5 NAVAL COMPONENT OF THE MODERN SILK ROAD Shipping covers cca 75-80% of the worldwide cargo traffic. Even though is the least expensive manner of transport, with an average speed of 25 knots (45km/k), every 1000 km of marching means one day, with costs in ship rental, crew pay and time spending. So, distance means time and time means money. Any distance reduction leads to financial efficiency.

6 NAVAL COMPONENT OF THE MODERN SILK ROAD Of the +55 mln TEU handled in the EU by year, 10% are destined to the Central Europe. Nevertheless, those 10% are transiting the large ports of the NW Europe: Rotterdam, Amsterdam, Hamburg. Providing a new, alternative naval route through Dardanele- Bosphorus straits and the Black Sea, would shorten the trip to an EU port with 4 days and in the meantime would shorten the trip to the Central Europe. Those 10% from the entire quantity of goods handled in EU, coming from the Far East and having the final destination in the Central Europe could transit the Black Sea.

7 NAVAL COMPONENT OF THE MODERN SILK ROAD With a handeling capacity of to/year, the Constanta Harbor is the 4-th port of the UE. It provides the following strongpoints: it is connected to the Central Europe by the 7-th Pan-European Corridor (The Danube River) km to Vienna it is to be connected to the Central Europe by the 4-th Pan-European Corridor roadway (now upgrading) and railway (entirely operational) it doesn t work at full capacity, which means a short waiting time for loading/unloading it has the backup of 3 major support harbors: Mangalia (sea), Galati and Braila (maritime sector of the Danube river) it has the support of 4 large shipyards: Constanta, Mangalia, Galati and Braila

8 RAILWAY COMPONENT OF THE MODERN SILK ROAD The Northern Path is fully operational, but almost entirely on the Russian Federation territory. And it is crossing Ucraine. The Central Path is crossing China and members of the Eurasian Union. And Ucraine. The Southern Path links China with India, Pakistan and the Middle East. After that it enters directly the EU area. It s certain that The Southern Path provides a solution which would reduce the influence of a single country.

9 RAILWAY COMPONENT OF THE MODERN SILK ROAD An UE China link by south would open new marketplaces for both partners along the whole trade route.

10 RAILWAY COMPONENT OF THE MODERN SILK ROAD If the northern and the central route both cover the northern half of the EU, the southern one covers the south-east side, giving the possibility of expansion across the entire southern half.

11 AERIAL COMPONENT OF THE MODERN SILK ROAD Between the main EU airports and the PRC s main airports there is a distance of approximately 9500 km. A logistic node halfway between the endpoints might prove itself of significant value.

12 AERIAL COMPONENT OF THE MODERN SILK ROAD The two closest large airports to Romania are Vienna (VIE) and Istanbul (IST). Due to the fact that the distance between VIE and Budapest (BUD) is relatively small (200 km), it means the smaller airport (BUD) should be adapted to assist the larger one (VIE). A similar situation is the case of IST and Bucharest (OTP) 430 km apart, which means OTP could assist IST. Due to the long distance between VIE and IST (1300 km), an opportunity to use Timisoara(TSR) airport as an important regional hub arises. TSR is located 500 km from VIE and 800 from IST.

13 STEADINESS AND MARKETPLACES Any commercial route needs steadiness and stability. Between the terminus points of the New Silk Road the EU and the PRC new active partnerships in the commercial process can emerge: Eurasian Union in the North and Turkey, Iran, Pakistan, India and eventually Saudi Arabia and UAE in the south. In the second phase the other countries of Central Asia, Caucasus and Middle East can become partners. Finally Ucraine, Syria, Iraq andafganistan can also join.

14 ROMANIAN SECTION On the Modern Silk Road, Romania would offer: Constanta Maritime Harbor and Calafat Fluvial Harbor, along the 7-th PanEuropean corridor Constanta, Bucuresti, Arad, Calafat railway stations, along the 4-th PanEuropean corridor OTP and TSR airports stability conferred by EU/EEC

15 REGIONAL HUB The Intermodal Transport Strategy in Romania specifies 2 intermodal air to railway exchange centers: Bucharest and Timisoara. TSR is the 2nd airport in Romania by infrastructure and the 3rd by traffic. With a distance of only 45km between them, TSR and Arad s main railstation can cooperate in the air to rail interchange.
