Intrductin The Eurpean Investment Bank (EIB) finances a prject aiming at the develpment f smart grid infrastructure in the autnmus systems f the nn-intercnnected islands (NII) Lesvs, Limns, Mils, Kithns and Santrini in the Aegean Sea. Within this cntext, Energy Management Systems (EMS-NII) are ging t be implemented fr the islands, which will facilitate management f the NII generatin and HV systems, t ensure their safe and ecnmic peratin, increase RES penetratin and serve the island electricity market peratin. Further, the cnstructin f electric vehicle charging statins (EVCS) at selected lcatins f the islands is als prmted. The current planning fresees the cnstructin f 21 EVCS, distributed n the 5 islands. A highly cmpetent and specialized Cnsultant, t be selected via public tender that will be carried ut by DAFNI, will undertake the necessary detailed studies and will develp the full technical specificatins and tender dcuments fr the subsequent implementatin f the EMS-NII and EVCS. The cntest fr the implementatin f the said infrastructures will be cnducted by the cmpetent bdies (e.g. HEDNO fr the EMS-NII) after cmpletin f this prject and des nt fall within this tender. 2. Main characteristics f the island pwer systems Due t the particular characteristics f the autnmus electrical grids f the nnintercnnected islands, as cmpared t the mainland intercnnected pwer system, an independent Island System Operatr (ISO) and specific Electricity Market regulatins are in place. The rle f the ISO, which invlves management and peratin f the island pwer system and the respective market, has been assigned t HEDNO S.A. (Hellenic Electricity Distributin Netwrk Operatr), a 100% subsidiary cmpany f PPC S.A., which has als undertaken the rle f the Distributin Netwrk Operatr all ver Greece, including the NII. These respnsibilities until recently were perfrmed by PPC S.A. At present, PPC is the exclusive prducer f electricity frm cnventinal units (heavy and light fuel il), as well as the exclusive supplier f electricity t the cnsumers. Pwer generatin invlves als RES pwer statins (basically wind farms and PV statins), belnging t independent prducers. Regarding the netwrk infrastructure, MV and LV netwrks exist n all islands, while HV netwrks supplying HV/MV substatins are nly present n the largest islands (e.g. Lesvs, tday at 66 kv, t be sn upgraded t 150 kv). Owner f the netwrk and the cnventinal pwer plants is PPC S.A. The EMS-NII are intended t be the main supprt tl fr the ISO in rder t manage the increasing cmplexity f the island pwer systems, due t a variety f factrs already emerging r expected in the near future, such as: Several different RES technlgies, ften cmpetitive t each ther, cexist n the islands. S far RES penetratin in the electrical systems f the NII was practically based n wind energy, leading t RES energy penetratins up t 20% f the annual lad 3

4 demand. The recent technlgical prgress and the favrable regulatry regime that has been recently intrduced led t increasing investment interest and prspects fr implementatin f the fllwing RES technlgies, in additin t the wind farms: PV statins, whse installed capacity has already started t escalate ver the last 2-3 years, currently reaching 25-30% f the average annual lad demand f the islands. Cncentrated Slar Pwer (CSP) f varius technlgies (mst imprtant being the parablic dish and slar twer types), fr which a high interest is currently expressed. The size f CSP statins is generally large and they can cntribute substantially t reaching high levels f RES penetratin. Bimass pwer plants, f small installed capacities (up t a few MW per statin), which rely n several different primary fuel types (energy crps, industrial and agricultural waste material etc.). Bimass plants may als cntribute t the energy balance f the islands. Gethermal pwer plants, whse installed capacities may be quite high n islands with substantial gethermal ptential (e.g. Mils and Lesvs). Energy strage technlgies. The institutinal framewrk intrduced by L.3468/2006 prmtes the develpment f hybrid pwer statins, i.e. virtual pwer plants cmbining RES generatin and strage facilities. At present, a high interest has been expressed fr hybrid statins, including mstly wind (and ccasinally slar) as the RES plant and hydraulic (pumped) r battery energy strage. Existence f electrical lads f special characteristics. These include: Desalinatin plants fr the prductin f drinking water. Such plants are already perating n the islands, given the high needs fr water, the explitatin f the available RES ptential n the islands will greatly assist their further develpment. Electric vehicles (EVs), which are expected that they will sn penetrate the island pwer systems. The increasing penetratin f EVs gives rise t issues similar in nature t thse assciated with large pwer systems. Due t the restricted size f the island pwer systems, it is imprtant that particular attentin is paid t the management and cntrl f the desalinatin and EV lad, which are bth highly dispatchable in principle, in rder t ensure that these technlgies are smthly integrated in the island systems and that RES energy is predminantly used fr cvering the respective cnsumptin. Develpment f an Electricity Market n the NII. The regulatry framewrk fr NII, currently under develpment, pens these markets t alternative electricity suppliers, besides PPC, which cnstitutes a radical change in cmparisn t the present situatin f a unique supplier. In this way the Market f NII appraches t a certain extent the Market cnditins prevailing in large pwer systems. The same applies fr cnventinal generatin, which s far was the exclusive privilege f PPC, whereas the new framewrk will permit independent thermal prducers as well. Suppliers and prducers f the NII 4

5 will be perating under a simplified Market mdel, which is still very different frm the present situatin f a single prducer and supplier. The intrductin f new RES and strage technlgies intrduces technical, peratinal and market issues, which have yet t be answered internatinally, while the cntrl requirements f the autnmus island systems will be greatly increased, especially at the envisaged high RES penetratin levels (reaching r exceeding 50% f the annual demand). T supprt the anticipated develpment f the NII systems, the applicatin f advanced management slutins is necessary, which will be cmpatible with the particularities f the NII systems. These slutins will be a part f the smart grid infrastructure t be develped n the islands and will include: Energy Management Systems (EMS-NII) that will permit generatin scheduling, management and peratin, as well as the peratin f the electricity market n the islands. The EMS-NII are expected t supprt all imprtant tasks assciated with the peratin f the island pwer system (unit cmmitment, lad dispatch, AGC, transactins with market participants, billing, settlement f accunts etc.). Infrastructure fr the autmated cllectin f metering data and the management f electric energy meters (Advanced Metering Infrastructure AMI). Thise includes: Cnsumer metering. This prject has already been launched by PPC and is nt a part f the present tender. Hwever, shuld a need arise fr data exchange between the EMS-NII and the cnsumer AMI infrastructure, this falls within the scpe f the Cnsultant s cntract. Generatr metering. This includes metering f pwer plants f any type, already perating r expected t be installed n the NII and encmpasses measurement f all quantities necessary fr billing f the generatrs, as per the existing regulatry framewrk (e.g. fuel cnsumptin, water flw, reservir levels, thermal energy etc.). The specificatin f the generatr AMI is a part f the Cnsultant s cntract. Electric vehicle charging statins (EVCS), necessary t supprt the integratin f electric vehicles in the islands. The legal framewrk (Island System Cde and its applicatin manuals, mdel energy and pwer purchase agreements etc.) that will regulate all abve is currently under develpment. 3. General requirements fr the EMS-NII The EMS NII will be cmpatible with the current regulatry framewrk fr the NII in Greece and they will fully meet the requirements f the Island System Operatr (ISO) in terms f functinality prvided, prcedures supprted, safety, reliability, flexibility, adaptability and future expandability. The EMS NII are required t accmmdate the develpment f the island generatin systems and netwrks ver a 20 year time hrizn. Cnsequently, they must be flexible 5

6 enugh t incrprate all types f cnventinal generating units that culd be installed n the islands, such as: Diesel engines (ICE) using mazut (HFO) r light fuel il (LFO) Open cycle gas turbines using LFO Steam turbines using HFO Cmbined cycle gas turbines, using HFO r LFO Further, it shuld supprt the fllwing RES statin types: Wind Farms PV statins All types f Cncentrating Slar Pwer (CSP) plants Bimass pwer plants Gethermal pwer plants Als hybrid statins (cmbined RES and electric energy strage) such as: Wind pumped-strage Wind - battery strage using different battery types PV - battery strage using different battery types The EMS-NII shuld have the flexibility f: Incrprating future changes and extensins f the MV and HV island grids Handling ptential intercnnectin t neighbring islands (but nt t the mainland intercnnected grid), t frm island grups that perate as single autnmus electrical systems 4. Structure and functinality f the EMS-NII The purpse f the EMS-NII is t assist in the management and peratin f the island generatin system, in the peratin f the electricity market and in the supervisin and cntrl f the HV netwrks and pssibly basic MV netwrk feeders (e.g. dedicated intercnnecting lines f cnventinal pwer plants and large RES statins). The EMS-NII will include: The Central Energy Management System (Central EMS) και Lcal Energy Management Systems (Lcal EMS) The necessary hardware and cmmunicatin infrastructure and the allcatin f the EMS functins amng the Central and Lcal EMS subsystems are pen issues, t be finalized by the Cnsultant.In any case, accrding t the current planning, the main functins that will be perfrmed by the EMS-NII are the fllwing: SCADA peratins (Lcal EMS-NII) Advanced Metering Infrastructure (ΑΜΙ) fr generating statins (Central EMS-NII) 6

7 Real time generatin cntrl, including real-time dispatch and AGC functins (Lcal EMS-NII) Market prcedures and peratins (Central EMS-NII), such as the fllwing: Day-ahead scheduling Settlement f deviatins Keeping f all accunts Pwer adequacy mechanism Netwrk analysis applicatins (Central & Lcal EMS-NII) Mre specifically, the Central EMS-NII will include IT systems, installed at the headquarters f the ISO in Athens, and all cmmunicatin systems with the Lcal EMS-NII, in rder t supervise the peratin f the island pwer systems and perfrm the functins f the Market, e.g. the Day Ahead Scheduling (DAS) n a 24h time hrizn, including a 12h subinterval, t ptimize system peratin and maximize RES penetratin, taking int accunt the energy and pwer bids submitted by the prducers and perfrming ancillary functins such as lad and RES prductin frecasting. The Central EMS will als cmprise the generatr AMI system which will autmate metering data cllectin and prcessing frm pwer plants f all types. Each Lcal EMS will cntribute t the real-time management f the crrespnding island system (time scales f secnds up t hurs) and will cmprise peratins such as the fllwing: HV netwrk and pwer statin SCADA DAS and dispatch algrithms AGC system and real-time dispatch Cmmunicatin with ther netwrk systems (such as the DMS) Handling f emergency situatins during the peratin f NII Systems The algrithms and prcedures t be implemented fr the cntrl, regulatin and ptimizatin f the island pwer systems will be investigated by the Cnsultant. The Lcal EMS infrastructure culd be installed reginally n the respective island. Alternatively, part f the infrastructure culd be lcated at the ISO ffices in Athens, where the Central EMS will be installed. The Cnsultant is requested t explre these pssibilities, evaluate prs and cns and assist in the selectin f the ptimal slutin fr the ISO. The indicative structure f the EMS-NII including the basic functins and cmpnents is presented in Figure 1. On the basis f the extent and cmplexity f the island pwer systems, the NII f this prject can be divided in tw main grups: The first grup includes large islands with HV systems, mre than ne thermal pwer statins, RES statins f several different technlgies (wind farms, PVs, hybrid statins, CSP statins, bimass plants etc.). Furthermre, there will be n dergatin frm Directive 2009/72/EC cncerning market peratin n these islands. In this case, the 7

8 Lcal EMS will be installed lcally n the crrespnding islands, where peratin and cntrl rms will be established and staffed by ISO persnnel. The secnd grup includes medium and small-size islands, withut HV netwrk, where ne thermal statin is in peratin, alng with several RES statins f different technlgies. The islands f this secnd grup are further distinguished in terms f Market cnditins, depending n whether a dergatin frm Directive 2009/72/EC has been granted r nt. Lcal EMS fr these islands are less cmplicated, since n HV transmissin exists. The installatin f the Lcal EMS infrastructure lcally n the islands r at ISO headquarters in Athens needs t be further investigated by the Cnsultant. Frm the ISO s perspective, it is desirable that a single dispatch centre is perated in Athens fr all these islands, rather than having several lcal centers, ne per island. Outline f the Cnsultant s tasks The wrk f the Cnsultant is rganized in 3 phases, encmpassing all aspects f the EMS- NII and EVCS infrastructure: Phase 1 (3 mnths) Preliminary analysis and evaluatin f available alternatives n the EMS-NII structure and the implementatin f their subsystems. Detailed descriptin and analysis f the prpsed EMS (Central and Lcal systems) architectures, their subsystems and cmmunicatin systems. All prpsed slutins will be evaluated in terms f reliability, cst, implementatin time and perating supprt needs. The mst suitable slutin fr further analysis will be selected by the ISO. Selectin f the mst suitable type f EVCS, taking int cnsideratin the available netwrk infrastructure, specific characteristics f the installatin lcatins (e.g. prximity t the sea), the cst and market availability, the flexibility prvided etc. Investigatin f alternative mdels fr metering and billing f electrical energy cnsumed by the EVCS and the EVs cnnected theret and selectin f the mst suitable fr this particular applicatin. Phase 2 (6 mnths) Detailed study and cmpsitin f the full technical and functinal specificatins regarding the EMS-NII, including all subsystems, algrithms, prvedures and indvidual items f equipment r sftware. Preparatin f detailed budget and implementatin time schedule. Generatr AMI is a subsystem f the EMS-NII. Analysis and specificatin f requirements fr cmmunicatin and exchange f data between the EMS-NII and ther existing systems r infrastructure n the islands (such as pwer statin and netwrk SCADA systems, cnsumer AMI systems etc.). Detailed study and technical specificatins fr the EVCS and their cmpnents and installatin, taking int accunt existing standardizatin, as well as emerging trends and anticipated internatinal standards. Examinatin f pssible cmmunicatin requirements between the EMS NII and the EVCS, fr EV lad management purpses. Phase 3 (3 mnths) Cmpilatin f the cmplete EMS-NII tender dcuments, based n the detailed studies already perfrmed and the analytical technical and functinal specificatins prduced in Phase 2. 9

10 Cmpilatin f the cmplete tender dcuments fr the EVCS develpment. EVCS may be prcured by a different authrity than the EMS-NII. The Cnsultant will be ntified in due time. Tender dcuments prduced by the Cnsultant shall be cmplete in every respect (legal, technical and cmmercial) and ready fr immediate tender prcurement. The tender prcurement fr the EMS-NII and the EVCS will take place after cmpletin f the present cntract and d nt fall within its scpe. 10
