1 United Nations Children s Fund (UNICEF) Phnom Penh, Cambodia Vacancy Nº COMM/15/008 Terms of Reference Individual Consultancy: DIGITAL AND CONTENT LEAD Closing date: 17 June Background and Rationale: UNICEF Cambodia s Communication Section is responsible for the organization s public information and advocacy work in the country. A wide range of communication assets and materials are produced regularly to support public advocacy efforts on priority issues that affect the lives of children in Cambodia, using various communication platforms including social media and digital channels. The Communication section works closely with programme teams in the office to communicate with media, the public, and donors on UNICEF s work and advocate for a wide range issues affecting Cambodian children. Communicating about UNICEF programme activities is also critical to fundraising efforts and an important means of providing donors, National Committees and the public with updates of how their funding is helping to make a difference for Cambodian children and their families. As a pilot country for UNICEF s Global Communication and Public Advocacy Strategy, and as part of the new Country Programme , UNICEF Cambodia strives to strengthen the organization s voice, reach, and engagement within the country and beyond, and is working to reinforce its adolescent and youth engagement efforts in matters that affect their day to day lives as well as their longer-term wellbeing, and its community engagement activities around issues related to children s rights. 2. Purpose(s) of the consultancy UNICEF Cambodia s digital and social media platforms (country website, blog, Facebook, Twitter, YouTube and Flickr accounts) are key engagement tools utilized to raise awareness about issues that affect children in Cambodia, and are important tools for advocating on behalf of children, sharing information with the public, particularly youth, and receiving feedback in return from audiences. The objective of this assignment is to assist the office in developing engaging and creative content, including human interest stories and multimedia materials, and managing social media and digital platforms to ensure high quality posts and engagement. The consultant will design and implement a strategy to systematically grow UNICEF s digital and social media community and its youth engagement.

2 The consultant will also provide additional support to various public advocacy initiatives including support to campaigns and publication launches, and other aspects of implementing the Country Programme s communication and public advocacy strategy. 3. Programme Area and Specific Project Involved: UNICEF communication and public advocacy initiatives, with special focus on content creation and managing digital and social media platforms. 4. Work Assignments/TOR: Content and Digital/Social Media Lead Under the supervision of the Chief of Communication, and in close collaboration with the team members of the Communication Section and Programme Sections, the consultant will undertake the following tasks: Create compelling social media content for digital platforms and systematically grow UNICEF s digital community and deepen engagement across all platforms. Develop and edit human interest stories and other external communication materials Regularly come up with ideas for engaging social media content and campaigns, working with relevant colleagues to assess feasibility, and through exploring new partnerships for content/engagement. Actively participate in meetings, helping guide digital editorial processes. Help develop and implement informed, cross-platform social media and digital marketing strategies and support management to make informed decisions regarding digital strategy. Working with other team members, monitor and moderate social media channels, flagging risk and opportunities to deepen engagement. Identify new digital tools and best practices and how these can be most effectively applied to deepen engagement with supporters. Keep track of efforts and activities of other UN agencies, nonprofits and other active partners. Monitor, measure and report as well as evaluate social media efforts and apply lessons learned. Liaise and work with graphic designers and agencies as needed, to produce visuals, infographics and apps for digital campaigns. Support other colleagues as needed on their day to day social media efforts and develop guidance documents and lead trainings when required. Participate in and represent the team at relevant conferences and events. Provide support to the team as needed in the implementation of other communication and public advocacy activities such as campaigns, events, launches, etc. 5. Qualifications or Specialized Knowledge/Experience Required: 3+ years experience working on social media, digital marketing or editorial for an NGO, UN, or publishing outlet. Experience in developing and implementing social media or digital marketing strategies. Proven ability to write flawless copy in English on tight deadlines.

3 Proven copy editing skills. Adept at using a wide range of social media platforms including Facebook, Twitter, Google+, Instagram, LinkedIn, Tumblr, Pinterest. Experience of blogging and knowledge of best practices. Knowledge of social media monitoring technology and can use social media measurement and listening tools such as Radian6, Gorkana, Social Bakers, Crowdbooster. Experience in reporting on quantitative and qualitative analytics. Proven ability to manage multiple priorities within specified timeframes. Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate to a young audience. Consistently achieves high-level results, managing and delivering projects on-time. Proven ability to conceptualize, plan and execute ideas as well as transfer knowledge and skills. Project management experience/qualifications a plus. Strong awareness of social media communication behaviors in Cambodia an asset. Experience in working for the UN, UNICEF or with International NGOs or global organisations a plus. Must have excellent command of English. Working knowledge of Khmer language a plus. Bachelor Degree, ideally in social science, international affairs, marketing or communication. Masters preferred but not essential. 6. Estimated Duration of Contract (Dates and period) Full time consultancy starting mid-august 2015 for 6 months. 7. Deliverables with due dates/workplan: A. Regular monthly workplan for August January 2016: - Create compelling and engaging social media content for: UNICEF s Facebook, Twitter platforms (daily) and regular updates of the blog (at least twice a week), Youtube, and Flickr accounts (must ensure alignment with larger office public advocacy priorities under the guidance of the Chief of Communication, and in alignment with key behaviour change messages) - Develop high quality human interest stories/blogs (at least 2 per month) - tied to the public advocacy priority calendar. - Daily engagement with online community. - Weekly social media and digital monitoring reports to be shared with the team. - Monthly social media analysis based on monitoring results, accompanied by plan of action for applying lessons learned. - Human interest stories/blogs produced by other staff members edited in a timely manner for publishing or sharing with donors (quantity as needed) B. Other key deliverables and due dates:

4 - Content and online engagement revamp strategy developed aimed at systematic growth of UNICEF Cambodia s online community, including ideas and action plan for forming partnerships and new ideas for engagement (due end September) - At least 3 online adolescent/youth engagement initiatives implemented during the 6 months period- propose and implement the activities under the supervision of the Section Chief (milestones: September, November, January) guided by the Office s public advocacy calendar. - Communication support provided in content creation for priority public advocacy opportunities including, but not limited to: Launch of the child protection report (September), the Post-2015 agenda/sustainable Development Goals (August/September), Water and Sanitation (October Global Handwashing Day), equity and focus on the most marginalized children (November), birth registration (December), particularly as related to creating content on the subjects and engagement on social media. 8. Payment Schedule: The consultant shall be paid the agreed monthly fee, every month for the duration of the Contract, upon receipt and approval by supervisor of monthly reports, and other agreed deliverables as highlighted under section Official Travel Involved: Phnom Penh based assignment with travel to the provinces. Any required official travel will be organized or paid for in full by UNICEF Cambodia. 10. Contract Supervisor: Chief of Communication 11. Type of Supervision that will be provided: The supervisor will ensure proper briefing on the consultancy assignment, compliance with the ToR, monthly work-planning and timely delivery of the expected outputs/results. Upon completion of the tasks, the supervisor will evaluate the consultant s work and follow-up on the monthly payments. 12. Consultant s Work Place/Any facilities to be provided by office: The consultant will be primarily based in UNICEF Cambodia s Phnom Penh office, and will be provided with a working space with access to computer and network connection. Official travel will be arranged through the office. 13. Nature of Penalty Clause to be stipulated in Contract:

5 Unsatisfactory performance: in case of unsatisfactory performance the contract will be terminated by notification letter sent 5 days prior to the termination date. Performance indicators: consultant s performance will be evaluated against the following criteria: compliance with guidelines, timeliness, quality and attention to detail. 14. Remuneration recommended based on complexity of tasks in TOR The consultant fee is estimated at the L2 level of the UN Cambodia salary scale. The actual remuneration will be negotiated with the selected consultant. 15. Proposal submission Applications shall be submitted to before the deadline containing the following required documentation: 1. Technical Proposal: Consultant shall prepare a proposal in response to the ToR, ensuring that the purpose, objectives, scope, criteria and deliverables of the assignment are addressed. The Technical Proposal shall also include updated CV and Personal History Forms (P11) of the consultant. 2. Financial Proposal: The Financial Proposal shall be submitted in a separate file, clearly named Financial Proposal. No financial information should be contained in the Technical Proposal. The consultant shall quote a daily fee inclusive of all costs involved with the consultancy. No additional costs for travel, visas or daily subsistence expenses shall be paid in addition to the daily fee quoted. 16. Evaluation Criteria A two stage procedure shall be utilized in evaluating proposals in accordance to the below criteria, with evaluation of the technical proposal being completed prior to any price proposal being compared. Submitted proposals will be assessed using Cumulative Analysis Method. Technical proposals should attain a minimum of 50 points to qualify and to be considered: a) Technical Proposal (Maximum technical score: 70 points) Academic Qualifications 10 points Bachelor Degree, ideally in social science, international affairs, marketing or communication. Masters preferred but not essential. Work experience 30 points More than 3 years experience working on social media, digital marketing or editorial for an NGO, UN, or publishing outlet. Project management experience/qualifications a plus. Experience in developing and implementing social media or digital marketing strategies. Adept at using a wide range of social media platforms including Facebook, Twitter, Google+, Instagram, LinkedIn, Tumblr, Pinterest. Experience of blogging and knowledge of best practices. Quality 10 points Quality of technical proposal with particular focus on: Creating & innovating; Communication; Drive for results; Working with people; Formulating strategies and concepts; Commitment b) Financial Proposal (Maximum Financial Score: 30 points) The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 50 points in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price. 17. Contract Award The Contract shall be awarded to a consultant obtaining the highest combined technical and financial scores. Proposals not complying with the terms and conditions contained in this ToR, including the provision of all required information, may result in the Proposal being deemed non-responsive and therefore not considered further. UNICEF shall sign a lump sum Contract including the daily fee quoted in the Financial Proposal
