Summary of the broad purpose of the position in relation to the organisation's goals: The Human Resources Consultant is accountable to one of three CHSA Human Resources Managers for the provision of a comprehensive consultancy service on human resource matters to all health units within the designated cluster of health and business units including industrial relations, classification, selection and retention of staff, performance management, flexible work practices, employment contracts and maintenance of Human Resources Management Systems. 2. Reporting/Working Relationships (to whom the person reports, staff for whom the person is responsible and other significant connections and working relationships within the organisation). Reports to a CHSA Human Resources Manager. Works closely with CEOs and other senior managers and staff in CHSA. The position may have support staff reporting in. The position is required to liaise with staff of the Dept of Health Workforce Development division in relation to HR and industrial relations matters. 3. Special Conditions. (such as non-metropolitan location, travel requirements, etc) The appointee will be subject to a criminal history check prior to confirmation of appointment. Some out of hours work will be required; Frequent travel intra-regionally and intra-state; Current driver s licence essential and a willingness to drive. Can be located in any rural centre within the region.

4. Statement of Key Outcomes and Activities (group into major areas of responsibility/activity and list in descending order of importance - continue on next page) 4.1 Responsible for the provision of consultancy services to a range of clients including health unit Chief Executive Officers, Directors of Nursing, health unit managers and supervisors and employees generally on human resource related matters including preparing reports and discussion papers in areas such as: classification / reclassification assessment and position descriptions design; recruitment and retention of staff; job advertising and selection / appointment procedures; performance management procedures; flexible work practices and their application within a health unit environment; Employee Assistance Programs; redeployment; employee and industrial relations; and managing poor performance and instigating disciplinary procedures. 4.2 Contribute to the provision of accurate human resource information through maintenance of Human Resource information systems and provision of reports to customers. 4.3 Assist Health and Business Units within the designated cluster / area by providing an independent investigation service e.g. investigating issues of misconduct/ bullying and harassment as requested. 4.4 Contribute to effective management of health agencies through provision of advice and assistance in developing and implementing cultural change and customer service programs. 4.5 Contribute to the development, implementation and evaluation of workforce and succession planning strategies through preparation of appropriate statistical information, researching workforce trends, consulting with Managers on workforce and succession planning issues and ensuring workforce and succession plans are continuously challenged to meet changing needs. 4.6 Contribute to effective skill development of all staff through assisting in the development, promotion and implementation of training and development programs which, by their nature, provide a range of operational foci. 4.7 Contribute to an effective continuous quality improvement cycle through: assisting in the development and implementation of human resource quality improvement plans, activities and programs; development, implementation and evaluation of policies and procedures for human resources that are consistent with Department of Health and Country Health SA guidelines, policies and frameworks; and participation in EQuIP teams and accreditation processes for all health units within the Region. 4.6 Contribute to innovative workforce management initiatives by: undertaking relevant projects, continuous improvement and change management activities either individually, as a team leader or as a team member, as required; and representing Country Health SA in a range of committees and forums as required 4.7 Contribute to the understanding and application of Country Health SA policies and procedures including: Supporting values that respect historical and contemporary Aboriginal cultures so that Aboriginal people are recognised as having a special connection with the State; Ensuring the needs of all cultures are met through the provision of appropriate services; Ensuring the compliance of the region with relevant law and South Australian Government, DH and CHSA policies. Contributing to counter disaster planning and preparedness as required.

PERSON SPECIFICATION ESSENTIAL MINIMAL REQUIREMENTS (Those characteristics considered absolutely necessary) Educational/Vocational Qualifications (include only those listed in Commissioner s Standard 2, Attachment C as an essential qualification for the specified classification group) Personal Abilities/Aptitudes/Skills: (related to the job description and expressed in a way which allows objective assessment): 1. Experience (including community experience) 1. Experience in interpreting industrial awards/conditions, negotiating with unions and employee representatives and providing human resource management advice to senior management. 2. Experience in the development of policies, planning and report writing. 3. Some experience in counselling, conflict resolution and negotiating at all levels. 4. Some experience in formulating and implementing human resource policies, strategies and procedures, including classification management, recruitment and selection processes and targeted employment schemes. Knowledge 1. A knowledge of the Public Sector Management Act and Regulations, the Equal Opportunity Act, Occupational Health, Safety and Welfare Act and the WorkCover Performance Management Standards.

DESIRABLE CHARACTERISTICS (to distinguish between applicants who have met all essential requirements) Educational/Vocational Qualifications (considered to be useful in carrying out the responsibilities of the position) Hold or be working towards a relevant qualification in human resource management Experience 1.
