13 Freight corridors are of importance only if we can use them According to the European Parliament and Council Regulation 913/2010/EU 9 Rail Freight Corridor Hungary interested in 2 corridors RFC6 Meditteranean Corridor : Almería-Valencia/Madrid- Zaragoza/Barcelona-Marseille-Lyon-Torino-Milano-Verona-Padova/Velence- Triest/Koper-Ljubljana-Budapest-Záhony (Hungarian-Ukranian border) RFC7 Orient Corridor : Prague-Vienna/Bratislava-Budapest-Bucharest- Constanta Vidin-Sofia-Thessaloniki-Athens

14 Rail Freight Corridors II. RFC 7 Turkey is a member of the Transit Agreement from1st December nd Danube bridge between Bulgaria and Romania (between Vinid- Cefalat) The 13,7 km long Bosphorus tunnel is expected to be handed over in October 2013.with a capacity of passengers. Open to freight trains between 11 pm to 6 am. It is highly important for Hungary to be involved in the increased traffic.

RFC 6 Revival of Záhony Main issue: creating commodity towards East Key countries regarding the East-bound freight transportaton through Záhony: Zone 1: where the comparative advantages of rail freight through Záhony are the largest Zone 2: where in some cases delivery can be more persuasive through Záhony The comparative advantages of rail transport is typically larger than those of sea in case the sender and the destination are also far from the harbor Alternate route leads eastward through Slovakia, thus northern regions are not included in the priority regions

Source: IRG-Rail Annual Market Monitoring Report February 2013 Vehicles over 3,5 tons are to pay a net charge of HUF for every taken kilometers from 1st July as a usage-based route toll. Exact charge depends on axis number, type of route and environmental classification and eventually it can reach a gross price of 130 HUF.

24 Expected changes Approximately 2% volume growth is expected, E-toll especially will have an impact on the structure of the road transport sector. Countries having E-toll will not realize significant modal shift (2-6 %) E-toll might be a big step regarding pollution

27 Market share of the Hungarian rail freight market regarding members of HUNGRAIL 2011 Members of HUNGRAIL carried more than thousnad tons of goods in 2011-ben, which is the 96% of total rail freight market. HUNGRAIL members In the Hungarian market more than 30 national transit permit has been issued, but as shown in the figure the liberalized freight market is highly concentrated.

31 We pay attention to every national activity which would interfere in the implementation of the Single European Railway Area in Hungary - National Directorate General for Disaster Management National Directorate General for Disaster Management proposed amendments to the Railway Act All trains carrying dangerous goods would be arrested at border stations Hungrail together with NDDM, National Transport Authority,the Ministry of National Development and civil organizations began to develop a rail safety action plan in order to avoid the amendment of Railway Act.
