1 REQUEST FOR PROPOSALS SMALL BUSINESS TECHNICAL ASSISTANCE Backgrund Unin Bank is pleased t annunce the availability f this Request fr Prpsals (RFP) fr small business technical assistance. We are seeking prpsals frm nnprfit (501(c)(3) rganizatins in Califrnia, Oregn and Washingtn wh can prvide an array f technical assistance services that will lead t the develpment and expansin f small businesses and micrenterprises and help create and retain jbs. Thrugh its funding, Unin Bank aims t help technical assistance prviders increase their scpe and quality f services in rder t assist entrepreneurs and small businesses and spur ecnmic grwth in lw-t mderate-incme (LMI) cmmunities. Unin Bank is particularly interested in helping existing businesses increase their revenue and the number f emplyees they hire. The Bank is als interested in prviding mre lans t small businesses and is interested in increasing the number f diverse businesses minrity-wned, wmen-wned, and disabled and veteranwned businesses especially in lw-t mderate-incme (LMI) cmmunities. Grant Summary A ttal f $750,000 annually, fr the next three years ( ), will be granted t nnprfit rganizatins prviding technical assistance t small business wners. Grants will range frm $50,000-$100,000 per applicant. Applicants currently receiving funding frm Unin Bank are allwed t apply fr funding frm this RFP. Prpsals must be submitted by the due date. All decisins are final and there will be n appeal prcess. Unin Bank will fund rganizatins fr three years (cntingent n annual perfrmance). All grantees will be asked t prvide a reprt at the end f each year t evaluate the success f the rganizatin with clients and determine their impact n small business develpment. Applicant Eligibility Criteria In rder t apply, rganizatins must meet the fllwing criteria: Applicant must be a nnprfit rganizatin in gd standing with the Secretary f State and has evidence f tax-exempt status under Sectin 501(c)(3) f the Internal Revenue Cde and deemed nt a private fundatin under Sectin 509(a). Applicants must be lcated and serving Califrnia, Washingtn, r Oregn. Applicants must be in existence a minimum f five years. Applicants must be in gd financial standing and nt in a deficit. Applicants must demnstrate strng track recrd and experience in prviding an array f small business technical assistance services that may include, but are nt limited t: Training/wrkshps Cnsulting/mentring Lan Packaging Pst lan Supprt Resurces and Referrals Applicants must identify a lending partner such as a CDFI, micr-lender, cmmunity based lender r financial institutin. Desired Outcmes Unin Bank will cnsider rganizatins that can clearly shw their strng track recrd and utline their utcmes and prgress n an annual basis, ver the next three years.
