1 Valuing Staff Honest Communication Safety Teamwork Being The Best POSITION DESCRIPTION Title: Civil / Structural Engineer Date: August 2016 Purpose of position: Reports to: responsible for assisting the Senior Engineer investigate, design and undertake the company s capital development and maintenance programmes and other related activities. Participation in environmental management is also involved. 2 Core Responsibilities Engineering Infrastructure work. expected to play a lead role in the design and asset management of all port related civil engineering aspects of the business, at all times demonstrating a flexible and proactive approach Programme and undertake port related civil structures inspections with results of investigative work to be reported with appropriate detail including structural analysis where required; Undertake the initial investigation, concept formulation, analysis, costing and reporting of the company s service facility needs to relevant approvals stage; Identification and outlining of project parameters, planning and reporting on project options; Detailed design, drafting (or guidance of drafting) and specification preparation of new port facilities as required by the Capital Development Plan; Scoping, engagement and management of external technical consultants where required to facilitate the successful completion of the company s strategic goals; Preparation, calling and assessment of tenders and report on recommendations; Effective assessment and management of safety and operational risks with any works including investigative works; Planning, detailing and construction observation of civil project related work for new and existing structures ensuring at all times they are managed with a focus on the health and safety of contractors, sub-contractors, Port Otago employees and where applicable the general public; Liaison with internal and external clients, Operations Division, construction and contract staff in implementing the planned works; Inspection of maintenance and capital works including reporting on progress, quality and performance; Overview and directing of CAD drafting work associated with project and asset management works above; Liaison with Senior Civil Engineer, Harbour Environment & Consenting Manager and other Technical Services staff on planned work; Develop the asset database and management plan & coordinate their maintenance and implementation; Attend to daily administration work and records. Environmental Management / Resource Consents required to participate in work associated with exceeding legislative requirements and other stringent environmental standards. Assist with preparation of resource consent applications including Assessment of Environmental Effects and evidence where required. Assess and undertake other planning requirements to ensure ongoing environmental compliance; Undertake environmental monitoring and reporting. Input and participation into continual updating of the Port Environment Plan. Major activities and time allocation. 35 % Project scoping, conceptual designs, team building and contract preparations; 35 % Project and contract management and supervision; 25 % Planning, general research, asset management, resource consent / environmental work; 5% Technical services management and administration and support services for senior managers; 2
3 Measurement Methods Staff and contract customer complaints; Team Leadership & Management expected to promote a cohesive, inclusive team culture within the Section whereby the Technical Services team work cooperatively with the organizations goals and strategies as the prime focus. Operational Procedures, Health & Safety and Quality responsible for developing operational procedures promoting a healthy and safe working environment, ensuring a consistently high standard of service is delivered. Achievement of agreed deadlines for project completions; Budget compliance (maintenance and developmental); Cost over runs and/or lack of monitoring costs and reporting outcomes; Meeting of individual and Infrastructure Health & Safety KPIs. Active participation in the organisation and co-ordination of the Technical Services Team activities. Regular reporting to the Senior Engineer on project progress against plan and objectives. Develop open, honest and respectful working relationship with all team members and members of the management team within Port Otago ensuring clear communication is maintained between divisions. Act as Project Manager for port related civil structures design and construction including scoping and completing asset management activities to develop the project brief. Manage projects to ensure they are completed to a high quality, on time and to budget including Board reporting where applicable. Represent team activities appropriately, providing support and sponsorship of agreed decisions and directions. Provide innovative, timely and cost effective solutions to the development and maintenance of instrastructure. Actively promote Company policies of Health and Safety, Quality and Environment Role model the values of Port Otago in all actions. Assist with the development on an annual basis a health & safety management plan covering all of the Sections activities. Monitor implementation of health and safety plan, review and update as necessary. Identify and manage hazards efficiently and effectively. Undertake a prompt and thorough investigation into all LTI s, and property / equipment damage and customer complaints. Ensure completion of all Infrastructure Inspections, Safety Observations, Hazard Reporting, Take 5/JSA and effective management of Permit to Works in accordance with the Infrastructure Health & Safety KPI matrix. 3
4 Personal development responsible for developing his/her own personal development plan which addresses technical and personal growth and development. The plan should be reviewed and updated on an on-going basis. Prepare personal development plan identifying goals, actions and timelines. Keep professional registrations / licenses current. Through the Cornerstone performance review process undertake an annual self-assessment of performance and set personal development needs and KPI s in conjunction with the Senior Engineer Keep up-to-date with developments in the relevant professional area including the identification of suitable Continuing Professional Development opportunities including online courses, conferences and seminars. Liaison with clients and external authorities responsible for presenting Port Otago in a positive and professional manner to all parties with whom he has contact. Key Performance Measures Effective relationships are maintained with customers, contractors working on the site and other external authorities. Effective relationships maintained with other divisions Be receptive to informed comment and criticism. Engineering Infrastructure work. Operational Procedures, Health & Safety and Quality. Efficient, accurate, cost effective and compliant concepts, designs and drawings are produced as required by the annual maintenance and capital development plan Planned work meets time requirements within the approved budget. Accurate and timely budgeting. Satisfaction of external customers, port staff and contracting staff Asset maintenance carried out in a timely manner to minimise the deterioration and costs associated with maintenance and repair Correct and timely provision of information on tasks performed Develop and assist in asset inspection and input to timely and effective asset management plans Health and Safety Management plan is updated on annual basis and as required, on an on-going basis, as a result of monitoring. Participate in quarterly Team H+S meetings with focus on Contractors and Project specific matters Zero LTI s. Any recommendations arising as a result of investigation into LTI s and property/equipment damage and customer complaints is actioned in a timely and appropriate manner. Follow safe work practices and set the example for others All incidents and accidents are reported promptly and accurately Manage and review all hazards online and ensure new hazards identified are reported, addressed, and documented Consistently influence Zero Harm work philosophies Manage the safe work processes, incl Take 5, Permits 4
5 processes for all contractors. Personal development Individual personal Development plan updated and progress reviewed on a 6 monthly basis as part of the Cornerstone process. Person Specification Qualifications Bachelor in Engineering, chartered or working towards becoming chartered with relevant structural options as part of their degree. Current practicing certificate Current clean New Zealand Drivers Licence. Experience Skills and Behaviours Minimum of 5 years professional experience with the majority of this time spent in New Zealand practicing professionally Experience in working in Ports and Maritime environment or operational areas an advantage Technically driven engineer with good analytical skills and attention to detail Strong organizational ability with skills to effectively manage change in priorities Excellent communicator both written and verbal. Exhibits a can-do attitude and positive work ethic Results driven with significant pride in their work Ability to work within a busy operational environment and work effectively and confidently with people at all levels; Consistently demonstrates trustworthiness, integrity, professionalism and honesty. 5
