3 Gold Coast Health Gold Coast Health provides care in hospital and community settings across the expanding Gold Coast region. Located in the lower south-east corner of the state of Queensland, the Gold Coast has traditionally been one of Australia's leading leisure destinations. It is increasingly a place people are choosing to call home. Services include all major adult specialties as well as paediatrics. Chronic disease management is a key focus in our hospital and community care environments. Gold Coast Health is working closely with health partners such as general practitioners to develop seamless support networks for patients and their families. Gold Coast Health is now training more medical and allied health students than any other hospital in Australia. We continue to work with education providers such as Griffith University to train a future health workforce. Training for all health professions including medical, nursing, allied and other support services are undertaken at Gold Coast. The Gold Coast Hospital Foundation, based at the Gold Coast hospital is dedicated to fundraising to support Gold Coast Health research and education activities. Page2
4 Health services Gold Coast Health provides health care from the state border of New South Wales to the Coomera region in Queensland. The three major facilities include: Gold Coast University Hospital (Southport) Robina Hospital and Carrara Community Health Centre Medical, nursing, clinical and non-clinical support staff, along with volunteers, work together to deliver quality care and service to the community. 5 Gold Coast University Hospital The new 750 bed $1.76 billion Gold Coast University Hospital (GCUH) has led a major expansion of public health services on the Gold Coast. Located on the corner of Parklands Drive and Olsen Avenue in Southport, GCUH is becoming one of Queensland's largest clinical teaching and research facilities. It will provide specialised health services that meet the needs of patients as well as the learning requirements of our future clinicians. Made up of seven main buildings and a total floor space of around 170,000 square metres, the hospital's design is extremely efficient and will allow expansion to meet future health service needs of the community. 11 Purpose of the Role Consistent with the Gold Coast Hospital and Health Service s (GCHHS) vision to be a leading university health service, the HHS is committed to demonstrating high professional standards of care, innovative approaches to care pathways and excellence in education and research. The Professor of Allied Health is responsible for working with the senior Clinical Leadership team led by the Executive Director Clinical Governance, Education and Research to create integrated governance systems that maintain and improve the reliability and quality of patient care as well as improve patient outcomes. The team will develop and lead the delivery of a research strategy focused on improving the health outcomes of the community and building the research capability of the GCHHS. In collaboration with the operational directors, the Professor of Allied Health will lead the functions of workforce planning, workforce redesign, and education and training for the allied health professions in the GCHHS. This position highlights a significant collaboration between the University and the health services sector. The Professor of Allied Health will primarily be working as an academic and clinical interface in leading the development of a research culture and practice development initiatives within the GCHHS. The incumbent will be responsible for building strong relationships with the University and other academic partners and fostering a shared ethos of research, education and delivery of evidence-based allied health care. It is intended this position will help to develop a strong allied health research culture across the GCHHS. The clinical professorship will provide tremendous opportunity for strategic and practical initiatives that are aimed to enhance contemporary practice, developments such as research utilisation, evidence based practice, managed care and clinical pathways. The professorship will provide prime opportunities for clinically based research initiatives that extend and enhance current allied health research capabilities and projects and result in enhanced practice delivery and patient outcomes. This role has accountability for achieving the alignment of GCHHS service delivery strategies, and the corporate strategic objectives of Queensland Health which impact on allied health. The role will: Lead the development and implementation of Hospital and Health Service wide strategies that will ensure the allied health workforce is aligned with identified Hospital and Health Service delivery needs to provide primary, secondary and tertiary services. Promote and enhance professional standards, conduct and practice to advance safe allied health practice and patient care. Lead and promote the active engagement of the Hospital and Health Service allied health workforce with Griffith University in areas including teaching, research and service provision. Establish, maintain and monitor a clinical governance system across the Hospital and Health Service that promotes and supports clinical excellence through education, professional development and research for the allied health professions. Ensure a continuous cycle of safety and quality improvement is embedded within allied health practice, and be the lead Executive accountable for ensuring compliance with National Safety and Quality Standard 10 related to preventing falls and harm from falls. The position will also contribute to the leadership of other national safety and quality standards with other members of the Clinical Governance, Education and Research portfolio. Page10
12 Your Key Responsibilities Contribute to the development of Gold Coast Hospital and Health Service s strategic vision by providing expert advice around emerging trends and practices in allied health workforce and services. Develop the strategy and lead the development and/or implementation of standards and associated policies and procedures to enhance the safety, effectiveness and efficiency of allied health services across the GCHHS. In partnership with the academe, develop and implement processes to ensure allied health care is evidence based, utilizing a continuous quality improvement framework to evaluate allied health practice. Foster and promote an environment of participation and collaboration in service development and improvement through influential consultation with government agencies, non-government organisations and community groups. Establish and maintain clinical governance arrangements that ensure allied health services comply with State legislation and Queensland Health policy for safe clinical practice, including ensuring all staff work within appropriate registration and scope of practice. Ensure that all allied health services are planned and delivered across the clinical continuum, recognising the ongoing need for redesign and the interdependency of service provision, across GCHHS and in collaboration with internal and external service partners. Establish, monitor and evaluate the ongoing efficacy of applicable standards, systems and processes that provide feedback about standards of performance to ensure the key areas of risk and opportunities for performance improvement are identified. Monitor current trends, emerging issues and developments in allied health practice and their potential impact on the Hospital and Health Service clinical services. Oversee the management and resolution of complaints and legal matters of an allied health nature for the Hospital and Health Service, providing expert and authoritative advice to the Health Service Chief Executive and Queensland Health as required. Build and maintain effective relationships with the University and other academic partners to create and support systems and capacity for effective and sustainable undergraduate and postgraduate education and research. Establish clear governance for the planning, management and review of allied health student placements across the organisation to ensure the transparency of approach with University partners and negotiation of outcomes which meet the requirements of GCHHS and the University. Promote the development of relevant research, education and training activities in collaboration with Griffith University to facilitate the development of evidence-based best practice, service improvement and innovation within the Hospital and Health Service. Provide authoritative counsel to advise and inform strategic level management and stakeholders of Allied Health Services in matters relating to allied health within the GCHHS, including the integration of allied health services into the delivery of interdisciplinary services across a continuum of care. Develop and maintain professional collaborations between GCHHS, academe and State-wide organisations. Page11
13 Lead GCHHS and relevant State-wide allied health development projects, relevant clinical networks, advisory groups, and working parties including active participation in interagency, HHS, State-wide, National, or International forums, committees and boards. Qualifications and professional registration Tertiary qualifications, or equivalent, in an allied health discipline/profession would be highly desirable. Eligibility for registration or membership of the relevant professional body/association would be highly desirable. Completion of a PhD in a relevant discipline would be highly regarded.
