1 As a client-oriented and articulate leader, you will head the department of Director of Community and Organizational Services and Development for the OKIB. Reporting to the Executive Director, you will work with the Chief and Council and OKIB Management Team and are responsible for the implementation of the strategic plan that focus on improving the health, social well-being, education and training of Okanagan Indian Band members. You bring a strong administration background which includes human resource, financial management, organizational development as well as direct supervision of department leaders. You have the ability to liaise with organizational leaders from multiple levels of First Nations, Municipal, Provincial or Federal governments, as well as other industry stakeholders. 2 PURPOSE AND KEY FOCUS The Director of is responsible for overseeing the development, implementation and evaluation of a management team that administer programs and services to the organization and community as they relate to health, social development, education and training. He/she must ensure that all programs and services are delivered in a manner that meets legislative guidelines while providing equal opportunity to all community members. The Director is responsible for creating productive synergy across the OKIB Divisions. JOB SUMMARY The Director is responsible for overseeing the department managers, the programs ensuring excellence in the provision of services using a service-based model. The Director is responsible for providing leadership and organizational development to the management team while achieving the objectives of the strategic plan. He/she will make recommendations to the Executive Director on the overall direction, leadership, policy and management of division programs and services that are consistent with OKIB principles. REPORTING STRUCTURE Reports to the Executive Director JOB DUTIES AND RESPONSIBILITIES Act as a consultant/advisor to the Executive Director in the development, implementation, evaluation and delivery of division programs Develops strategic plans, priorities, objectives, budgets and evaluation criteria for the division Directs and executes risk management programs Ensures coordination and integration of services between all division departments Provides professional development planning and implementation Accountable for ensuring programs are delivered on-time, on budget within scope and in compliance with all regulatory requirements Responsible to oversee and monitor budgets, financial reports and contribution agreement requirements for the division ensuring deliverables are met within the financial resources allocated Manages organizational relationships from the senior management to the executive level pg. 2

3 Act as a central focal point for education, health and social program funding for community members as appropriate, to ensure a coordinated, consistent approach to funding issues and reporting Negotiate with various funding agencies on behalf of the OKIB and acts as a central contact for the receipt and disbursement to the communities of program funding in conjunction with the Community and Organizational Services and Development Committee and the Executive Director Acts as a representative for the OKIB on various committees and Boards Develop and maintain community contacts and other networks to assist in the promotion of unity and responsibility at the community level Ensure programs raise the level of health, healthy lifestyles and preventative measures Facilitate networking and information sharing to access inter-agency resources Provide public relations management related to COSD programs Provide advice and guidance as required to all relevant parties, on an ad hoc basis All persons employed by the Okanagan Indian Band may be required to assist the Band in providing emergency services. Duties assigned during an emergency may differ from regular duties. Participate in community events as requested ADMINISTRATIVE DUTIES Set objectives and priorities for delivery of services Provides training, advice, and guidance to team members as required Develops and implements policy Evaluate team performance on an ongoing basis and resolving any conflicts or problems as they occur Research the availability of and applying for program funding on an ongoing basis Inform OKIB members of availability of funding and assisting/guiding in the preparation of funding requests and proposals Develop and administer formulas for funding community programs Ensure receipt of required information from First Nation participants in various programs and consolidating mandated reports to funding agencies Liaise with other OKIB division directors to determine partnership opportunities pg. 3

4 Develop and maintain a current, accurate, confidential client case notes and filing system Supervise staff and delegate responsibilities Create business plans, write reports and make formal presentations to funding bodies Prepares briefing notes and reports to Chief and Council Attend meetings Perform all duties and responsibilities in accordance with the OKIB policies and procedures Perform other duties as required QUALIFICATIONS Education Master s Degree in Business Administration, Public Administration or in other related fields Valid BC Driver s licence, Class 5 and reliable vehicle An equivalent combination of education and experience may be considered Experience Five years of program administration and management Demonstrated experience with strategic planning and program evaluation Experience working with First Nations communities Competencies (KSAs & Desired Attributes) Possess cultural awareness and sensitivity Knowledge of human resources practices and procedures and performance management Knowledge of best practices for issue management Understanding of leadership competencies Ability to develop and implement strategic plans Financial literacy and budget control General management principles Proven negotiation, mediation and conflict resolution skills Must demonstrate sound judgment particularly in dealing with safety issues and in dealing with aggressive clients Desire to increase organizational capacity through professional development Exceptional interpersonal skills Effective verbal and written communication Ability to listen and demonstrate empathy pg. 4

5 Experience managing and maintaining confidential information Effective stress management skills Ability to exercise tact and diplomacy Honest, trustworthy and respectful Intermediate level ability with Microsoft Suite WORKING CONDITIONS Physical Demands The incumbent may spend extended periods sitting at a desk. There may be some lifting of supplies and materials from time to time. The director is required to travel and may work extended or flexible hours as required. Environmental Conditions May have to manage a number of projects at one time, and interruptions many occur frequently. The working environment to be busy and noisy and will need excellent stress and time management skills. Sensory Demands Sensory demands include use of the computer, learning aids, and speaking much of the time. The office may be noisy and busy making it difficult to concentrate. Mental Demands Will need to maintain a calm, respectful yet firm demeanor requiring cognitive effort to deal with various behaviour and needs of clients. May regularly face stressful situations due to the sensitive nature of the program. Varying sources of stress may include: The need to manage the activities of others and the requirement to regularly manage community members and outside agencies Potential to manage situations with irate or intoxicated individuals DIRECT REPORTS Education Manager, Health Services Manager and Social Services Manager CLASSIFICATION/PAY SCALE Commensurate equivalent to experience Preference may be given to those having knowledge of the Okanagan culture and traditions pg. 5
