5 1. Intrductin 1.1. Overview f INSPIRE Directive The implementatin f an Irish Spatial Data Infrastructure has been legally mandated by the INSPIRE Directive (2007/2/EC) f the Eurpean Parliament establishing an Infrastructure fr Spatial Infrmatin in the Eurpean Cmmunity. The INSPIRE Directive entered int frce n the 15th May 2007 and was transpsed int Irish law thrugh Statutry Instrument 382/2010. T ensure that the spatial data infrastructures f the Member States are cmpatible and usable in a Cmmunity and transbundary cntext, the Directive requires that cmmn Implementing Rules (IR) are adpted in a number f specific areas: Metadata Data Specificatins Netwrk Services Data and Service Sharing Mnitring and Reprting These Implementing Rules are adpted as Cmmissin Decisins r Regulatins, and are binding in their entirety Aim f INSPIRE pilt prject The Department f Arts, Heritage and the Gaeltacht (DAHG) and the Marine Institute (MI) are bth defined as Legally Mandated Organisatins under the terms f the INSPIRE Directive. Bth rganisatins are partners in the Irish Spatial Data Infrastructure (ISDI) prject and are required under the INSPIRE Directive t publish spatial data n the envirnment fllwing specific INSPIRE Data Specificatins (data mdels) and t publish them n the internet using web services called Netwrk Services. The aim f this pilt prject was t explre the level f effrt required t satisfy the Implementing Rules fr INSPIRE Data Specificatins and Netwrk Services. The results f this pilt prject will be used t infrm and advise ther public bdies in the Irish Spatial Data Infrastructure n the effrt required t meet their bligatin as legally mandated rganisatins under the INSPIRE Directive. This pilt is a pathfinder prject fr the Wrk Package #9 and Wrk Package #10 deliverables detailed in the Irish INSPIRE Implementatin Prgramme Prject Objectives The prject utline bjectives are defined as fllws: Assess the effrt invlved in transfrming spatial data under the administratin f the Department f Arts, Heritage and the Gaeltacht and the Marine Institute (MI) int the INSPIRE Prtected Sites Data Specificatin mdel. Assess the effrt required t represent and maintain the Prtected Sites Data Specificatin mdel n the internet as Netwrk Services. 1. Department f Envirnment, Cmmunity and Lcal Gvernment. Examine the feasibility f a cst-efficient Shared Service apprach fr INSPIRE netwrk services and ISDI delivery. Test the Netwrk Services and hsting slutins against the Quality f Service requirements f the INSPIRE Netwrk Services Regulatin. Investigate licensing and security ptins fr INSPIRE Netwrk Services. Use the experience gained in this pilt t advise ther Irish Spatial Data Infrastructure partners n the level f effrt required t cnfrm with the INSPIRE Directive and assciated regulatins. Leverage the investment made in INSPIRE implementatin t imprve spatial data sharing and mdelling in the Irish public sectr Prject Design Design Phase The initial design phase f the pilt prject was carried ut by the prject partners thrugh research and in cnsultatin with ESRI Ireland, Cn terra and with advice frm Land and Prperty Services Nrthern Ireland. Best practice and pilt implementatins frm ther EU public authrities invlved in INSPIRE were als examined, in particular the UK Lcatin Prgramme and the UK Open Data prtal: data.gv.uk. 8 2. INSPIRE Data Specificatin Audit 2.1. INSPIRE Prtected Sites Data Specificatin verview The INSPIRE Prtected Sites Data Specificatin (Versin 3.1) was chsen as the theme t be delivered fr this pilt prject. The Data Specificatin dcumentatin is available fr dwnlad frm the INSPIRE website. 2 The Data Specificatin dcumentatin defines INSPIRE Prtected Sites as being lcated in terrestrial, aquatic and marine envirnments, and may be under either public r private wnership. They may include lcalities with prtectin targets defined by different sectrs and based n different bjectives. Objectives fr prtectin may include: the cnservatin f nature; the prtectin and maintenance f bilgical diversity and f natural resurces and the prtectin f persn-made bjects including buildings, prehistric and histric archaelgical sites, ther cultural bjects, r sites with specific gelgical, hydrgelgical r gemrphlgical value. Prtected Sites may receive prtectin due t mre than ne type f bjective, and may have a duble r multifarius designatin status. Prtected sites may differ greatly in their reasns fr prtectin, their designatin and their management. Examples f legislatin under which Prtected Sites included in this INSPIRE theme are designated, managed and regulated include: the Habitats Directive (1992) (Directive 92/43/EC); the Birds Directive (1979) (Directive 79/409/EC); the Water Framewrk Directive (2000) (Directive 2000/60/EEC) Marine Strategy Framewrk Directive (2008) (Directive 2008/56/EC) the Wrld Heritage Cnventin (1975); the Ramsar Cnventin (1971); the Barcelna Cnventin (1976); the Helsinki Cnventin (1974); the OSPAR Cnventin (1992) and the natinal laws f each Eurpean cuntry and EU and internatinal sectr plicies (fr example, relating t nature cnservatin, frests r fisheries). 3 The features t be included in the INSPIRE Data Specificatin n Prtected Sites must have the fllwing characteristics: Prtected Sites have a knwn lcatin, bundary and area, based n frmal, legal r administrative agreements. i.e. has a plygn area/bundary The prtectin f the site must be defined by legislatin (whether internatinal, Eurpean Cmmunity r natinal) The prtectin f the Site must be fr specific cnservatin bjectives, whether nature, cultural r ther cnservatin. 10 3. INSPIRE Data Specificatin Transfrmatin 3.1. Overview The INSPIRE directive classifies spatial data int 34 envirnmental spatial data themes, which are listed in Annexes 1, 2 and 3 f the directive. Each f the spatial data themes has its wn Data Specificatin mdel assciated with it. The Data Specificatin dcumentatin aims t harmnise datasets t facilitate the identified INSPIRE spatial data theme use case requirements. This will ensure their interperability between public bdies and the wider Eurpean INSPIRE netwrk. The initial ISDI guidelines t the Irish INSPIRE regulatins suggested tw separate appraches fr the publicatin f Irish INSPIRE Data Specificatins: 5 Optin 1: Public bdies publish their wn spatial data t INSPIRE schema This invlves public bdies transfrming their spatial data int the relevant INSPIRE Data Specificatin schema themselves fr publicatin. Integratin int the natinal versin f the INSPIRE spatial data theme will ccur thrugh web services and will be presented thrugh the natinal ISDI Geprtal website. Optin 2: Public bdies publish spatial data via a central ISDI transfrmatin service t INSPIRE Schema This invlves public bdies supplying their data in its native frmat t a central resurce, either thrugh n-line services r ffline means. The data is then transfrmed either autmatically r manually int the relevant natinal view f the INSPIRE spatial data theme and published int the INSPIRE netwrk. This pilt examines Optin 2 with the Department f Arts, Heritage and the Gaeltacht acting as the central shared transfrmatin service manually transfrming the surce data int the INSPIRE mdel Publishing INSPIRE Prtected Sites as a Shared Service The DAHG has been prpsed t act as a test ISDI Shared Service prvider fr the INSPIRE Prtected Sites Data Specificatin and transfrms/publishes ther public bdies surce spatial data (GSI and multiple lcal authrities). The DAHG wns the majrity f the spatial data identified under the INSPIRE Prtected Sites theme, and has an existing GIS publishing capability in-huse. DAHG business case t act as Prtected Sites Shared Service prvider The DAHG als has an incentive t publish ther public bdies spatial data at a natinal level as they have a re-use case fr the spatial data sets prduced by the lcal authrities and the Gelgical Survey f Ireland. Recrd f Prtected Structures (RPS) There is an identified re-use case at a natinal level fr plicy purpses and fr lcal authrity reprting under the Planning and Develpment Act Lcal Authrities are bliged t infrm DAHG f any additins, deletins r amendments t the RPS under the Act. Architectural Cnservatin Areas (ACA) The Architectural Cnservatin Area (ACA) data set is cmplimentary t the Recrd f Prtected Structures in that it aims t identify areas f special character and architectural interest and t preserve that special character. It is created under the Planning and Develpment Act Gelgical Heritage Areas The Irish Gelgical Heritage Prgramme is identifying and selecting the very best natinal sites fr NHA designatin, t represent the cuntry's gelgy. It is als identifying many sites f natinal r lcal gelgical heritage imprtance, which are classed as Cunty Gelgical Sites (CGS). The Natinal Parks and Wildlife Service are interested in cmpiling this data set t a natinal level t use as a reference in their NHA designatin wrkflw. Tree Preservatin Orders (TPOs) Tree Preservatin Orders are als f an interest fr re-use at a natinal level fr bidiversity assessment and cnservatin. 12 Marine Strategy Framewrk Directive reprting 3.5. Standardising lcal authrity data sets ISDI natinal data schemas It will be necessary t devise a harmnised natinal data schema fr the lcal authrity spatial data sets t meet the needs f the ISDI shared service re-use cases mentined abve. It is intended that the ISDI publishing schemas will be a stepping stne t the INSPIRE Data Specificatin (the INSPIRE Prtected Sites mdel is less detailed) Prpsed Lcal Authrity ISDI/INSPIRE publishing wrkflw The diagram belw utlines a prpsed publishing wrkflw which is designed t maximise the re-use f the shared spatial data that will be cllected frm lcal authrity surces fr the Irish INSPIRE Prtected Sites services. The re-use f reginal level data thrugh natinal level spatial data services will mean that further data sharing benefits will be realised fr the Irish Spatial Data Infrastructure befre publishing int the INSPIRE mdel at the Eurpean level. This apprach will be recmmended fr all the lcal authrity data sets that are listed under the different INSPIRE themes. This is deemed t be the mst cst-efficient methd f publishing INSPIRE data frm lcal authrities and reflects the apprach that is being taken fr lcal authrities in Nrthern Ireland and in the UK Figure 1. ISDI natinal data schemas It is prpsed that natinal level re-use cases will be lked at fr each dataset and where necessary an ISDI natinal data schema will be intrduced fr publicatin. This centralised natinal level apprach has already been used in the MyPlan prject run by DECLG t cllate the Develpment Plan zning data frm every lcal authrity. 12

Pilt INSPIRE transfrmatin slutin Fr this pilt prject the prject partners elected t evaluate the ArcGIS fr INSPIRE 8 sftware frm ESRI Ireland and cn terra INSPIRE Slutin Pack fr INSPIRE 9 wrkbench t transfrm their in-huse surce data int the INSPIRE Prtected Sites Data Specificatin schemas Cn terra INSPIRE Slutin Pack fr FME and ArcGIS fr INSPIRE ESRI Ireland drew n the expertise f a partner cmpany Cn terra t prvide an implementatin f their INSPIRE Slutin Pack fr INSPIRE, an FME wrkbench slutin which was used t transfrm the DAHG and MI spatial data sets int the target INSPIRE Data Specificatins and GML mdels. The FME sftware was used t harmnise the disparate data surces t the cmmn destinatin mdel. This is carried ut thrugh a prcess called schema mapping via FME Wrkbench Transfrmers, which invlves lgically mapping the attributes and gemetry f the lcal surce data t the required gemetry and attributes f the GML schema fr the Prtected Sites Data Specificatin. The ESRI apprach uses an ESRI staging gedatabase which has tables and fields that are based n the INSPIRE Prtected Sites GML schema. Figure 2. INSPIRE schema mapping wrkflw. These will be used eventually by the Natinal Parks and Wildlife Service fr their spatial data publishing. Therefre it was decided that a separate service fr each designatin type wuld be set up, as different public bdies will be using different schemas fr the delivery f their Prtected Sites data int the Eurpean INSPIRE netwrk. 15

16 4. INSPIRE Netwrk Service publishing 4.1. Overview The INSPIRE Directive bliges Member States t perate a netwrk f the fllwing services available t the public fr spatial data sets and services fr which metadata has been created: Discvery services View services Dwnlad services Transfrmatin services Services allwing spatial data services t be invked This pilt aims t deliver the INSPIRE Prtected Sites data fr Ireland thrugh View and Dwnlad services. These view and dwnlad netwrk services will be discverable thrugh the existing Irish Spatial Data Exchange (ISDE) Discvery Service. The fllwing were identified as Netwrk Services deliverables fr this prject: INSPIRE Prtected Sites data published thrugh INSPIRE cmpliant Netwrk Services. ArcGIS fr INSPIRE View and Dwnlad Service slutin tested against the INSPIRE Implementing Rules fr Netwrk Services INSPIRE View Services requirements The fllwing INSPIRE Implementing Rules (IR) dcumentatin was used t design the User Acceptance Test Cases fr INSPIRE View Services delivered by this pilt prject: Cmmissin Regulatin (EC) N 976/2009 f 18 Octber 2009 implementing Directive 2007/2/EC f the Eurpean Parliament and f the Cuncil as regards the Netwrk Services (INSPIRE Netwrk Services regulatin) 12. In summary, regular WMS services are tagged with INSPIRE metadata elements thrugh declared extended capabilities elements in the GetCapabilities respnse frm the WMS. This respnse is described in the Netwrk Services Regulatin as the Get View Service Metadata peratin. This pilt tests the requirements frm bth sets f dcumentatin. The INSPIRE View Service prfile is designed t implement the fllwing peratins which are mandated in the Netwrk Service regulatin: 4.3. This scenari invlves adding a URL reference t an nline INSPIRE (ISDI) metadata resurce in the extended INSPIRE capabilities thrugh the <inspire_cmmn:metadataurl> tag Scenari 2 Use (extended) capabilities t map all INSPIRE metadata elements t the [ISO 19128] WMS elements. This scenari invlves mapping all INSPIRE metadata elements t [ISO 19128] WMS elements. (JRC prvide an INSPIRE schema t cver these elements) This pilt prject elected t use Scenari 2, as it was fully supprted in the ArcGIS fr INSPIRE sftware and allwed a cmplete evaluatin f the sftware s capability t prvide a cmplete slutin. Scenari 1 was als pssible thrugh the use f ISDI metadata recrds and was tested and may be used when a permanent ISDI Geprtal and Discvery Service is in place (with a permanent URL t facilitate CSW requests). Direct access dwnlad service(s); A direct access dwnlad service extends the functinality f a pre-defined dataset dwnlad service t include the ability t query and dwnlad subsets f datasets. The direct access dwnlad service allws mre cntrl ver the dwnlad than the simple dwnlad f a pre-defined dataset r pre-defined part f a dataset. It can therefre be cnsidered t be mre advanced than pre-defined dataset dwnlad. In this case, the spatial infrmatin is typically stred in a repsitry (e.g. a database) and nly accessible thrugh a middleware data management system (althugh the precise implementatin may vary). The term direct access is used t mean the capability f a client applicatin r client service t interact directly with the cntents f the repsitry, e.g. by retrieving parts f the repsitry based upn a query. The query can be based upn spatial r tempral criteria, r by specific prperties f the instances f the spatial bject types cntained in the repsitry. This pilt explred bth ptins based using WFS services t prvide the dwnlad services fr the Prtected Sites data. This apprach was implemented using the ArcGIS fr INSPIRE sftware add-n fr ArcGIS Server Get Dwnlad Service Metadata peratin The Dwnlad Service INSPIRE metadata elements (spatial data service metadata) are made available via WFS thrugh the ws:extendedcapabilites cntainer xml element in the WFS GetCapabilities respnse. 29 5. Delivering View and Dwnlad Services with ArcGIS fr INSPIRE and Cn Terra INSPIRE Slutin Pack fr FME 5.1. INSPIRE Data Transfrmatin 5.2. ArcGIS fr INSPIRE and Cn Terra INSPIRE Slutin Pack fr FME ArcGIS fr INSPIRE and Cn Terra s INSPIRE Slutin Pack fr FME were chsen as the sftware slutin t deliver the Netwrk Services and the transfrmed Prtected Sites data. The sftware is prvided as an add-n mdule t ArcGIS Server and FME respectively, which the prject partners are already using t deliver their in-huse GIS wrkflws. The ArcGIS fr INSPIRE sftware package cnsists f the fllwing elements: An ArcGIS Server extensin t serve INSPIRE-cmpliant View and Dwnlad services. INSPIRE-cmpliant Gedatabase templates fr extracting, transfrming, and lading (ETL) gespatial infrmatin frm existing databases int INSPIRE-cmpliant gedatabases. Publishing INSPIRE View Services Once the Transfrmatin Prcess is cmpleted and the data has been stred in the relevant INSPIRE Gedatabase template, it is straight-frward t publish the necessary INSPIRE View Service using the ArcGIS fr INSPIRE add-n fr ArcGIS fr Server. The prcess is similar t publishing a regular WMS service in ArcGIS fr Server; the end-user adds the relevant data layers frm the surce database t a map dcument (mxd) using a simple INSPIRE tlset, tailrs the map t their needs in ArcGIS fr Desktp and saves as a Map Service Definitin dcument (msd). Get Dwnlad Service Metadata The Get Dwnlad Service Metadata peratin will be a WFS GetCapabilities respnse, which includes the dwnlad service INSPIRE metadata, peratins metadata, respnse and supprted languages, spatial data sets metadata and their crrespnding CRS. Fr scenari 1, a metadata recrd fr the Dwnlad Service shall be available in a Discvery Service. The Resurce Lcatr metadata element fr the Dwnlad Service shall cntain a link t the GetCapabilities f the WFS Get Spatial Data Set The Get Spatial Data Set peratin allws the retrieval f a surce Spatial Dataset. Pre-defined spatial datasets in different CRS/datasetID/language cmbinatins can be retrieved using Stred Queries in the ArcGIS fr INSPIRE pre-defined Dwnlad Service ptin. 37 6. Creating INSPIRE service metadata and publishing via the ISDE Discvery Service 6.1. ISDI Metadata Prfile fr INSPIRE The ISDI Metadata Prfile identifies the metadata elements required by any rganisatin t accurately describe the types f spatial resurces that may be searched fr thrugh an INSPIRE (cmpliant) Discvery Service. The ISDI Metadata Prfile is designed t supprt the dcumentatin and discvery f terrestrial and marine spatial dataset(s), spatial dataset series and spatial data service(s), recgnising the data management and sharing requirements within the ISDI cmmunity. The ISDI Metadata Prfile has been authred in accrdance with the rules established by the Internatinal Standards Organisatin (i.e. ISO) by the Marine Institute with guidance by the partners in the Irish Spatial Data Exchange prject (ISDE). The ISDI Metadata Prfile is a subset f the ISO internatinal standard fr describing gegraphic infrmatin and services. This includes all ISO cre metadata elements. The ISDI Metadata Prfile has defined supplementary elements, cde lists and vcabularies t assist in the descriptin f a spatial dataset, a spatial dataset series and a spatial data service fllwing the INSPIRE implementing rules. These supplementary elements have been guided by the INSPIRE Directive and have been implemented accrding t versin 1.1 and versin 1.2 f the INSPIRE Metadata Implementing Rules and technical guidelines ISDE Discvery Service and GeNetwrk ISDI Metadata Prfile editr The Irish Spatial Data Exchange (ISDE) discvery service was used t publish the necessary INSPIRE metadata recrds fr the services created by this pilt. INSPIRE Data Sharing and Licensing arrangements In accrdance with the data sharing requirements prescribed by the INSPIRE Directive Article 17 and the INSPIRE Data and Service Sharing Regulatin 22, transitinal INSPIRE data sharing and licensing arrangements have been rlled ut as part f this pilt ISDI INSPIRE Data Sharing Agreement The ISDI INSPIRE Data Sharing Agreement prepared by DECLG has been signed by all the public bdies participating in this pilt. The Agreement intrduces the required measures 23 that facilitate the sharing and INSPIRE use f INSPIRE spatial data sets and services fr the fllwing scenaris: between Irish public bdies; between Irish public bdies and institutins and bdies f the Eurpean Cmmunity; between Irish public bdies and bdies established by internatinal agreements t which the Eurpean Cmmunity and Member States are parties; between Irish public bdies and public bdies frm ther member states ISDI Licences When data has been requested under the terms f the INSPIRE regulatins fr what is determined t be legitimate envirnmental public tasks, Irish public bdies must deliver the data sets and netwrk services accmpanied by the apprpriate ISDI licence. ISDI Basic Licence (Irish PSI Licence) This licence cvers the INSPIRE data sets r services that are free t re-use fr cmmercial and nn-cmmercial purpse(s) and are disseminated under gvernment cpyright with a basic attributin requirement. The Irish PSI licence is t be used in this case fr INSPIRE data publishing. 24 This licence is cmparable t the INSPIREI Basic Licence template. ISDI INSPIRE Specific Licence This licence cvers INSPIRE data sets and services which are nt free t re-use fr all purpses, and may have charges/licensing that apply r restricted use cnditins fr specific re-use scenaris. The tailred licences may then be implemented int an ISDI ge-rights management wrkflw Ge-rights Management and federated licencing Althugh initially deemed ut f scpe fr this prject, it was decided in the design phase t trial the Cn terra sdi.suite sftware licensemanager, securitymanager and servicemnitr mdules - n the pilt INSPIRE Netwrk Services. This sftware is currently being used in the upgrade f the Nrthern Ireland SDI prtal Spatial NI (frmerly the Nrthern Ireland GeHub). DECLG have liaised with Land and Prperty Services Nrthern Ireland n their experience f using the sftware t facilitate their business prcesses. The requirement t secure and license web services is prevalent in mst mdern NSDI implementatins and had been identified by the INSPIRE Data Sharing sub-cmmittee as a significant area f technical and financial effrt fr INSPIRE implementatin in Ireland. It is required t address Article 17 f the INSPIRE Directive n remving bstacles at the pint f use fr the re-use f INSPIRE data in public bdies, and t prvide the framewrk fr develping e- cmmerce as required under Article 14 (4). Whilst there are n Intellectual Prperty Rights prtectin issues invlved in any f the surce data sets fr the INSPIRE Prtected Sites Pilt, the pprtunity arse t test-drive a slutin fr ge-rights management sftware in the frm f Cn terra securitymanager and licensemanager. Cn terra LicenseManager LicenseManager is used t define, rganise and apply license and price mdels within servicebased Spatial Data Infrastructures. It enables license-based access t spatial data services by enfrcing agreement with user cnditins, use restrictins, and price/fee mdels, whenever a service is accessed by a user. LicenseManager directly cmpliments the Security Manager mdule f the sdi.suite sftware. It prvides a tl with which license mdels can be defined, and thrugh which a user can then access services. The license is cncluded electrnically and enfrced when the service is accessed. Price r usage-fee mdels can be individually determined and assigned t cmmercially ffered spatial data services. The price structure ranges frm simple flat rates t cmplex, use-dependent mdels (pay per use), which als incrprate discunts and multipleuse reductins. In additin, LicenseManager can be used t define re-use cnditins fr spatial data services, fr instance, explicitly excluding the cmmercial use f services. This results in what is knwn as a click-thrugh license, which resembles the methd by which license cnditins are accepted by a user whenever they install a sftware prgramme. It makes it pssible fr bth public and private service prviders t enfrce agreement with users regarding license and user cnditins. 42

It prvides prtectin against unauthrised access fr OGC WMS, WFS, WFS-T, WCS, Esri ArcGIS Server/ArcIMS services and als fr static file dwnlads (specified URLS). Access cnstraints may be intrduced either at the service functin level r n the cntent level (e.g. a layer in a WMS r WFS service). SecurityManager will als allw the restrictin f web services t a defined gegraphic extent such as a lcal authrity area. SecurityManager uses the OASIS XACML and SAML standards fr describing plicy sets, as well as fr authenticatin and single sign-n purpses. WS-Security ensures XML/SOAP messaging between authrized users and resurces is securely encrypted and signed. A cmmn access apprach using "HTTP Basic Authenticatin" is als available as shwn in the example belw. User and plicy management in securitymanager can be perfrmed via a brwser-based administrative interface. It is als pssible t incrprate existing user management systems such as LDAP by simple cnfiguratin. 43

Ge-rights management current develpments At the time f writing there is significant prgress being made in this area and the technical specificatins and tlsets are changing t slve the data sharing and e-cmmerce requirements f INSPIRE. Sme ntable examples are: OGC Interperability experiment with Shibbleth architecture. UK Lcatin Business Interperability Wrking Grup Cn terra sftware upgrade cming t accmmdate Shibbleth and SAML 2.0. It is clear that INSPIRE, SDI and Open Data data sharing initiatives are develping this area rapidly. It is recmmended that ISDI carry ut a dedicated prject n Data Sharing and IPR management fr an SOA data netwrk based n web services. This prject shuld aim t remve bstacles t data sharing fr re-use f data sets and services in line with the bjectives f the INSPIRE Directive and internatinal best practice in ther Spatial Data Infrastructures. 44

45 8. INSPIRE Publishing - cmpliancy testing As part f the pilt prject, an analysis int pssible methdlgies fr INSPIRE data publishing cmpliancy testing were carried ut. The main areas fr INSPIRE data publishing and cmpliance mnitring was identified as: INSPIRE Netwrk Service peratin testing INSPIRE Netwrk Service Quality f Service testing INSPIRE Data Specificatin cmpliancy testing INSPIRE metadata cmpliancy testing INSPIRE Data Sharing and Licensing cmpliance. INSPIRE Mnitring and Reprting cmpliance 8.1. INSPIRE Netwrk Service peratin testing A number f test slutins were suggested fr the cmpliance testing f the INSPIRE netwrk service peratin testing (e.g. Get View Service Metadata, language supprt) prduced thrugh this pilt. By far the mst cmprehensive f all nline testing services was the GDI-DE Test Suite 25, which is part f the German spatial data infrastructure. The GDI-DE nline abstract test suites were used t guide the pilt cmpliance testing fr INSPIRE Netwrk service peratin testing. Using servicemnitr t mnitr Quality f Service Meeting the Quality f Service requirements was deemed t be utside f the scpe f this INSPIRE pilt, hwever, it was agreed that a prcedure fr testing shuld be examined, and the gap between the pilt envirnment and cnfrmity wuld be dcumented. The Department f Envirnment, Cmmunity and Lcal Gvernment had trial use f the Cn terra Service Mnitr t assess the perfrmance f the pilt INSPIRE View and Dwnlad services against the requirements f the Netwrk Services regulatins. The INSPIRE View Service fr the Natura 2000 Special Prtectin Areas was selected fr Quality f Service mnitring. The View Service was perfrming well belw the necessary perfrmance requirements based n GetMap requests t the service. It is recmmended by this pilt that a mre pwerful rbust slutin is specified fr central INSPIRE services fr the Irish Spatial Data Infrastructure and that the nrmalized prcedure fr Quality f Service mnitring is fllwed (nly exists fr View services at the time f writing 26 ).
