PSA & DHB Multi-Employer Collective Agreement for Public, Allied and Technical Health Employees, Lower North Island However, the Public, Allied and Technical Health Employees Collective Employment Agreement also contains provision for psychologists and you are able to become a party to this Collective Employment Agreement if you wish. The union that represents employees in this collective is the PSA. NATURE AND TENURE OF APPOINTMENT The appointment will be subject to the conditions contained in this schedule, MidCentral District Health Board s policies and appropriate legislation. The appointment is permanent and shall be subject in writing by either side in accordance with the provisions in the relevant Collective Agreement or Individual Employment Agreement, but in the event of the person being guilty of conduct unbecoming to the position or being unable to discharge the duties of the office their appointment may be terminated forthwith. SALARY The annual salary for the position will be negotiated within the salary range applicable to the Psychologist Multi-Employer Collective Agreement or the Public, Allied and Technical Health Employees Collective Employment Agreement. All salary payments will be made by direct credit to the bank account of the appointee s choice. HOURS OF WORK Hours of work will be 40 hours a week, worked Monday to Friday, with minimal weekend consultation duty. If the appointment is full-time the employee shall not engage in any other business or occupation without the prior consent of the Organisation. If an appointee is engaged in other business or occupation when taking up a full-time appointment with MidCentral District Health Board, and wishes to continue to participate in this other business or occupation, this must be disclosed to the hiring manager prior to accepting the appointment.

5 TO BUILD AND SUSTAIN WORKING RELATIONSHIPS WITH: Staff of the Te Ohu Whakarahi Team (TOW) Staff of the Child, Adolescent & Family Mental Health Service at MDHB Staff of the Ministry of Education Special Education Key agencies involved with children and young people with conduct problems and antisocial / severe behaviors, principally: CYF, Police Youth Aid, Primary Health Organizations (PHOs), non-government organizations (NGOs) specializing in conduct problems or youth justice issues, Well Child Services and Supporting Parents in Need (SPIN) group. OBJECTIVE OF SERVICE: The objective of the service is to provide a comprehensive interagency intervention, based within the Ministry of Education Special Education, to address conduct problems/antisocial behaviour and associated mental health problems in children and young people. Important foci of the service includes strengthening and supporting the interagency response for children and young people with conduct problems, bringing mental health expertise and intervention capacity to the interagency team, and strengthening the provision of behavioural interventions for children and their families / whānau. A key intervention will be the Incredible Years (IY) parenting programme. The service will focus on children aged 3-8 yrs 11 months but may include working with children up to 12 years old. Targeting this young age group enables the service to focus on prevention and early intervention with respect to the developmental pathway towards more serious conduct problems. The primary aim of the service will be to meet the needs of children and young people who have the most severe conduct problems, or are at serious risk of developing such problems. Service entry criteria can though be extended to include families/whānau where children may have less severe conduct problems as capacity allows.
6 AREAS OF RESPONSIBILITY Clinical Practice Involves provision for referred clients including assessment, planning and implementation of a range of intervention strategies PERFORMANCE MEASURES Maintains a high standard of professional practice in accordance with relevant regulatory requirements, ethics and standards as set by the relevant professional group. Establishes contact with clients and their families ensuring access is available to required services. Has a comprehensive knowledge of a full range of therapeutic strategies including the incredible years programme. Develops sound working relationships with colleagues in and out of the immediate service. Provides intervention and treatment as is necessary to meet client needs with a high level of competency and efficiency. Participates in treatment planning and progress reviews along with other staff as required. Includes family/whanau and significant others as active participants in the intervention and treatment programmes as is necessary for clients. Is able to work in conjunction with other staff to identify the needs of and monitor young persons who are "at risk". Accepts responsibility for own professional practice. Team Participation Is involved and works in a manner which enhances the overall team practice within the service Works co-operatively with colleagues in all aspects of assessment and treatment for clients. Works as, and involves other staff in "co-worker" roles as appropriate. Participates fully in clinical team meetings. Provides liaison and consultation with other professionals, including health service personnel, as necessary for client care. Provides consultation and assists in the planning for the delivery of treatment programmes. Works to achieve effective multi-disciplinary practice. Undertakes tasks and responsibilities associated with team and service management as agreed within the Team. Arranges team meetings as necessary and ensures other staff involved with the Service are informed of team related activities as necessary.

Works within overall policies established by the Organisation (MDHB). Recognises and contributes towards policies established by the Organisation s Mental Health Services. In consultation with others, is involved in promotion and advocacy of mental health needs relevant to children, adolescents and families. Assists in the development of policies and programmes for the Mental Health Service. Is knowledgeable of standards of practice and established protocols relevant to the Organisation's Mental Health Service and their relevance to practice issues for children, adolescents and their families. Bi-cultural Needs Demonstrates acceptance and understanding of the principles of the Treaty of Waitangi and is able to integrate these into practice Aware of protocols and requirements when working with Maori clients. Takes the initiative to ensure that Maori needs are addressed as required for clients. Consults and seeks advice whenever necessary to ensure client wellbeing is achieved. Is aware of differing spiritual beliefs and protocols amongst whanau and Iwi groups.
8 AREAS OF RESPONSIBILITY Other Cultural Needs Works in a manner which ensures all clients have recourse to culturally suitable services PERFORMANCE MEASURES Works with all clients in a culturally sensitive manner. Is aware of the protocols and requirements of differing cultural practices relevant to children, adolescents and families. Consults and seeks advice whenever necessary to ensure client wellbeing is achieved. Is aware of differing cultural perspectives on physical and mental health needs of those represented in the client population. Research and Teaching Assists in the training and clinical supervision of psychology trainees, interns and other psychologists and is involved in research activities which may be required or relevant as negotiated with the Clinical Manager CAFS. Administration Carries out necessary administrative tasks to assist with the smooth and efficient running of the overall Child, Adolescent and Family Mental Health Service All research is done with required ethical preparation and in consultation with the Team and any other senior clinical staff as may be necessary. Responds to requests for development and delivery of teaching programmes in consultation with the Team. Provides required supervision and clinical support for student practicum placements whenever required. Keeps all case records and files up to date. Ensures all relevant clinical material and data is recorded accurately in client files, and provides accurate reports as required. Keeps all statistical information on own clinical practice regularly and up to date. Attends staff meetings and other meetings of the service associated with administrative activities as necessary. Exercises responsibility in the use and maintenance of resources, building and equipment.

Legislative Complies with relevant legislative, regulatory, Organisation, Service and professional requirements A working knowledge is demonstrated of the legal requirements and responsibilities of the Criminal Justice Act 1985, the Mental Health (Compulsory Assessment and Treatment) Act 1992, Children and Young Persons Act. A working knowledge is demonstrated of all legal and ethical requirements pertaining to informed consent and other procedures which may impact upon the rights of clients. Client-related information is managed according to the requirements of the Privacy Act 1993 (the health Information Privacy Code 1994) and the Health Act 1956 and its amendments.
10 PSYCHOLOGIST Te Ohu Whakarahi Whanau Child Adolescent & Family Mental Health & Co-Existing Disorder Service Position Competencies Competencies are the skills, knowledge and attributes required to be fully competent in this position. There will be a programme available for appointees to meet competencies where a need for continued development is identified. For the purposes of selection essential competencies have been identified, and decisions will be made based on the ability of applicants to meet these: ESSENTIAL: Understanding of, and demonstrated commitment to the principles of Te Tiriti O Waitangi/Treaty of Waitangi and the principles of cultural safety in health care and sensitivity to the needs of clients from other cultures. Have a MA and Postgraduate Diploma (or equivalent) in Psychology. Be a NZ Registered Psychologist or eligible for immediate registration. Meets the statutory and organisational requirements for working with children, as per the Vulnerable Children Act 2014 and MidCentral District Health Board policy, including a satisfactory police check and other safety checking processes. Demonstrate a sound knowledge base and adequate training in Incredible years, family therapy, and other interventions with families relevant to work with children, adolescents and their families experiencing mental health problems. Be affiliated with appropriate professional body or willing to belong to same. Holds a qualification that meets the requirements of the HPCA Act Have some experience in child and family work particularly involving the psychological assessment of children, adolescents and families with mental health issues. Be able to work as a member of a multi-disciplinary team. Be able to work as part of an Inter-Agency team and participate in joint/collaborative approaches to assessment and intervention Be comfortable with the concept of being based in another agency context for much of the day to day activity associated with the role Have good personal skills and relate well to clients including children adolescents and their families. Have experience and knowledge in psychiatry/mental illness and mental health services.
11 Hold a current NZ Driver's Licence. FURTHER DESIRABLE CHARACTERISTICS Familiarity with relevant legislation and policies pertaining to this field of practice. Previous experience in working in a multi-disciplinary/inter-agency service. Familiarity with and knowledge of other therapeutic practices which are common in child, adolescent and family mental health & co-existing disorder work. A working knowledge of the classification system of mental disorders. Able to demonstrate experience and ability in team leadership.
