Intrductin Seattle Public Schls (referred t as District r SPS ), Department f Technlgy Services (DTS) is requesting prpsals frm qualified firms t prvide Mbile Device Management (MDM) fr the District s mbile devices. The successful firm shall have prven experience in prviding mbile device management and supprt services t large rganizatins with multiple sites and a high vlume f devices. This Request fr Prpsal describes the selectin prcess and the dcumentatin required fr submitting prpsals fr this prject. Any firm failing t submit their prpsal in accrdance with the prcedures set frth in the Request fr Prpsal may be cnsidered nn-respnsive. The selectin f the firms fr these services will prceed in the fllwing manner: Prpsals shall be received by Seattle Public Schls n later than December 22, 2015 at 10:00 a.m. An evaluatin by the Selectin Cmmittee will fllw, and a shrt-list f qualified firms may be determined. In rder t select the best prpsal, interviews and demnstratins may be cnducted with the shrt-listed firms in accrdance with a schedule t be determined by the Selectin Cmmittee. The District reserves the right t seek clarificatins abut the prpsals. The District may award a cntract based slely n the written prpsals. Hwever, the District may elect t engage in demnstratins and negtiatins with a selected shrt list f Vendrs, in rder t imprve the prpsals and btain the best cntract fr the District. The District reserves the right t request pst-prpsal mdificatins, including best and final ffers and cnsideratins. The final selectin will be based upn the criteria set frth belw. The District reserves the right t negtiate with the successful firm n pricing and scheduling. Backgrund Seattle Public Schls is the largest K-12 schl system in Washingtn State, serving nearly 53,000 students in 97 schls. In February 2013, vters apprved the Building Excellence IV Capital Levy Page 5 f 13

As part f the BE IV levy, a district-wide wireless netwrk was deplyed. As a result, a large number f mbile devices have prliferated, and the district needs t acquire a Mbile Device Management System (MDM) that can scale t ptentially 10,000 devices. Seattle Public Schls (SPS) cmpleted a multi-year prject t implement District-wide wireless using enterprise class Cisc wireless access pints. There are currently arund 4,000 wireless access pints (WAPs) with arund 6,000 minimally managed mbile devices. SPS currently emplys Cisc Identity Services Engine (ISE) fr RADIUS authenticatin with apprpriate EAP prtcls t ffer certificate/user credential based authenticatin. Currently SPS des NOT use ISE t perfrm device prfiling. Certificate prvisining is delivered thrugh an internal PKI hierarchy using Active Directry Certificate Services (ADCS); windws devices autmatically enrll per defined active directry enrllment plicies, while nn-dmain member trusted devices like ipads are enrlled thrugh Simple Certificate Enrllment Prtcl (SCEP). SPS has elected t perfrm netwrk partitining based n device trustwrthiness. Trusted devices are allwed t access the prtected netwrk while untrusted r BYOD devices are allwed t access the guest netwrk. Access t the guess netwrk is prvided by supplying user credentials r capture prtal, while access t the prtected netwrk is prvided by issuing a device certificate. The preceding is infrmative and put int cntext the current cnfiguratin strategy at Seattle Public Schls; nt t limit r place cnstraints n respnses t this RFP. III. Prject Infrmatin The District s gals fr this prject include: 1. Manage 6,000 existing district-wned mbile devices and 1,500+ new district-wned devices in a standardized and scalable way. 2. Manage acrss multiple mbile device platfrms, with ptin fr future Bring yur Own Devices (BYOD) integratin. 3. Increase lcatin tracking and security including ur ability t bth selectively wipe and full wipe remte devices, and map users t devices. 4. Install sftware applicatins and facilitate nline testing as needed, bth centrally and at the classrm level. 5. Better supprt direct classrm device use (eyes n me, etc.) The District is currently using DEP and the free Meraki MDM fr the existing devices. The MDM deplyment prject will likely be brken acrss several phases. Phase 1: Vendr t create new MDM framewrk and train District staff (February 1st, 2016) Phase 2: District staff t add new mbile devices t the new MDM (beginning February 8th, 2016) Phase 3: District staff t migrate ld devices t the new MDM as pprtunity allws (summer 2016) The selected firm will be expected t address the fllwing: Page 6 f 13

Seattle Schls Rights t Reject The District reserves the right t reject any and all prpsals and re-advertise the prject at any time prir t final apprval f the cntract. All csts incurred in the preparatin f the Request fr Prpsal prcess shall be brne by the prpsing firm. Prpsals submitted in respnse t this Request fr Prpsal shall becme the prperty f the District and be cnsidered public dcuments under applicable Washingtn State laws. E. Prcedures Requirements Any firm failing t submit infrmatin in accrdance with the prcedures set frth herein may be cnsidered nn-respnsive. V. Submittal Requirements A. The submittal requirements shall be as fllws: The prpsing firm, jint venture r ther frm f assciatin ( firm ) shall submit ne (1) hard cpies and tw (2) electrnic cpies (via CD r USB flash) f their prpsal fr the prject. Each hard cpy shall be prvided in a white 3-ring, lse leaf binder with the firm name and the Request fr Prpsal name and number n bth the cver and spine. Page 8 f 13

Standard Frm f Cntract The District s standard frm f cntract is included as Attachment 1. The prpsal shuld include any cmments r requested changes. Please nte: the District reserves the right t reject any firm that is nt willing t accept the District s terms and cnditins as nted in the standard frm f cntract. B. Cntract Perid The cntract term shall be in effect fr tw years frm the effective date. Subject t satisfactry annual evaluatin f the Vendr by the District, this cntract may, with mutual agreement f bth parties, be extended up t tw (2) additinal, ne-year terms under the same terms and cnditins. The District reserves the right t terminate the cntract with thirty (30) days written ntice. C. Prtest Prcedures 1. Any actual r prspective Vendr wh is aggrieved in cnnectin with the slicitatin r award f this cntract may prtest t the District in accrdance with the prcedures set frth herein. Prtests based n the terms in this Request fr Prpsal, which are apparent prir t the date established fr submitting the prpsal must be received seven (7) days prir t the submittal deadline. Prtests based n ther events must be received within three (3) wrking days after the aggrieved persn knws, r shuld have knwn, f the facts and circumstances upn which the prtest is based; prvided, hwever, that in n event shall a prtest be cnsidered if all prpsals are rejected r if the prtest is received after the award fr this cntract. 2. In rder t be cnsidered, a prtest shall be in writing and shall include: the name and address f the aggrieved persn; the cntract title under which the prtest is submitted; a detailed descriptin f the specific grunds fr prtest and any supprting dcumentatin; and the specific ruling r relief requested. The written prtest shall be addressed and delivered t:

A cpy f the decisin shall be mailed by certified mail, return receipt requested, r therwise prmptly furnished t the aggrieved persn and any ther interested parties. The District s decisin may be appealed t the Superintendent by written ntice tgether with all supprtive evidence, received at the address set frth in paragraph 2, nt mre than tw (2) wrking days after receipt f the decisin. The Superintendent s decisin shall be final and cnclusive. 4. Strict cmpliance with the prtest prcedures set frth herein is essential in furtherance f the public interest. Any aggrieved party that fails t cmply strictly with these prtest prcedures is deemed, by such failure, t have waived and relinquished frever any right r claim with respect t alleged irregularities in cnnectin with the slicitatin r award. N persn r party may pursue any actin in curt challenging the slicitatin r award f this cntract withut first exhausting the administrative prcedures specified herein and receiving the District s final decisin. 5.
