1 Position Title: Responsible to: Responsible for: Salary Range: HAWKE S BAY REGIONAL COUNCIL Job Description Group Manager, Hawke s Bay Civil Defence Emergency Management Group Nil Progress above the Estimated Market Value (EMV - 100%) level is based on sustained individual officer performance: $57,008 (80%) $71,261 (EMV - 100%) $81,950 (115%) Job Context: The Hawke s Bay Civil Defence Emergency Management (CDEM) Group has collective responsibility for the delivery of CDEM within Hawke s Bay. Every council is required to be a member of a Group and the Hawke s Bay CDEM Group consists of the Hawke s Bay Regional Council, Wairoa District Council, Hastings District Council, Napier City Council, and Central Hawke s Bay District Council. The administrating authority for the CDEM Group is the HBRC. All employees of the Group are employees of the HBRC. 2 Group Aims (Why does the section exist?) The Hawke s Bay CDEM Group Office provides the following role and functions as part of the Hawke s Bay Group: Advice and technical support to the CDEM Group Joint Committee and the Coordinating Executives Group (CEG) Project coordination and management, including the ongoing development, implementation, monitoring and review of the CDEM Group Plan and supporting documentation Coordination of regional CDEM policy and its implementation Management of contracts entered into on behalf of the CDEM Group or CEG External liaison with partner agencies within the CDEM sector Maintaining the Group Emergency Management Coordination Centre (GECC) Supporting the Group s response to an emergency Assisting and coordinating recovery operations on behalf of the CDEM Group Monitoring and responding to, the adverse effects of emergencies on behalf of the CDEM Group and disseminating warnings Representing the CDEM Group on national bodies and projects Preparation in consultation with CEG, of the annual report of the CDEM Group s activities, budget and performance to the CDEM Group for adoption Coordination of the integrated professional development of key personnel for CDEM Providing monitoring and evaluation reports on the capability of the Group and its members to the Joint Committee and CEG. Role of (The specific role) The role of is to provide relevant, professional input into the roles and functions as outlined above in order to ensure the Group achieves its objectives. Your specific role of will require input which will relate to your relevant skills, the needs of the specific role and your experience but will also include activities that extend and provide for individual professional development. Expectations will be regularly discussed with you and expectations will be fair and reasonable and within the broad requirements outlined above. While emergencies and disasters cannot be prevented entirely, there are steps that can be taken to reduce the impact on organisations and enable them to be better prepared to respond effectively and recover quickly. The primary responsibility of this role is to ensure the development and implementation of civil defence emergency management (CDEM) activities that increase organisational capability to plan for and respond to an emergency. The role is specifically responsible for the coordination and delivery CDEM activity relating to response and supporting the development of recovery and lifeline utilities capability. While this position focuses on readiness and recovery the incumbent is expected to operate across the 4Rs. PAGE 2

3 This position is also required to provide generalist CDEM expertise and support in the management and delivery of the group work programme. The position has two distinct modes of operation; a business as usual component that focuses on relationship management, Lifelines readiness, planning for recovery and ensuring the GECC is ready to activate in an emergency, and a response component that operates in a high stress environment implementing previously rehearsed procedures and rapidly responding to the unfolding needs of an emergency. Role Expectations (Indicative examples that show the work is being done effectively) While this role focuses on response and recovery as two of the 4Rs of comprehensive emergency management, it is expected that the role holder considers and where appropriate facilitates reduction and readiness as part of their work. Relationships with key individuals, partner organisations and communities are established. The primary and secondary GECC is effectively equipped and staffed appropriately. GECC staff are appropriately trained and capable of undertaking their role during an emergency Assigned ECC r oles ar e p erf orm ed in accord ance w it h exist ing p lans and st and ar d op erat ing p r oced ur es. A 24 hour 7 days a week operational response function is effectively maintained and appropriately delivered. An effective operational response capability is interoperable with local EOC s, NCMC, emergency services and all other key stakeholders. Lifeline Utility Coordinators are appropriately training and exercised. GECC is effectively and appropriately monitored as well as local Emergency Operation Centre (EOC) capability and highlight any strategic risk in a timely manner to Manager Group Emergency Management Office. Emergencies are managed in accordance with the response objectives of the Controller, scale of activity, existing plans and standard operating procedures. Effective processes for learning from emergencies are embedded in the Group. The Group early warning system is effectively maintained and tested as appropriate. The Group Recovery Manager is effectively supported with maintaining and exercising the Group Recovery Plan. o o o Structures, roles and responsibilities for recovery are pre-determined and documented Recovery Managers are identified, trained, supported and ready to perform the role Recovery planning is integrated with risk reduction and other community planning The Lifeline Group is effectively supported and coordinated, and appropriate technical support is provided to the Chair of the Lifelines Group. 4 Work with Group members and partner agencies to ensure they have effective Business Continuity Plans. In conjunction with local EMOs develop and implement a programme to supporting private business and organisations to build resilience with Business Continuity Planning. The Group Local Emergency Management Officers are effectively supported in the delivery of readiness and recovery at a local level. Act as the Response Manager (see CIMS) during an emergency. Continuous Improvement All Hawke s Bay Regional Council (HBRC) staff are expected to actively and enthusiastically promote the concept of continuous improvement in their work for HBRC. This means: Maintaining a positive overall attitude in the workplace as assessed by your peers and Manager. Taking part in training opportunities provided by HBRC and the Group with an open mind, as assessed by pre and post training meetings with your Manager. Practicing the skills provided in training offered by HBRC and the Group as assessed by regular feedback meetings with your Manager. Showing a strong team commitment, as indicated by peer feedback and your Manager s assessment. Practicing the concept of continuous improvement by showing initiative with new ideas and positively acknowledging others ideas. Giving honest and open feedback as and when required, aiming to constructively deal with all issues, as assessed by regular feedback meetings with your Manager. Active involvement in decision making processes when the opportunity is made available. Health and Safety All staff are expected to follow established health and safety procedures while working for HBRC, and in accordance with policies developed by HBRC. This means: Complying with and adhering to HBRC s accepted standards and procedures. Where appropriate workplace hazards are identified and communicated to management. Regular reviews of workplace hazards are undertaken. Where appropriate, advise reporting staff of OSH standards and procedures. When, and if, necessary, investigation of accidents/incidents are carried out according to HBRC procedures. PAGE 4

5 Appropriate and effective staff training is undertaken as and when necessary. Promoting a healthy and safe workplace. Maintaining a clean and tidy workspace. Emergency Management All HBRC staff are expected to undertake such Emergency Management functions as are determined appropriate to meet HBRC s role and function in this area. This means: Undertaking such a role as is allocated for emergency management requirements. Participating in such exercises as are required to maintain a state of preparedness in HBRC. Responding to such requests to assume an emergency management role as are required by events. Key Skills Knowledge Skills A recognised tertiary qualification at diploma (Level 5) or significant experience in a discipline relevant to emergency management, risk management and/or hazard management. 3-4 years experience in emergency management or a related field. Experience in project and/or programme management. Experience working in teams / building effective working relationships. Experience in managing operational response facilities and staff would be of advantage. Knowledge of asset management and land development processes would be of advantage. Solves problems and makes decisions quickly and confidently Strong written and verbal communication skills Good presentation and interactive skills PAGE 5
