1 ISLINGTON & SHOREDITCH HOUSING ASSOCIATION JOB DESCRIPTION Title of Post Section/department To whom immediately responsible For whom immediately responsible Job Purpose Partnering Contacts Manager Operations Operations Director 1 Maintenance Surveyor. To manage the planned, responsive partnering, and service contracts and ensure that they deliver value for money and high customer satisfaction. To work cross departmentally to ensure that ISHA s properties are maintained to a high standard and comply with relevant statutory and regulatory standards. Salary Annual Leave Hours of work Post exempted under the Rehabilitation of Offenders Act 1974 To provide a customer focussed service that ensures communication and feedback from residents is at the heart of service improvements. NJC Points 46 to 51 ( 42,258 to 46,701). Up to 5 years service: 29 days per annum, increasing to 31 days for over 5 years service. 3 days from this leave should be taken at Christmas, when the office will normally be closed between Christmas and the New Year. 9 am to 5 pm. Mon- Fri. As this post involves regular contact with children and other vulnerable people, applicants for this post will be required to undergo a Standard Criminal Records check before the appointment can be confirmed. This will include details of either spent and unspent convictions, as well as cautions, reprimands or final warnings. Having an unspent conviction will not necessarily bar you from employment. Each situation will be judged on its own merit and will depend on the circumstances and background to your offence(s).

2 ISLINGTON & SHOREDITCH HOUSING ASSOCIATION DETAIL OF TASKS PARTNERING CONTRACTS MANAGER MANAGEMENT ROLE Manage the performance of the Maintenance Surveyor so that they achieve targets and standards as agreed annually To deputise for the Operations Director in matters relating to property services, where appropriate, in his/her absence. PERFORMANCE To manage performance effectively, report monthly against targets, put in place action plans for service improvements that have a positive impact on residents and value for money. To manage contractors to ensure that they are meeting required targets, standards and KPIs. To prepare committee reports on performance or other matters as requested by the Operations Director. DAY TO DAY MAINTENANCE To lead the monthly partnering project group and ensure that all partnering KPIs including employer quality checks are met, and improvement plans put in place where there is underperformance. To lead monthly contractor meetings for service contractors and ensure that all KPIs are met, including employer quality checks, and improvement plans put in place where there is underperformance. To provide technical advice to the service delivery team where required or ensure that advice is obtained from external sources. As required to inspect and diagnose repairs and prepare specifications for works and manage works on site. Progress and resolve any disrepair notices that may be serviced in accordance with procedures and target times.

3 AIDS AND ADAPTATIONS To liaise with the Occupational Therapist to prepare specifications and project manage works for aids and adaptations, or make arrangements for this to be done via consultants. FINANCE To monitor and control expenditure in accordance with budget procedures. To approve invoices for payment in accordance with policy. CYCLICAL MAINTENANCE To ensure that specifications and tender documents are drawn up for cyclical works. To oversee the supervision of cyclical works ensuring that defects are made good and agree final accounts with contractors. To liaise with Tenancy Management staff to ensure that tenants are informed of progress. MAJOR REPAIRS AND PLANNED MAINTENANCE To support the Operations Director in the development of the Asset Management Strategy and prepare planned programmes to ensure the Associations stock complies with all statutory and agreed decent homes plus standards. To collect and maintain accurate asset and stock condition survey records. To programme and project manage the planned maintenance programme. To identify ad hoc major repair needs as they arise and recommend priorities and action required. Working with Tenancy Services Staff ensure that tenant involvement is maximised in any planned and estate improvement works. CONTRACTORS AND CONSULTANTS To appoint consultants and contractors for the maintenance work of the Association, ensuring that selection involves appropriately qualified practices that hold adequate insurance cover and represent no financial risk to the Association. To ensure that all approved contractors are given equal opportunity to work or tender for work and to monitor whether value for money is being achieved. To utilise the national Constructionline panel of contractors and consultants as appropriate.

4 BEST VALUE To identify and implement quality and efficiency improvements that increase customer satisfaction and cost effectiveness. To work with tenant groups in reviewing service provisions as part of the service reviews. EQUAL OPPORTUNITIES To act in accordance with the Associations equal opportunities policy. To attend departmental and staff meetings as appropriate. To attend other ad-hoc internal and external meetings as required Time off in lieu is available for attending meetings outside of normal office hours. OTHER DUTIES To represent the Association at handover of new properties To monitor the preparation and submission of all building related insurance claims and the specification and supervision of all works until completion. To administer tender openings for maintenance projects. To ensure that maximum use is made of information technology systems within the department. To attend internal and external training courses and to report back as necessary. To ensure compliance with Health and Safety legislation in all areas managed. To carry out duties as reasonably agreed with the Operations Director, which may be appropriate to the position.

5 PERSON SPECIFICATION 1. EXPERIENCE & KNOWLEDGE Professional qualification in construction and contract management, or provide knowledge and experience in these areas. Technical knowledge relating to building construction methods and materials, building defects, building design and construction. Must be able to produce simple drawings, work specifications and schedules. Substantial experience of property management for a social housing provider Considerable experience of managing staff. A good working knowledge of relevant statutory regulations applying to residential premises Experience in inspecting and diagnosing repairs Experience of performance monitoring and target setting. Experience of monitoring maintenance budgets Experience of working in diverse communities. 2. ABILITY Excellent customer care, people management and interpersonal skills Able to manage and lead a dispersed team, which includes direct labour employees Excellent IT skills Able to attend meetings out of office hours Able to represent the association internally and externally with key stakeholders, e.g. local authorities, board members, residents groups Project management skills to manage repair and planned maintenance programmes 3.
