Reports to: Functional areas of Responsibility: General Manager: Risk Credit Risk Location: Direct Reports: Discretionary Authority: New Plymouth TBC TBC Purpose You will achieve an organisation wide, integrated, effective and efficient management of credit risk facing TSB Bank. Role Scope This is a tactically critical role at senior management level with broad scope and significant influence. You will ensure that all relevant areas of credit risk are identified, monitored, measured and reported effectively and regularly and that the appropriate management structures, processes, and policies are in place to manage credit risk in terms of the Board risk appetite, metrics and policy. You will provide support and advice to the Bank s General Manager: Risk on all matters of credit risk.

3 Principal Accountabilities Key Result Areas Major Activities (What is done and How) Leadership Effectively lead, manage and develop the credit teams by: ensuring that staff are selected and trained to a competent level; providing sound leadership, coaching and motivation; ensuring direct reports provide their subordinate staff with the required level of leadership and coaching. To coach and develop Credit Risk and Lending Specialists to demonstrate a commitment to high performance, personal accountability, and collaborative relationships. Strategy Develop and successfully implement TSB Bank s credit risk management strategy for approval by the Board of Directors within the credit risk appetite set by the Board. Lending Policy and other documentation Develop, maintain and implement TSB Bank s Lending Policy and credit documentation (e.g. loan agreements etc.) (Includes determination, monitoring and, where appropriate, recommending changes to TSB Bank s credit risk appetite for approval by the Board of Directors). Credit Control Lead the development, maintenance and implementation TSB Bank s Credit Control policies, procedures, reporting and systems (including compliance monitoring). Ensure debt recovery procedures are fully effective and all available recovery options are utilised to maximise recovery outcomes. Manage any extreme credit control situations which are outside the authority levels of Credit control End Results (Why it is done) To ensure a high performance and productive environment. To enable a happy and motivated team. To retain staff. To build capability. To ensure that TSB Bank s approach to credit risk management is appropriate relative to the legislative, economic, competitive environment, TSB Bank s values, and the credit risk appetite of the Board of Directors. To ensure that TSB Bank s lending practice is consistent with TSB Bank s credit risk strategy and risk appetite (including finding the right balance between risk and reward). To ensure loan documentation meets business needs and legal obligations. To ensure that TSB Bank s Credit Control policies and procedures are appropriate relative to the legislative, economic environment and TSB Bank s values. To minimise loan losses through the effective recovery of arrears and bad debt. To reduce the possibility of complaint or loss due to error.

4 Credit Decisions and Support To lead the lending referral process within Credit Risk. Approves lending within Credit policies and/or the Manager Credit Risk s DCA to ensure compliance, quality and containment of risk. Leads in the provision of expert advice and support services to lenders throughout the network in relation to more complex and technical loans or applications that fall outside of local DCA levels. Authorises the presentation of lending applications that require approval under a GM, CFO, CEO or Board DCA. Manages all staff related lending applications for Senior Management and monitors all other staff lending. Leads the development of lending staff, including within the Credit Risk team, by assisting with the interpretation and implementation of lending, compliance and containment of risk policies and procedures. Complex Lending Provides strategic leadership in Complex, non-natural person, and staff lending portfolios. To minimise loan losses through the analysis of exception or outside of DCA loans. To find the balance between reward and TSB Bank s risk appetite. To support lending staff and raise the standard of knowledge across the network i.e. bridging capability gaps To minimise loan losses particularly in relation to the Complex lending portfolio. To ensure a high performance and productive environment in relation to complex lending. To build complex lending capability. Delegated Credit Authorities (DCA) Lead the development, implementation and maintenance of a credit risk assessment process to ensure that all lenders are regularly assessed for the level of competence in respect of their understanding of credit risk. Provide strategic leadership in the development, implementation and maintenance of credit delegations for the network that are appropriate to the risk appetite of the Board, and commensurate to the level of skill and competence displayed by the lender, through both training and review Approve and manage DCA limits for all staff (within Board approved limits). Identify, recommend (to the Board), and implement changes to, maximum delegation limits and/or DCA policies. To minimise loan losses. To find the balance between reward and TSB Bank s risk appetite. To ensure that only lenders with appropriate skills are given Delegated Credit Authorities.

5 Risk Asset Reviews Ensure the Risk Asset Review process is optimal. (Includes timely and appropriate reporting to management, identification of training needs and the provision of coaching accordingly, determination of ratings, and determination of review frequency). Analysis and reporting Lead the identification, analysis and monitoring of the key drivers of Credit Risk (including external benchmarking and stress testing). Provide monthly reporting and commentary to Management and the Board of Directors reporting on portfolio performance and key trends. Identify and implement system and process improvements to ensure accurate, thorough data is available to support high quality analysis. Communication Actively engage with the Network by: providing effective, timely lending decisions on high value, complex and/or out of standard lending policy applications (which are outside the authority levels of the Branch and Business Partnerships staff) in line with TSB Bank s Credit Risk appetite. providing a subject matter expert advisory and problem resolution service for Branch, Business Partnerships staff on lending and credit control related issues. investigating and responding to customer complaints relating to the Credit Risk or Credit Control teams. provide regular commentary on topical credit related issues to the Branch Network and Business Partnerships. Credit Training and Capability Assessment Provide strategic leadership in the development, implementation and maintenance of Credit Risk training and assessments for all lenders throughout the Bank. Presentation of Credit Risk courses from time to time. To minimise loan losses by: o o o Ensuring lending staff are aware of current issues causing losses. Identifying areas of non-compliance, poor judgment and/or inappropriate Delegated Credit Authority levels. Ensuring a positive credit culture is reinforced to lending staff. To identify training opportunities. To identify necessary changes to lending policies and identify the need for specific loss provisions. To minimise loan losses. To obtain the right balance between a Bank s risk/reward appetite. To optimise staff satisfaction. To ensure that all lenders within the Bank have received the appropriate level of training to support their credit decision making processes. To ensure that the level of lending expertise within the Bank is at an appropriate level to effectively manage the credit risk appetite of the

6 Process Improvement Provide strategic leadership to continually reassess the performance of, and where appropriate approve changes to, processes and procedures of Credit Risk and CCT to ensure continuous improvement and the maintenance of optimal standards. Projects Own and manage major change programs and Credit Risk related strategic projects to a high quality. Where appropriate, provide input and support for other strategic projects. Board. To minimise loan losses. To ensure a positive, effective relationship is maintained between Credit Risk and the Branch Network and Business Partnerships. To enhance the customer experience. To ensure approved policies and processes are strictly adhered to. To enable the Bank to meet its strategic objectives. Experience At least 10 years in a senior banking role. At least 5 years experience in a senior credit risk management role. Legal, finance or accounting background and experience would be an advantage.
