1 Building Control Surveyor Up to 32,559 pa (including market supplement) plus Essential Car User Allowance Join our Building Control Team based in our attractive modern office environment in the historic town of Witney. You would be working in a beautiful area (part AONB) which is also subject to significant development. We are looking for a team player with logical problem-solving skills capable of dealing with a wide range of domestic and commercial constructions throughout the district. You will provide professional advice on all aspects of building regulations to a wide variety of clients. Your role will include checking plans, inspection of work during construction, keeping accurate records, managing costs and ensuring the highest levels of customer satisfaction. You will also deal with dangerous structures, the demolition of buildings and assist in the monitoring of planning issues. We are looking for a person with significant experience in construction and/or a suitable degree. Membership of a professional body is preferable, but training towards membership will be available to the right candidate. 2 JOB DESCRIPTION Service : Planning & Strategic Housing - Building Control Post : Building Control Surveyor Grade : Career Grade F Current Salary : Scp (plus market supplement) Hours of Post : 37 hours per week Car : Essential Car User Effective Date : October 2014 Responsible to : Building Control Manager Responsible for : Carrying out the full range of Building Control duties throughout the District as part of a team of surveyors Main Duties & Responsibilities To provide professional advice on behalf of the Council on Building Regulations, access for disabled people, dangerous structures and allied legislation; To examine plans and carry out site inspections to ensure compliance with Building Regulations; Deal with specific Building Regulations applications as appropriate; Check fees and estimates for proposed Building Regulation applications; To exercise and promote a high level of customer satisfaction; Participate in the operation and development of the team; Liaise with the Development Control Section in monitoring planning issues;

3 Participate in the implementation of training programmes for Technician/Trainee/Assistant Building Control Surveyors, provide instruction and guidance as appropriate; To be fully acquainted with new regulations and associated legislation; Instigate enforcement proceedings, prepare reports and statements to the Council s solicitors, and appear in court as a prosecution witness when required; Carry out inspections of dangerous structures, research ownership and take enforcement action where necessary; Administer the legislation concerning the demolition of structures; Identify own training needs and develop an agreed programme of personal development; In accordance with the provisions of the Health & Safety at Work etc Act 1974 take reasonable care for the health and safety of yourself and of other people who may be affected by your acts or omissions at work; and co-operate with the Council as is necessary to enable the Council to perform or comply with its duties under any statutory health and safety provisions; Undertake any other duties that can be accommodated within the grading of the post. It may, therefore, be altered from time to time to reflect the changing needs of the department, always in consultation with the postholder. WORKING ARRANGEMENTS There will be a requirement for occasional evening and weekend working for which you should take time off in lieu at a time to be agreed with your line manager. Overtime will not normally be paid. An essential feature of your duties will be the necessity to be able to travel around the district, and the post attracts an essential car user allowance.

4 PERSON SPECIFICATION POST: GRADE: SERVICE: Building Control Surveyor F Planning and Strategic Housing Building Control Qualifications Essential HNC/HND in Building Studies or equivalent Associate membership of ABE, RICS, CIOB, ICW or equivalent Desirable Construction related degree or equivalent Full membership ABE, RICS, CIOB, ICW or equivalent Knowledge and Experience Essential 3 years experience of supervising construction projects Experience in Building Control either in the public or private sector Sufficient knowledge of current Building Regulations in order to determine compliance of proposals with the regulations An awareness of relevant Health & Safety legislation in of sources of information order to ensure your own safety and advise others Desirable Demonstrate knowledge and use of computer applications (such as Microsoft word, excel etc. and property databases) to prepare documents and maintain records How these are to be assessed at recruitment Experience of enforcement work and court proceedings
