1 SOUTHEND ON SE BOROUGH COUNCIL DEPRTMENT FOR PEOPLE JOB PROFILE JOB DESCRIPTION Job Title Reports To Group Manager Children s Fieldwork Services Head of Children s Services Level Level 12 Main Purpose of the Job To lead and co-ordinate the quality and assurance of practice standards within Specialist Services and contribute to the Departmental wide quality assurance monitoring and standard setting. To manage staff with specific child protection and safeguarding roles, linking to all other management groups and the Local Safeguarding Children s Board. To contribute to the development of multi-professional working practices within the Department, maintain professional networks and effective information sharing systems. To contribute to the strategic direction for children s services on behalf of the Local uthority ensuring that the Council meets central Government Regulations, Guidance and Statute. To maintain effective liaison with key stakeholder service users, elected Members and other relevant Councils. To manage a proportion of the Departmental annual budget and grant allocation. Key Responsibilities To ensure services managed by this post provide a high quality service, meeting all statutory and good practice requirements. To ensure effective operational management of a diverse range of field social work/multi-professional teams. To lead, manage, motivate and review the performance 1 May 2013

2 of allocated teams. Ensuring that staff supervision and appraisal is undertaken, identifying skills gaps or training needs, that can addressed either in house or via external training. To analyse and define the response of the Local uthority, through strategic planning, to key central government initiatives. To establish policy, procedures and practice required to implement central government regulation. To ensure that the Council s duties under the relevant legislation are discharged in accordance with the Council s policy. To establish and chair multi-agency partnerships to implement strategic objectives of the Local uthority. To review and monitor the performance of the services provided by the team against the key practice standards and performance indicators and in line with our agreed policies, procedures and regulations To ensure that services are planned, delivered and developed on a clear, targeted basis in accordance with legislative requirements and Council Policies by devising, implementing and reviewing service plans. To continually improve the services provided by the team, identifying areas for improvement and developing remedial action and improvement plans To fully investigate complaints and representations To authorise expenditure on key government grants and within the divisional plans To prioritise budget spends within an increasingly challenging budget allocation. Oversee and advise on the establishment and maintenance of management information and systems in order to track the performance of the teams and monitor the service user s need for services. To lead the drafting and implementation of reports for, and attending, Council Committees, Sub-Committees and other strategic groups as required. To act as a member of the Specialist Services

3 Management Team, contributing to the development of integrated policies and practice for children s services within the Council and with other statutory agencies, voluntary, independent and private organisations, children, young people, parents and carers, in line with the principles of the Children ct 1989 and To Deputise for the Head of Children s Specialist Services as required. The teams under the remit of this position are currently; First Contact, Children and Families Teams, Looked fter Children s Multi-Professional Officers, Service Manager Fieldwork services. These responsibilities are indicative and are subject to change depending on service contingencies. Qualifications or membership to a Registered Body and C Relevant Qualification in social care practice (viz CQSW, CSS or equivalent) Successful completion of post-qualifying training Wide range of relevant courses attended Commitment to continuing professional development Management qualification Relevant degree Knowledge Extensive knowledge of all relevant legislation relating to children and young persons and the management of child protection. Organisational and performance management theory and practice. Methods of identifying social care priorities. Methods of setting and monitoring service standards for social care services Knowledge and/or use of information technology and I & I,I R Experience Experience of managing operational social care at a senior level Experience of quality assurance systems and auditing processes. Including analysing Statistical information and performance indicators.
