1 City of Brandon Job Description Job Title: Manager of Infrastructure Division: Development Services Department: Engineering Section: Engineering & Water Resources Affiliation: Non-union Reports To: Deputy Director of Engineering & Water Resources Status: Permanent Pay Grade: 7 Level Cap: 8 PURPOSE OF POSITION Reporting to the Deputy Director of Engineering Services and Water Resources, the Manager of Infrastructure is responsible for facilitating the planning, administration and implementation of infrastructure renewal based projects from concept to completion. TYPICAL DUTIES AND RESPONSIBILITIES Responsible for the survey, design and drafting of projects which include roads, drainage, underground utilities and other municipal work; Directs staff to provide resident and non-resident services for contracted City projects; Reviews or seeks review and acceptance of shop and manufacturing drawings; corresponds with consultants and contractors in matters of design; Makes assessment of alternate construction methods or materials as required; Prepares and reviews the pricing on Change Orders; Ensures adequate inspection is performed for compliance with the specifications and drawings; Investigates and reports / resolves unusual conditions which may arise during construction; Ensures final testing and / or commissioning is performed; recommends and tracks finances of all progress payments; Performs construction contract administration duties as it relates to interim and substantial completion certificates; Prepares workers compensation compliance certificates; Warranty inspections; Addresses public concerns as required; Tracks warranties and resolves warranty claims; Responsible for the operational and capital budgets in the sections relevant to one s work. This includes conducting budget reviews at the pre-determined intervals as determined by Treasury and budget development or cost control; Prepares Council Reports which may include attending City Council Meetings to address or answer any concerns or questions that may arise; Takes into account the community s changing needs and demands, recommends project budget revisions and additions/deletions of projects including the necessary withdrawal from/return of unallocated funds; Monitors and analyzes existing procedures, engineering standards, design criteria, identifies deficiencies and recommends improvements; September 2015 Manager of Infrastructure Page 1

2 Assists in preparing the annual and 10 year capital/renewal budgets; May lead studies and conceptual designs including coordination with senior levels of government, public agencies and interest groups to the development of solution to meet the needs of the community in relation to water resource issues; Coordinates water resource projects with other City departments/sections to maximize cost effectiveness and implementation in a timely manner; Participates in the selection and appointment of consultants for the provision of various services; May represent the Engineering Department on various committees and working groups with outside agencies, both government and private; Prepares and submits applications for Provincial/Federal grants and/or cost sharing; Provides assistance to the City Operations Division with regards to problems, inquiries, and complaints concerning roadways, water distribution, wastewater collection, and drainage; Provides advice and recommendation regarding the continual updating of policies and procedures related to water, wastewater, and storm water management in response to ongoing changes in local and senior government legislation; Prepares detailed plans and specifications for engineering projects; May review construction drawings prepared by consultants and/or developers for compliance with City standards and specifications; may negotiate servicing requirements for private properties; NOTE: This description is not intended to limit the assignment of work or be construed as a complete list of the many duties to be performed by the incumbent. QUALIFICATIONS SKILLS Demonstrates initiative to independently plan, organize, and prioritize workload leading to successful implementation of comprehensive programs in a constantly changing environment; Demonstrates leadership including establishing focus, providing motivational support, fostering teamwork, and empowering others; Interpersonal skills in developing and maintaining ongoing working relationships with City departments, outside agencies, developers, consultants and the public; Proficient use of computer equipment, operating systems, word processing, database and municipal engineering software; Establishes an efficient and smooth execution of work flow to ensure timely delivery of projects; Proficient at conflict resolution to ensure delivery of projects. 3 KNOWLEDGE Working knowledge of legislation, regulations, policy, etc. relevant to area of expertise; Knowledge of City protocol used to manage situations effectively in all areas of the organization and in the community; Thorough knowledge of the principles, standards policies, legislation and practices of municipal engineering; Understanding of the Division s management and its link to business strategy and vision; Knowledge of financial systems required to make informed decisions on project designs and budget control. ABILITIES Works well independently, organizes workload and sets priorities; Ability to apply various management concepts and practices to effectively plan, organize and direct the activities of the Division; Ability to establish and maintain effective working relationships with City employees, consultants, contractors, developers, officials, and the general public; Is creative and uses sound judgment in planning projects; Makes decisions and takes actions that move projects to meet timelines; Writes clear, concise and at times complex reports, correspondence suitable for understanding by persons outside the engineering field; Is flexible and willing to change priorities to meet constantly changing direction and deadlines; Accountable professionally and personally for the accuracy, timelines, appropriateness and quality of judgments; Ability to express ideas effectively in oral presentation by adopting diverse communication techniques to various circumstances; Willingness to actively participate in training and self-development programs; Ability to hold and maintain a valid Manitoba Class 5 Driver s License; Ability to attend to construction sites as required by the position. EDUCATION University Degree in Civil or Municipal Engineering or Civil Engineering Technologist Diploma from an accredited institute; Membership in the Association of Professional Engineers and Geoscientists in the Province of Manitoba (APEGM) or the Certified Technicians and Technologists Association of Manitoba (CTTAM). MANDATORY EXPERIENCE Association of Professional Engineers & Geoscientists of the Province of Manitoba (APEGM) member shall have 3-5 years experience in progressively responsible positions; Certified Technicians and Technologists Association of Manitoba (CTTAM) member shall have 10 years experience in progressively responsible positions; September 2015 Manager of Infrastructure Page 3

4 Previous experience in contract administration and project management. PREFERRED EXPERIENCE Three (3) years experience in underground piping system design; Previous experience in budget development. NOTE: The qualifications are not intended to limit the opportunities for interested candidates but provide the candidates with an understanding of the level of expertise required in this position. WORKING CONDITIONS PHYSICAL CONDITIONS The duties are carried out in an office environment and/or activities requiring travel to other facilities or work sites. Sits at a desk using keyboard and office equipment; Uses hands, arms, shoulders at various heights (daily); Stands, walks, climbs, or other movements necessary to attend and demonstrate skills in the work environments of the Division (daily); Capable of performing heavy physical work, including shoveling and lifting (occasionally); Adaptable to working while exposed to severe weather conditions, considerable equipment noise, and obnoxious odors (occasionally). PSYCHOLOGICAL/STRESS CONDITIONS The work load and environment may affect employee emotional or stress levels. Interruptions and request in multiple areas (daily); Upset customers on the telephone and in person (daily); Participate in group decision making and projects (frequently). WORK CONDITIONS The employee works independently and as part of the team providing support to a variety of people. Self-motivated and quality driven to perform independent projects (daily); Wide variety of tasks requiring ability to manage multiple projects and make independent decisions (daily); Work in a shared and consultative manner with other employees (daily); May be necessary to travel throughout the City and visit various facilities or work sites in all types of weather conditions (daily); Long hours of work during construction season, including evenings and weekends (occasionally); Is responsible to Deputy Director of Engineering & Water Resources.
