1 POSITION NO: DATE APPROVED: DEPARTMENT: DIVISION: People, Safety & Risk Corporate Services CLASSIFICATION: Band 8 POSITION OBJECTIVES Working across the organization as a business partner, you will lead the human resource team, and drive change in the delivery of human resource management for Latrobe City Council. Your goal is to lead the development of an agile and future ready workforce. Your objective is for Latrobe City Council to have the right people, in the right job, with the right skills, at the right time. You will develop an enabling human resource environment, built on collaboration and partnerships across the organization, supported by best practice human resource management. Key responsibilities include: Using your expertise and management experience to lead, guide and advise in industrial relations, employee relations and people management practice. Coordinating and delivering best practice industrial relations, employee relations and people management practice. Developing and reviewing human resource policies and procedures and leading their implementation into the business using well established change management methodology. Establishing an enabling environment of continuing improvement practices in human resource management. Collaborating with business units to achieve whole of organization human resource outcomes. Using demonstrated expertise in contemporary workplace practice and legislation to deliver best practice human resource services to the organisation. KEY RESPONSIBILITY AREAS 1 GENERAL Support the Manager People, Safety & Risk by identifying and implementing strategic human resource management initiatives, including WorkCover management, workforce planning, succession management, performance management, recruitment services, induction and orientation, benefits management and climate/culture.
2 Lead a small human resource team to provide WorkCover, recruitment and human resource policy and procedural guidance, advice, support and customer service to the organisation. Provide professional advice with respect to all aspects of industrial relations/ employee relations and human resource management, including human resource policy and procedures, organisational culture, recruitment, training, performance management, diversity management and equal employment opportunity. Actively contribute to organisational initiatives and priorities. Build and maintain effective internal and external relationships that ensure a partnership approach to the delivery of Corporate Services. Drive the process and compliance functions within the human resource function. Develop and coach line managers in best practice industrial relations and human resource management and development. Monitor and track trends in legislative, regulatory and business requirements and communicate across the organisation as appropriate. Obtain and appropriately direct legal advice on industrial and employee relations matters including grievances and disputes, and deliver investigations and manage resolution of such disputes as required. Support the process of negotiation, implementation and maintenance of future Enterprise Bargaining Agreements to ensure outcomes that positively contribute to the organisation s competitiveness and performance. Effectively manage and maintain the Human Resource Information Systems including E- Recruit. Establish relevant benchmarks and performance indicators for human resource, Workcover and recruitment and development functions. Prepare and regularly report to Council, Executive team, senior management team and relevant staff relevant reports as required. Prepare and make presentations to all levels of staff and external groups/visitors as appropriate. Provide counseling to staff in industrial/ employee relations and human resource related issues. Provide supervision and coordination of recruitment services, including management of recruitment contracts with external agencies. Coordinate the recruitment function; participate in interviews and selection panels as required. Contribute to the development of and regularly report to Council and/or Executive Team on progress within the Strategic, Council and/or Business Plans. Participate in professional associations and networking/interest groups as appropriate. 2 LEADERSHIP OF PEOPLE Lead a small team of HR professionals to deliver excellent outcomes and customer service. Manage the performance of others by developing relationships, setting clear expectations and providing meaningful and timely feedback. Challenge people to grow and improve and support individuals to develop personally and professionally.
3 Lead with integrity and be a role model to others in living the organisational values. Drive performance and outcomes for the team and across the organisation. Actively listen to others, communicate effectively, collaborate and engage with people. Effectively manage upwards in the provision of information and support and be responsive and accountable to manager and executive requirements. ORGANISATIONAL RELATIONSHIP Reports to: Supervises: Internal Liaisons: External Liaisons: Manager People, Safety & Risk Human Resource Advisor Human Resource Officer Workcover/Return to Work Advisor Recruitment Officer Latrobe City Employees Variety of external organisations including legal advisors, unions, employee assistance program providers, employer organisations and professional bodies. A. ACCOUNTABILITY AND EXTENT OF AUTHORITY The incumbent is responsible and accountable for: Working independently within a Council policy framework and developing policy options and strategic plans and meeting reporting and compliance, statutory and legislative obligations as required. Adhering to budgets, policies and goals. Delivery of projects and business plan deliverables on time and meeting expectations. Driving business plan actions in to team member performance agreements and ensuring effective delivery of those actions. Work across the leadership tiers of Latrobe City Council to understanding business needs, develop human resource strategies, and deliver projects to stakeholders. Freedom to act in the role is in accordance with strategic goals, policies and relevant legislation. B. JUDGEMENT AND DECISION MAKING The incumbent must be able to: Make decisions on all matters that are the responsibility of the position, provided that these are within delegated authority, legislative requirements, established policy or recognised standards.
4 Use independent judgment to analyse complex and multi-faceted issues and develop policy options. Make recommendations regarding proposals for strategies, standards and projects. Use judgement and decision making to inform others of issues and resolve conflicts. C. SPECIALIST SKILLS AND KNOWLEDGE The incumbent must have: Thorough understanding of industrial relations and human resource techniques and legislative framework in local government. Consultative skills, sound knowledge of industrial relations and human resource processes and an appreciation of the political context which Latrobe City Council operates. Demonstrated sound knowledge and experience of budgetary and accounting/financial procedures. Highly developed analytical, research and investigation skills and the ability to draw on a team of professionals in undertaking and delivering research supported by data and relevant metrics. Demonstrated strong analytical skills, together with a capacity for innovation, creativity and strategic and lateral thinking in designing, determining and delivering operational initiatives. A demonstrated capacity to conceptualise at a strategic level and translate ideas into practical application, including proven experience in developing strategies and the successful delivery of at least two of the following: o Skills gap analysis o Succession planning o Staff member onboarding processes o Employee commitment and motivation evaluation o Employee retention strategy o Staff exit process Specialist skills and knowledge essential for this position are: - Proven experience in managing industrial relations matters - Excellent knowledge of human resource legislation, policies and practices - Demonstrated performance and experience in delivering high level projects using project management methodology - Facilitation and experience in the delivery of organisational diagnostic tools - Proven experience delivering organisational redesign processes - Highly developed analytical and investigative skills - Proven experience in introducing change using change management methods and tools - Proven experience in developing KPI s and Service levels agreements - Well-developed negotiation skills

MANAGEMENT SKILLS The incumbent must demonstrate: A demonstrated ability to effectively plan, organise and manage own time Excellence in leading a team of professionals to effectively deliver and achieve business plan deliverables on time and on budget. The ability to establish team goals and lead staff on a change journey Proven experience in developing and reporting on service levels and key performance indicators Experience in sourcing, engaging and overseeing contractors/consultants. Facilitate and coordinate the efforts and output of the team to deliver against overall Council objectives and priorities and team service standards. Periodically review the currency and effectiveness of relevant policies and recommend amendments/additions. Ability to identify key opportunities, set goals, prioritise work programs and meet deadlines. Demonstrated ability to adhere to budgets, policies and procedures. E. INTERPERSONAL SKILLS The incumbent must have: Highly developed negotiation skills. Highly developed written and verbal communication skills. Ability to work with staff from different departments and disciplines to produce solutions and strategies supported by those staff. Demonstrated ability and experience in leading, motivating, mentoring, developing and inspiring a team of professionals in the delivery of human resource services. The ability to develop trusting relationship with staff,managers and the executive F. QUALIFICATIONS AND EXPERIENCE The incumbent requires the following essential skills and experience: An appropriate tertiary qualification in Industrial relations and/or Human Resource with extensive senior-level experience in a large organisation and diverse experience.
6 Expertise and proven ability in successfully leading, managing and delivering the full range of services as outlined under specialist skills and knowledge. Demonstrated experience in successfully delivering outcomes across a range of organization/ HR/ IR/ employee relations areas including WorkCover, recruitment, legal advice, policy and project development and delivery. Extensive experience in human resource or industrial relations at a senior level. Proven ability to work constructively and build trust with diverse stakeholders in a complex environment. Ability to resolve issues and solve problems at a strategic and organisational level. Excellent team leadership skills and experience. Highly Regarded: Postgraduate qualifications with a human resource or industrial relations focus. Membership of a relevant Industry body or association.
