It is the largest of 16 Hospital and Health Services in the Queensland Public Health system. It covers an area of 4157 square kilometres and serves a population approaching 900,000 people. MNHHS is unique in its composition in that two of its five hospitals are tertiary facilities that provide statewide super specialty services such as Heart and Lung Transplantation, Burns, and Positron Emission Tomography (PET). Metro North Mental Health Alcohol and Drug Service Description The Metro North Mental Health - Alcohol and Drug Service (MNMH-ADS) provides evidence-based treatments including opioid maintenance, substance withdrawal management, harm reduction services and counselling. Services are located at the Biala City Community Health Centre (Brisbane CBD), The Royal Brisbane and Women s Hospital in Herston, The Prince Charles Hospital in Chermside, at Redcliffe Community Health Centre and at Caboolture Hospital. Queensland-wide consultation / liaison, information, education and training is also provided.

2 The Alcohol and Drug Service has a strong focus on acute hospital admissions by helping early diagnosis of patients with substance use disorders, preventing complications, reducing length of stay, facilitating effective discharge planning / community aftercare and reducing re-admission rates. The service is based within Metro North Mental Health (MNMH) which employs over 1000 staff, has an annual budget of $145 million and a catchment area population of over 840,000 people. Mental Health Services are provided across the age spectrum from perinatal, child and adolescent, adult, older persons and a range of specialist services including consultation liaison, forensic, addiction, eating disorders and community mental health including an inner city homeless team. The provision of crisis response, acute, non-acute and continuing treatment in inpatient and community settings. The service supports the recovery of people with mental illness through the provision of recovery-focussed services and consumer and carer services in collaboration with primary and private health providers. There are 330 inpatient beds comprising: 174 acute inpatient beds with: 75 beds Royal Brisbane and Women s Hospital. 60 beds The Prince Charles Hospital. 40 beds at Caboolture. 12 bed Adolescent unit at Royal Brisbane and Women s Hospital. 39 Secure Mental Health Rehabilitation beds at The Prince Charles and Caboolture Hospitals. 60 Community Care beds at Rosemount, Pine Rivers and Redcliffe. 24 long stay psycho-geriatric beds at Cooinda House (following transfer from Flinders House). 20 state-wide alcohol and drug detoxification beds at Royal Brisbane and Women s Hospital. Community services are based at Fortitude Valley, Herston, Rosemount, Aspley, Chermside, Pine Rivers, Nundah, Caboolture and Redcliffe with outreach services to Kilcoy. MNMH is in the process of transforming from its current hybrid management arrangement to a clinical stream with a single point of accountability and budget. About the Role Context This role is part of the new Way Forward initiative. Way Forward is an indigenous approach to Mental Health and Wellbeing funded by Indigenous Health and co-sponsored by the Executive Directors of Metro North Mental Health and Metro South Addiction and Mental Health Services. The project has been designed to address the consistently poor outcomes experienced by Indigenous consumers as recognized in burden of disease rates and statistics. This position is based within the Alcohol and Drug Service s Statewide Clinical Support Services unit. This unit is responsible for statewide AOD training and workforce development as well as internal service development and quality improvement activities. This position will have operational reporting to the Project Manager of Way Forward via the Team Leader of Way Forward in conjunction with the Director of Statewide Clinical Support Services. The position will supervise one other staff member (yet to be recruited). This role has access to operational funds but is not responsible for managing a budget. Purpose To improve the capacity of health and community services workers across Queensland to effectively respond to alcohol, tobacco and other drug problems within Indigenous communities by applying advanced level skills to the development, delivery and evaluation of culturally secure clinical education, training and other workforce development services as a member of a multidisciplinary team. Key Accountabilities Utilising a Social and Emotional Wellbeing Framework (SEWB), develop, deliver and evaluate statewide education and training services to support health workers to deliver evidenced based alcohol, tobacco and other drug clinical programs which are culturally appropriate to the needs of the Aboriginal and Torres Strait Islander populations. Assist with the development and delivery of other alcohol, tobacco and other drug training and education programs for staff and students across Queensland. Provide cultural information and advice to contribute to the effective team functioning of the Alcohol and Drug Service, Metro North Mental Health and other government and non-government agencies across Queensland.

3 Partner with and provide support to other Aboriginal and Torres Strait Islander organisations and services across Queensland in strategies, projects and activities which build the capacity of the community controlled sector to provide alcohol, tobacco and other drug prevention, early intervention and treatment services. Provide culturally appropriate supervision to other health workers, work experience students, Metro North Mental Health - Alcohol and Drug Service staff and those involved in observational clinical placements. Contribute to clinical research activities within the Metro North Mental Health - Alcohol and Drug Service. Maintain a current knowledge of the policies and structure within the Metro North Hospital and Health Service. Safety and Quality Relevant to the position, participate in the ongoing education, implementation, monitoring and evaluation of safety and quality initiatives relevant to The National Safety and Quality Health Services Standards and the Australian Council on Healthcare Standards (ACHS) Evaluation and Quality Improvement Program (EQuIP). Mandatory qualifications/professional registration/other requirements An Australian Qualifications Framework (AQF) Diploma in Community Services (Alcohol, other drugs and Mental Health), Diploma of Alcohol and other Drugs, Diploma in Aboriginal and/or Torres Strait Islander Primary Healthcare or equivalent or higher. A current open C Class driver s licence is preferred for this position. Proof of endorsement will be requested by the appropriate supervisor / manager prior to the commencement of duties. All staff are appointed to the Metro North Mental Health Service and may be required to work across practice settings and/or participate in shift work providing extended services. Within the context of the responsibilities described above under Key Accountabilities, the ideal applicant will be someone who can demonstrate the following: Demonstrated high level of knowledge and skills in contemporary alcohol, tobacco and other drug issues, factors, treatment approaches and service practice standards. Demonstrated ability to develop, deliver and evaluate training and educational programs for practitioners, including advanced facilitation and presentation skills which incorporate principles of adult learning. Demonstrated high level communication skills in engaging, collaborating and partnering with government and non-government organisations with the purpose of improving outcomes for service delivery. Excellent leadership, organisational ability and problem solving skills with demonstrated capacity to work autonomously in the achievement of project goals in an environment with competing demands and priorities.
