1 JOB SCRIPTION Service Area: Culture & nvironmental Protection Post Reference No: 03853, 03854, and Job Title: Section / Team : Waste Management - Operations Team Location: Market Street Grade/Salary Range: F JOB PURPOS To assist in the day to day front line management and monitoring of the waste contracts and associated waste services predominantly (but not limited to) refuse and recycling collections, street cleansing and litter collection, enforcement tasks, mini recycling centres and abandoned vehicles for West Berkshire Council. To provide excellent waste management customer service. To contribute to the sustainable management of the environment of West Berkshire. 2 1. To promote the Councils strategic priority of maximising recycling and composting and reducing waste to landfill by encouraging the effective use of waste services provided and by contributing to the continuous improvement of the quality of these services. 2. To be responsible for overseeing and managing waste management issues within a designated area of West Berkshire. To undertake regular monitoring inspections of the contractor s work in order to determine and ensure the work meets the agreed specification and take action where required to ensure compliance. 3. To respond directly and helpfully to enquiries, requests for service and complaints, both written and oral, regarding waste management. To communicate effectively with customers, colleagues and external agencies including resolving disputes and managing challenging situations. 4. To develop and maintain an effective working relationship with the contractor and to interpret and resolve service issues or queries. 5. To record accurate contract and waste management data and information. 6. To undertake procedures to assist with the waste enforcement function, including on-site investigations, evidence gathering, issuing fixed penalty notices and interviewing under caution. 7. To be involved in waste minimisation and recycling initiatives, promoting an awareness and appreciation of environmental and waste management issues to the community. 8. To promote equality as an integral part of the role and to treat everyone with fairness and dignity. 9. To recognise health and safety is a responsibility of every employee, to take reasonable care of self and others and to comply with the WBC Health and Safety policy and any service-specific procedures / rules that apply to this role. SCOP OF JOB (Budgetary/Resource control, Impact) Assisting with monitoring the Integrated Waste Management Contract (waste contract) to the value of approximately 18m per annum ensuring work is delivered to specification. To issue the contractor with performance failure notices where required. To provide a responsive helpful service to customers, colleagues and external agencies enquiring or complaining about services and to resolve issues. The post holder will be required to work with minimal supervision, understand and be able to interpret contract specifications and agree acceptable standards of work with the contractor. To issue enforcement related penalties where required. No direct staff responsibility but the post holder will be required to provide guidance & support to all colleagues and external agencies on waste management issues. No direct budgetary responsibility.

Frequent daily telephone, and face to face enquiries from internal and external customers. aily contact with the contractor to resolve issues and to make improvements to service. aily monitoring of the waste contract. Ongoing promotion of services we provide as well as the opportunity to be involved in raising public awareness through community workshops, education campaigns and similar events. Undertaking all aspects involved within our enforcement procedure, including but not limited to fly tipping & abandoned vehicles.

Although you are responsible for an area of West Berkshire you are expected to assist colleagues with work load when necessary. Other Work-related Requirements Full clean driving licence held for a minimum of one year and be 21 years old or over for fleet insurance purposes.
