1 FAMILY SERVICE WORKER JOB DESCRIPTION Department Supervisor Location Salary Range Protection and Prevention Family Service Supervisor Sudbury or Manitoulin In accordance with Salary Scale OVERVIEW: A Family Service Worker is to ensure the safety and well-being of children and to assist with the preservation of the family unit through the programs and services offered in accordance with First Nations standards and under the applicable statutory authority of Kina Gbezhgomi Child and Family Services. DUTIES: 1. Receive designation as an authorized Child Protection Worker. 2. Ensures ongoing management of cases in accordance with agency policy, First Nation standards and Ministry Child Protection Standards. a) To conduct child protection investigations including assessing immediate safety needs of children, developing safety plans and making verification decisions in collaboration with member First Nations and Agency Supervisor; b) To determine when children require admission to the Agency s care to ensure their immediate safety and assist in coordination of Customary Care Agreements; c) Work in partnership with the First Nations as outlined in agency policy and practices and the Child and Family Services Act; d) To develop and maintain effective and therapeutic casework relationships with clients with the objective of reducing risk of harm to children; e) To develop a family based service plan to reduce risk to children and address identified child protection concerns based on mandatory assessments contained in the Ontario Child Protection Tools Manual; f) Provide emergency services to the family within the scope of agency policies; g) Monitors and evaluates progress with the family towards establishing goals; h) To assess and make decisions related to family reunification plans for a child in care and implement such plans where appropriate; i) Coordinates services and responsibilities of other service providers working with the family; j) Provides consultation to other service providers as requested; k) Advises clients of availability of further services; and, l) Makes referrals to other agencies as appropriate with the objective of reducing risk of harm to children. 2 3. Utilize strategies and community based family centered conferencing to work on a voluntary basis with families with court being utilized as a last resort. 4. Prepares documents for court when required by: a) Ensuring accuracy, completion and proper filing of documents; and, b) Ensuring legislative requirements and timelines for serving notice are met. 5. Prepares clients for court by: a) Explains expected purpose, intention and possible outcome of each court appearance; b) Ensures client is aware of the right to access legal counsel; and, c) Explains the court process to the child(ren) required to attend court. 6. Prepares and presents evidence for Family Court when required. 7. Provides service to each child admitted to the care of the Agency: a) Explains to the child why they are in care and involves the child in ongoing planning wherever possible; b) Completes admission to care documentation and child background information forms for placement purposes; c) Responds to a child s holistic needs and recognizes the child s need for the support of extended family and First Nation community; d) Maintains the involvement of the natural parent and extended family where possible; e) Supervises access visits between children in care and parents / caregivers as required; f) Ensures natural parents receive assistance in addressing family healing so a child can be returned home whenever possible; g) Completes a comprehensive family social history and genogram with the family and First Nation for the child; and, h) Participates in the development of a concurrent permanency plan for a child in care with the Child in Care Worker, family and First Nation service partners. 8. Assisting in preparing the child in care for independence by: a) Ensures life skills are learned through appropriate placement and support of placement; and, b) Maintains current and comprehensive social history of the family on the case file and provides relevant information to child. 9. Performs other related duties assigned by the Family Service Supervisor. OTHER RESPONSIBILITIES: 1. Maintains current and accurate client case files and enters required data into Agency Database system in accordance with Agency policy and Ministry standards and reporting guidelines. 2. Provide After Hours Services frontline coverage as required. 3. Ability to follow Agency policies, procedures and protocols, and Ministry legislation, regulations, standards and directives. 3 QUALIFICATIONS: 1. Bachelor of Social Work, Social Services Diploma, Native Child and Family Services Diploma, or any other related degree or diploma deemed appropriate. 2. Experience in front-line service delivery of First Nation Child and Family Services. 3. Expert knowledge of the Child and Family Services Act, Child Protection Standards, Ministry of Children and Youth Services Regulations, Guidelines and Policy Directives, Case Management and Supervision requirements particularly in relation to the delivery of Child and Family Services. 4. Expert knowledge of Customary Care and the philosophy of service development and delivery with First Nation based community models, as well as local First Nation customs and traditions. 5. Working experience in Child Welfare Frontline Case Management systems and procedures. 6. Working knowledge of the administrative structure and operations of the Agency including the service delivery model, policies, procedures and guidelines. 7. Knowledge of the structure and operations including the local First Nations, external services and service agencies in the area. 8. Demonstrated ability to prepare comprehensive narrative and statistical reports regarding Family Service delivery and procedures. 9. Demonstrated ability to influence and facilitate community group decision-making processes through knowledge, ideas and service delivery experience. 10. Ability to establish and maintain purposeful relationships within the Family Service Team, clients, subordinates, colleagues, other relevant organizations and management. 11. Knowledge and the ability to interpret and apply a wide range of social work practices, principles and First Nation practices in respect to protection and placements of children at risk and understanding the principles and goals of families in crisis. 12. Knowledge of First Nation issues as they relate to child welfare and a willingness to work in partnership with First Nation families, elders and communities to provide best practice for First Nation children and families. 13. Proven knowledge of theories of human behaviours and family systems and proven ability to apply social work theories in assessments, planning, action, measure and monitor to ensure competence and excellence of services provided. 14. Strong commitment to helping Anishinabe children and their families by providing services in ways that respect Anishinabe cultural and spiritual practices. 15. Commitment to providing service in the Anishinabe context of extended family and community involvement. 16. Excellent planning and organization, problem-solving, decision-making and interpersonal skills. 17. Ability to work within a multi-disciplinary Child Welfare Management Team. 18. Working knowledge of group dynamics, consultation and conflict resolution techniques. 19. Ability to maintain confidentiality. 20. Ability to take direction and to work within the policies, procedures, and guidelines, mission, philosophy, and core values of the Agency. 21. Superior oral and written communication skills. 4 22. Working knowledge of Microsoft Office programs, Frontline (Penlieu) and Internet. 23. Ability to flex daily work hours as determined by the Family Service Supervisor. 24. Must possess a valid Ontario s Driver s Licence and be willing to travel. 25. Must be willing to authorize a Vulnerable Sector Check and Driver s Abstract. 26. Ability to speak Anishinabemowin is preferred and a definite asset. Page 4 of 5
