Key to this will be active networking and representation of Cuso International; identifying and securing external funding streams to support and optimize program results; effective management of the Tanzania-based staff and operations, fostering effective partnerships (especially with VSO and TAMA), ensuring that all key program, volunteer support, administration and budget deadlines are met. In recent years, Cuso International s programs in Tanzania have been implemented through a partnership with VSO. These currently comprise a $15m economic growth program ( Tanzania Local Enterprise Development - TLED) and a maternal & child health program, ( Volunteers for International Cooperation and Empowerment, VOICE or SAUTI in Kiswahili) implemented in collaboration with a cross section of partners - government, civil society and private sector. In 2016, Cuso will launch another MNCH project ( Midwives Save Lives, MSL) in four countries, including Tanzania. The Country Representative will directly manage a Cuso team (currently 2 staff) to deliver this in Tanzania, as well as oversee and support VSO in implementation of TLED and VOICE. The Country Representative will be the voice of project teams in Tanzania and will coordinate with HQ staff for the smooth implementation, monitoring and evaluation of our projects (i.e. finance team, volunteer recruitment team, MEAL team, communications team). In addition, the Country Representative will provide technical support on MEAL, program and partnership development to Cuso s team in Ethiopia. KEY RESPONSIBILITIES AND DELIVERABLES 1.1 Program Development & Delivery in Tanzania Deliverable A strategic and relevant gender sensitive program, which uses a range of development interventions and actively engages marginalized groups, is successfully delivered, monitored, evaluated and promoted, meeting strategic and operational plan objectives.

2 Analyze and maintain an in-depth understanding of the development context and key stakeholders in Tanzania and the East Africa region in general. Lead on developing and shaping Cuso International s strategic development plan for Tanzania. Working in collaboration and in consultation with Cuso International s local partners, volunteers and other stakeholders, identify relevant development interventions (eg national volunteering, advocacy, partnerships etc) to deliver established strategic and operational plans. Wherever relevant, ensure cross-cutting themes of gender, governance and environment are mainstreamed in programming initiatives. After goals and objectives have been set and agreed to with the Head of Programs, analyze and plan resource allocations for program implementation, including determining placement numbers, volunteer targets, staff priorities and budget allocation. Ensure the smooth functioning of placement development and volunteer management systems and processes within the Country Program Office and with other Cuso International employees and teams in the region and in North America. Work with HQ staff to ensure the program is monitored and evaluated and take lead in ensuring gender sensitive MEAL deadlines and milestones are understood and met by team, partners and volunteers. Liaise with MEAL team for the integration of T-LED data into our systems Coordinate with other projects to learn from each other and promote cross-pollination Ensure the impact of Cuso International s development interventions in Tanzania and issues arising are captured and duly integrated into relevant practice and policy debates. In collaboration with Country Program Office staff, local partners, volunteers and other stakeholders, foster and promote a culture of ongoing learning. Ensure all Cuso International program and volunteer deadlines are met. Ensure all reporting requirements to HQ or external donors are understood and complied with. Take a lead role in developing, implementing, monitoring and revising restricted and unrestricted budgets. 1.2 Partnership and Resource development Deliverables Productive partnerships with Government, corporate sector, civil society and donors, are identified and developed. Cuso International s programming in Tanzania is growing and being supported through multiple sources of funding and key partnerships. Take the lead in developing and implementing a funding strategy for Tanzania. Seek out and actively participate in Tanzanian, regional and other networks, coalitions, alliances, meetings, forums, debates or any other event pertaining to the development work of Cuso International in Tanzania and where possible to champion/represent Cuso International s programs and projects with donors, other agencies, relevant government officials, partners etc. Working in close collaboration with the Head of Programs and field/hq based funding staff, identify funding and/or partnership opportunities and take a lead role in following these up in a timely manner. 3 Develop realistic program and project plans and budgets, ensuring compliance with donor requirements. Coordinate with field staff and other projects to ensure that all contracts or agreements (including T-LED, VOICE and MSL) comply with donor requirements Actively seek to engage corporate sector in our projects and work with them to identify ways they add value to them. Liaise between field staff and HQ staff for the development of communication tools and products that will help promote T-LED, VOICE and MSL in Canada and in the field Provide support and guidance for the management of relationships with GAC in Tanzania (eg related to T-LED, VOICE & MSL) Ensure that Cuso s projects (including T-LED, VOICE & MSL) are implemented according to the contribution agreements signed with GAC 1.3 Volunteer and Placement Management Deliverables Cuso International s volunteers working in Tanzania are adequately and appropriately supported in their placements and working effectively with their local partner organizations. Volunteers are engaged in all aspects of program development, including helping to set priorities, supporting work in seeking funding and partnership opportunities etc. Oversee the planning and development of relevant and coherent volunteer placement documentation. Ensure relationships and communication between Country Program staff, implementing partners and volunteers are cooperative and professional. Ensure excellent communication channels between Country Program staff and other Cuso International staff in the Regional Office, North America offices and elsewhere, so that placement and program information is flowing between all parties and deadlines are being met by all stakeholders. Working closely with the Program Support and Finance Officer, participate in the development of volunteer in-country orientations, facilitating some of the learning and orientation events as appropriate. Keep abreast of volunteers progress and challenges in their placements and support any learning or professional development that they may require to achieve their objectives. Engage volunteers in program planning, development and resource diversification, as appropriate. Assist the Program Support Officer and Implementing Partners in handling any volunteer or partner complaints, conducting investigations where necessary; participate in discussions where policies and procedures do not offer a proper resolution to a volunteer s concern or situation, involving others as deemed necessary. Be fully accountable for ensuring an emergency and risk-management plan is developed at the country level and that this is well communicated, implemented and reviewed on a regular basis, covering the safety and security of volunteers and Country Program Office staff. 4 1.4 Line Management Deliverable Country Program Office staff have clear job descriptions and ambitious work plans, are supported in setting work objectives and priorities, and are making positive contributions in all relevant aspects of Cuso International s program. Foster a positive, fair, participatory and ambitious professional work culture among Country Program Office staff and Partners. Ensure our Tanzania team and Partners are delivering on annual work plans and that all relevant Cuso and external donor policies, procedures, milestones and deadlines are met. Model the expected attitudes, behaviors and work standards expected from Country Program Office staff. Be responsible for managing staff performance, providing regular feedback and conducting yearly performance appraisals with each employee. Work with each employee to develop key objectives and approve work plans that are revised quarterly. Undertake monthly supervisory meetings with each employee to ensure work priorities and any challenges the employee faces, is addressed. Ensure Cuso International s performance management culture is understood across the team. Maintain accurate written records of work plans, supervisory meetings and performance appraisals. In conjunction with each employee, identify learning and professional development needs and support the employee in getting these needs met appropriately and cost effectively. 1.5 Administration, Budgets and Finance Deliverable Ensure all Cuso International administration, budget and finance systems are in place understood by staff, kept up to date, operate smoothly, used effectively and related timelines are met. Take the lead in developing the annual budget and in the revised budget setting process. Ensure performance to budget is tracked on monthly basis and appropriate and timely action is taken to remedy any variance. Ensure all Country Program Office based staff are aware of roles and responsibilities in relation to budget and finance issues and procedures and deliver accordingly. Ensure all Cuso International administration, health and security, volunteer support and logistic systems are in place, understood and followed by staff, volunteers and partners. Feedback and seek to work collaboratively with regional and HQ staff to improve performance and effectiveness of systems and processes. Ensure any external donor requirements are understood by staff and adhered to. Actively encourage a cost effective and efficient approach to use and expenditure of Cuso International resources. Ensure all staff understand and are able to use Cuso Internationals IT systems in an effective manner. 5 Ensure Country Program Office compliance with record-keeping guidelines and filing of sensitive employee, volunteer, partner and donor information. 2. Support to Ethiopia (approx. 30% of the time) Program Development Advise and provide support to the HoP and CPOs in the development of sustainable programs in each region Build program teams skills, capacities and systems related to program development Build program teams skills, capacities and systems related to partnership development and Country Assessment Plans (CAPs) Support the creation or improvement of regional communications materials for the organization such as brochures and reports. Support volunteer recruitment strategy Partnership and donor relationships Develop and maintain excellent relationships and networks with existing and potential supporters of our work. In coordination with the HoP, CPOs and the PDFM in Ottawa, take the lead in planning, writing and editing concept notes and project ideas, ensuring a participatory and wellorganized process Support program teams in developing and deepening existing partnerships at regional level. Undertake independent research in finding alternative resources for long-term sustainability of Cuso International in the region and suggest innovative ideas for effective resource mobilization. Ensure that accurate and up-to-date information about project ideas is maintained in relevant databases and filing systems. Contribute to increasing Cuso International s profile and enhance our reputation. Represent Cuso International at meetings with potential and existing partners and supporters and at external events in delegation from the HoPs or the CRs. MEAL Support strategic planning, collection and analysis of data and reporting as part of our MEAL system. Participate and contribute to discussions of the global MEAL team Motivate, guide and support the program team to do MEAL Provide feedback for improvement of our MEAL system 3. Other duties Participate in regional and other staff meetings, as appropriate. Ensure Cuso International activities operate within the legal framework of Tanzania. Fulfill any other responsibilities as may be assigned from time to time by the Head of Programs and other senior managers. Identify and take steps to develop own professional and personal learning. 6 POSITION QUALIFICATIONS Candidate s profile: The ideal will have at least 5 years experience in development in increasingly more senior position and in more than one countries, and in start-up organisations; has experience in managing projects, from inception to delivery, including a solid experience with monitoring and evaluation systems. The ideal candidate also has experience building partnerships and with fund raising. Finally, the ideal candidate has experience managing volunteers and budgets. Essential Education A University degree in a field relevant to the duties of this position, and/or a relevant combination of studies and experience. Experience At least five (5) years experience working within development projects At least three (3) years experience working with development programs, at the community level. Experience working with and managing volunteers. Experience working with partners Experience working in program evaluation and communication of results for fund raising Experience in NGO start up Experience working in multi countries managing multiple projects. Experience and ability to develop and manage budgets and create financial reports. Experience of working successfully in a leadership role, supervising and coaching staff and leading them towards common objectives. Proven track record in successfully securing external funding for development programs and projects. Knowledge Excellent understanding of the project cycle, its tools and phases and at least three (3) years experience planning, resourcing, monitoring and implementing development projects. An understanding of role and impact of volunteering as a contribution to international development Knowledge and experience related to Cuso International s program in Tanzania (ie. pro-poor rural economic development, gender equality, MNCH) Abilities Ability to work in Tanzania. Ability to think, plan and work strategically and creatively. Good public speaking abilities and presentation skills. Ability to work well and respectfully as part of a diverse team, and in cross-cultural contexts. Ability to respond to emergency situations i.e. medical emergencies, civil unrest, assaults etc. Ability to write coherent and strong proposals and concept notes. Excellent problem-solving abilities, finding innovative solutions to difficult and complex challenges and the ability to persevere to find a resolution. 7 Skills Excellent communication skills, in both written and verbal English, and the ability to use different communication media effectively, including , telephone, SKYPE, and written correspondence. Excellent interpersonal skills, including the ability to negotiate, persuade, coach, mobilize and develop positive relationships with others internally and externally. Excellent planning, time-management skills and prioritization skills. Computer and Internet proficiency (all Microsoft Office tools, databases, web research, web-based tools and transactions, etc.). Other: Willingness and ability to travel both within country and internationally spending up to 8 weeks a year away from home. Willingness to work irregular hours of work and extra hours, in order to successfully meet deliverables. Proven commitment to mainstreaming gender and social inclusion within work. Desirable Experience of being a volunteer; working with or managing volunteers. Excellent analytical and practical understanding of the social, political and economic context of Tanzania. Knowledge of the development and socio-political context of the region.
