1 COUNTY OF GRANDE PRAIRIE JOB DESCRIPTION JOB TITLE: CURRENT CLASSIFICATION/GRID POSITION # Project and Regulatory Technologist TO Grid Level 5(d) #371 With ASET designation 6(b) #372 NOC CODE: 2264 STANDARD HOURS: 40 hours/week non-management JOB TITLE OF IMMEDIATE SUPERVISOR SUPERVISOR S CLASS/GRID POSITION # Environment Manager AD Grid Level 7(h) # 391 DIVISION DEPARTMENT LOCATION Public Works Public Works PW/IT Building PROGRAM FUNCTION: The Public Works Department is responsible for providing municipal services which include, but not limited to; construction and maintenance of facilities; parks; bridges; streets/roads; storm drains/culverts; vehicles/fleet services; landfills/ waste management; and utilities. PURPOSE OF JOB: As a part of the Public Works team, the incumbent is responsible for providing technical support along a range of environmental and engineering disciplines including site inspections, monitoring engineered systems designed to ensure regulatory compliance, acquiring and maintaining operations approvals, providing interpretation and field expertise for water systems and water management programs, sewer systems, landfills and leachate and providing strategic expertise for construction and operation of these facilities. Typical Job Duties and Tasks: Project management of assigned Public Works projects including water/sewer and landfill construction from design through to completion including project scope definition, option analysis, tendering, field supervision of construction tasks, verification of work and quantities, contract administration, and commissioning as required; Investigate, assess and provide technical recommendations to Public Works and other County departments, including Aquatera projects, regarding technical aspects of water and wastewater infrastructure construction, water and sewer management plans

2 Maintain and manage libraries, databases and inventories, for water/wastewater system reports, landfill cell and leachate system construction, annual reports for regulated facilities and operations Provide technical review of engineering studies and drawings as related to municipal infrastructure Provide assistance developing and administering capital programs, budgets and performance measures Provide pre-construction and construction services including the development of preliminary budgets, cost plans, and engineering exercises; Work with tendering and contract processes making recommendations of award to Council Provide advice based on sound knowledge of legislation relating to sewer, water and solid waste Prepare and interpret comprehensive technical papers, plans, legal/contract tender documents, statutes, standards and bylaws and provide interpretation/recommendations. Provide coverage for Environmental Services Operational areas including County Water /Wastewater Utilities, and operations at the Clairmont Landfill operating equipment or scale and assisting with Recycling Programs, and resources including Road inspections and permitting, Road Usage Agreements. Work as a member of a team that includes scientists, engineers and technicians from other disciplines. Perform other duties as assigned. Other Duties within Environmental Services Review and listing of county related maintenance and repairs; water/sewer; and landfill operations Ensure that OH&S standards are met at all worksites Assist the Environment Manager with construction projects, vendors, contractors and suppliers Equipment operation and other duties as assigned by Public Works or Environment Manager Participate within the on call system (Public Works) and be available for weekend work Physical Labor and working in less than favorable conditions Extensive travel within County Work with the Environment Manager to assist in budget development within areas related to the position Attend training and conferences required to maintain certifications for this position (Water/wastewater level 1, Landfill 2B).

3 QUALIFICATIONS STATEMENT Education and Experience: Technical diploma or a related degree in Civil Engineering, Environmental or Science related studies Professional membership in, or ability to become a member of the Alberta Society of Engineering Technologists (ASET) Minimum five years related experience in municipal or industry setting with some focus on water/wastewater/solid waste including full range of project delivery methods, project management, tendering and contract management Field sampling, report writing/interpretation and legislation experience related to position Lesser qualified applicants may be considered Salary will be commensurate of education and experience Knowledge: Civil engineering theory, construction practices, principles, practices and procedures related to water/wastewater and solid waste facilities Thorough knowledge of Legislation, licences, registrations and approvals under legislation required for water/wastewater/solid waste operations Accepted methods of construction engineering as they pertain to municipal infrastructure including knowledge of environmental/engineering controls used for water/wastewater and landfill systems Collection and preservation of field samples (water/wastewater/soil), water quality interpretation, recording data and observations in an accurate and well-organized manner, Project Management including phases of project management, statements of work, identifying stakeholders and working with stakeholders, RFP/Tendering and Contract applications Costing methods and best practices Computer software applications (MS Office, Outlook MS Word, Excel) and GPS/GIS applications/usage and SCADA systems Operation of light and heavy equipment Performance of calculations and computer data entry Familiar with procurement systems and contracts Preparation and maintenance of reports and records required by legislation Setting up sampling points and monitoring Solid waste and Recycling operations Water and wastewater system operations and legislation Skills and Abilities: Strong analytical, problem-solving, decision making, organizational and interpersonal skills Soft Skills appropriate to the position including o High problem solving and critical thinking skills, capable of providing possible solutions using logic and reasoning o Effective communication and active listening skills o Time management and organizational skills o Basic conflict resolution skills Good oral and written communication skills Must be able to maintain the highest standards of professional ethics and integrity Ability to complete physical labor and key physical tasks involved in on-site inspections, clean up of debris and equipment operation Understands complex problems that may affect public health and safety within Environmental Services Operations

4 High degree of self-motivation Ability to work within a team environment as well as the ability to work with minimal supervision Ability to work directly with the public Ability to work in inclement weather Available for weekend and callout work and participate in the on-call rotation schedule Ability to perform audits for Environmental Services facilities and conduct investigation Ability to create technical and ad hoc reports, integrate data and perform data analysis Ability to review existing contracts and collaborate with contractors to ensure services Self-starter with keen eye for clean accessible sites for public use Organized and communicates well with tact and diplomacy promoting a positive atmosphere in exchanging technical information with others Strong regard for safety Ability to work with computers, GPS/GIS (ARC) systems and equipment Demonstrated experience in design, inspection of infrastructure and capital works projects through knowledge of project management including delivery methods, contracts, tendering Interpretation of analytical results received from laboratories and provides recommendations based on these results Ability to ensure all work related information is kept confidential as per county policy and in accordance with Freedom of Information and Protection of Privacy Act.
