promote safety in the use of equipment and work methods and attitudes to minimize accident frequency rates which result in injury or lost time, in order to promote increased productivity under safe working conditions as a means to provide the Membership of Okefenoke Rural Electric Membership Corporation with efficient and economical service. II. REPORTING RELATIONSHIPS A. Reports to: Manager of Administrative and Financial Services B. Directs: none III. JOB DUTIES A. Prepare monthly financial statements and supporting schedules by collecting, recording, analyzing and summarizing account information B. Responsible for maintaining and balancing the general ledger, research and reconcile all discrepancies C. Maintain fixed asset records D. Maintain bank accounts and review bank reconciliation
2 E. Assist with analysis of financial statements on a monthly basis and reports on variances F. Assist with financial audits G. Assist with preparing tax returns and all corporate reporting requirements H. Prepare or assist with monthly and quarterly tax returns (Sales, Gross Receipts, Public Service, Payroll, IFTA., etc) I. Assist with the maintenance of the patronage capital credit system including the allocation of patronage to the membership and the general retirement and estate refund retirement of patronage capital credits. J. Assist with the preparation of the annual budget K. Assist with the analysis of the cost of employee benefits. L. Assist with the payroll process as needed. M. Assist with the accounts payable process as needed N. Assist with documenting and monitoring internal controls O. Promote and maintain a good attitude and high morale P. Participate in job safety activities of the Cooperative Q. Keep informed of all Cooperative policies and procedures, including disciplinary rules and regulations. R. Keep informed regarding trends and new developments in accounting, finance, labor laws, compliance with RUS and other government regulations. Attend pertinent seminars, schools and conferences to improve knowledge to continually develop and grow in jobs skills and knowledge. S. Participate in the Annual Meeting of the Membership as required. T. Perform other duties as assigned.
3 IV. RELATIONSHIPS A. Internal 1. Manager of Administrative and Financial Services To request and provide advice and assistance as required; to confer on problems; to seek necessary approvals and to keep informed of departmental and Cooperative policies and procedures; and to discuss any unusual problems affecting the job. 2. Manager of Engineering Services and Manager of Distribution Services To request and provide information regarding the status of work orders. To confer on problems and/or provide additional assistance regarding cost analysis and special reports. 3. Manager Corporate Support Services To assist and advise on the proper flow of information necessary for invoice approval and timely payment, material inventory records, and material charges to jobs. 4. Manager of Member and Community Services To provide advice and assistance as required, to confer on problems concerning customer accounting and to assist in solving any problem regarding the same. 5. Director of Human Resources To request and provide advice and assistance as required, to confer on problems, to seek necessary approvals, and to keep informed of departmental and Cooperative policies and procedures. 6. Coordinator of Customer Accounting To provide advice and assistance as required, to confer on problems regarding daily/monthly reconcilement of accounts receivable to general ledger, to assist in solving any problem regarding the same. 7. Director of Safety / Loss Control & Training To confer and report on safety hazards found; to obtain safety training and participate in safety meetings 8. Other Employees to make every possible effort to maintain good working relationships with other employees, improving morale, exchanging ideas, work progress information, and job experience that will benefit the entire Cooperative organization.
4 B. External 1. Independent Auditors to provide information and assistance required in conducting the annual financial audit report and confer on the findings as necessary. To see that the recommendations are carried out and seek advice and assistance on implementation of such. 2. RUS Field Accountant To confer with regarding RUS Accounting Policies and to provide necessary information during visits or audits. 3. Federal and State Agency Auditors To coordinate audits and ensure that the necessary information is provided them to complete the respective audit. 4. Customers To courteously answer customer inquiries and if unable to do so, direct them to the appropriate person, to make every effort to gain their increased understanding and acceptance of the Cooperative s plan, programs, and policies. 5. General Public Maintain good relations in all contact with the general public.
5 JOB QUALIFICATIONS Bachelors or higher degree in Accounting, CPA a plus, but not required Two years experience in accounting, experience in Utility Accounting is preferred Must be highly detail oriented and organized Must possess the ability to meet assigned deadlines Excellent communication and interpersonal skills with a customer service focus Ability to act and operate independently with minimal daily direction from manager to accomplish objectives Must be a problem solver Proficiency with Microsoft Office Applications Possess the ability to work cooperatively and collaboratively with all levels of employees, management, and external agencies to maximize performance, creativity, problem solving, and results. Must be of high integrity and have good personal habits. Must be able to handle confidential information with discretion.
6 REQUIREMENTS OF JOB The physical requirements of this position are as follows: Lifting, Pushing, & Pulling: Up to 10 lbs is required frequently It is also required that the following is performed on a frequent basis: Bending at the waist, Gripping tools or objects, Stretching or reaching, Kneeling, Standing, Sitting, Walking, Crouching, Twisting (rotating body while in a sitting position), Twisting (rotating body while in a standing position), Grasping or Gripping (to grasp with thumb in opposition to fingers or palm, example grasping a hammer, a jar tool or product), working out of doors, Working in temperature extremes: (Hot 90 degrees or above Cold 32 degrees or below), Working in dusty environment, Driving automotive, and Working alone. The Mental demands of this job are as follows: Decision Making Very Substantial (e.g., decisions such as those in determining budget projections, or making hiring/promotion decisions.) Reasoning in Problem Solving Very Substantial (e.g., use of logic or scientific thinking to solve a wide range of intellectual and practical problems.) Planning/Scheduling Extensive (e.g., a substantial amount of planning or scheduling is required.)
