1 ABOUT RESTLESS DEVELOPMENT Young people share a restless determination to address the problems that affect them the most. That s where we come in. At Restless Development, we re proud to be the banner carrier for youth-led development, demonstrating from the grassroots to the global policy levels that young people can and must play a lead role in development. As a result, Restless Development is repeatedly cited as a model of best practice in youth-led development by the World Bank, the UK Department for International Development (DFID), UNICEF, UNAIDS and others. In Nepal, Restless Development has been working in the youth and adolescents development sector since more than 25 years. It is the recipient of several international and national awards. It works in formal partnership with Ministry of Youth and Sports. Restless Development Nepal has signed strategic partnership with UNICEF education to implement SAMBAV programme in 10 districts in Nepal. The overall goal of programme is Girls and boys, particularly from marginalized communities, are supported to transition into and remain in school, improve their learning, and become empowered members of their communities.
2 ABOUT THE ROLE Ensure programme reflects the operational standards, strategy and practices of Restless Development internationally in line with the Global Programme Quality Compendium and international good practice. Job title Programme Manager- Sambhav Location Salary Based in Head office, Kathmandu with 40 % field visit in project districts NRS. 2, per annum Preferred start date 1 November 2016 Length of contract Visa requirements Reports to Direct reports Expected travel 1 year, initially, with strong possibility of extension based on performance N/A Senior Programme Manager Senior Programme Coordinator and Programme Coordinators Extensive Field travel will be required (approximately 40%), including the project districts and VDCs in Eastern and central region of Nepal. KEY PRIORITIES 1. Project implementation and advocacy: In coordination with Monitoring, Evaluation and Learning Manager and other Manager the Programme Quality Manager will: Develop programme designs, objectives, and logistical frameworks of programme and project in line with Global Strategy and National Priorities.. Manage regular programme review workshops/meetings to ensure that monitoring data information, programme implementation and development to meet recommendation that are received form field & evaluation/research report. Ensure that programme contribute to national and international strategies, including the Sustainable Development Goals, National Youth Policy, Education for All Strategy, and the Government of Nepal s Long Term Plan. Lead and maintain the Evidence Based decision making system for all of projects Serve as an active member of the Nepal Management Committee, providing guidance and expertise on programme issues. 2. Capacity building and partnerships Establishment and regular support for regional field office team for effective programme implementation and quality assurance. Manage programme priorities through the development and regular review of unit operational plans and implementation calendars with project partners Identify schools and communities as per project checklist and finalize in consultation with UNICEF and Restless Development MC Oversee development of training materials, manuals development as well as delivery of training modules drawing on best practice internally, nationally and internationally. Ensure staff safety at all times by ensuring effective security and communication systems within the unit 3. Financial Management Coordinate with the Finance and Administration Manager: Develop/revise annual budgets of programme unit activities. Monitor programme unit spending to ensure it is within budgets. Ensure finance policies and procedures are adhered to by programme staff. Ensure Partners are making spending in line with Restless Development agreed budget and values Ensure all the partners NGOs are updated with approved budget and relevant document
3 Review the project expenditure and Ensure necessary tranche request timely and variance are communicated with relevant partners and donors and obtain necessary approval in advance. 4. Human Resource Development and Management Manage Programme staff through Performance development Plan, monthly meetings/updates, monitoring work, schedule work plans and review. Support staff through entire performance management cycle with regular performance Management Plan and reviews. Plan and implement recruitment mechanisms for programme unit staff as per Restless Development recruitment policy. Ensuring staff are getting support to achieve their PMP through training, regular support and other mentoring Ensure effective communication between staff in district, regional and centre. Ensure all the project staff in PNGOs are enough capacity to implement Restless Development programmes & projects through regular capacity assessment, organize training based on TNA and other support i.e mentoring, field visit 5. Monitoring and Reporting Conduct field visits to monitor work of partners and programme team Ensure effective development and implementation of appropriate monitoring systems for responsible programme Lead on the analysis of Restless Development Nepal Quarterly Reports and Restless Development international progress report. Lead the Sambhav programme periodic review, quarterly, annual and mid term review and lead to make necessary adjustment based on research findings, review workshop recommendations and Restless MC feedback. Support the team to effectively capture data on all programme and report appropriately on time Input into and review monthly qualitative and quantitative reports related to all programme and events Ensure the quality articles, case studies and stories of change to the quarterly newsletter anddisseminate to the key stakeholders 6. Investment, Networking Development & partnership management Support investment through report and proposal writing, budget and concept development, partner meetings, and field visits Develop new programme and projects framework based on community need and prepare necessary budget for projects and programmes Ensure effective partnership management with local NGOs in programme implementing districts Strengthen, develop relevant partnerships at local, national and international levels. Maintain regular communication to existing donors and host programme visit for donor and potential donors Contribute to the preparation of materials such as newsletters or annual and monthly reports as appropriate. Identify and pursue opportunities to raise Restless Development s profile Write timely programme reports to donors and partners as required Ensure effective partnership with donor, PNGOs and government agencies through regular meeting, s, Ensure programme plans are timely submitted to government and obtain necessary approval of project as required by government 7. SKILLS AND EXPERIENCE Master's degree in social sciences or any other discipline Minimum of three years experience in programme implementation and four years management experience Experience of programme development and planning Experience of managing field offices and human resources and multiple project Essential to contribute strategic plan. Experience in fundraising and donor relationship management Experience of working with government agencies UN agencies and development partners Fluent written and spoken both in English and Nepali language Previous work experience in Nepal or in rural areas Knowledge of relevant national and international strategies and frameworks in the working areas of Restless Development Desirable Experience in training delivery and provision of capacity building support IT, interpersonal, written and verbal communication skills Experience in handling budgets and finances
