3 Introduction to the PMSP & FMEP Recognition Pathway The People Management Skills Program (PMSP) Blended Course and the Financial Management Education Program (FMEP) offers participants the opportunity to undertake a formal recognition pathway which will lead to the attainment of Nationally Recognised Qualifications or Statements of Attainment in either: BSB51107 Diploma of Management or BSB40812 Certificate IV in Frontline Management This pathway is ONLY offered to candidates who: a. successfully complete all course assessments from BOTH the PMSP Blended Course and the FMEP course and b. successfully complete additional assessments provided within the PMSP Blended Course. What is a recognition pathway? A recognition pathway involves a formal recognition of the skills and knowledge that candidates have already achieved through workplace activities, previous studies, and life experiences. Candidates may be awarded full or part qualifications on the basis of their RPL assessment. In order to grant recognition, an assessor must be confident that a candidate is competent against the competency standards in a nationally recognised qualification or accredited course. How does this work through the PMSP and the FMEP? The People Management Skills Program (PMSP) Blended Course and the Financial Management Education Program (FMEP) require candidates to demonstrate and provide evidence of applied knowledge and skills at a Diploma and Certificate IV level through participation and course assessments. The knowledge and skills in both these courses have been mapped against the Units of Competency contained within the Diploma of Management and Certificate IV in Frontline Management. Successful completion of these courses and additional assessment tasks in the workplace indicate an individual s capability in the competencies, which allows for formal recognition. Applying for recognition If you wish to apply for the recognition pathway you will need to: 1. Complete the Enrolment Form on Page 15 by indicating your preference for either a Certificate IV level or a Diploma level qualification. (Note: You will need to select an additional unit of competency if you are applying for a Diploma.) 2. Return the completed enrolment form to: E: PMSP@heti.nsw.gov.au. You will be sent additional assessment tasks associated with this recognition pathway, and any relevant information you need, including key dates for assessment and evidence portfolio submission. The PMSP and FMEP Teams will support your progress through the courses and will be communicating with you through regular correspondence, district forums and updates. Assessment workplace activities are your responsibility, as is the completion of all required course assessment tasks and additional assessment tasks. Page 3 of 15

Your assessor will: Be in contact with you (prior to the time of final submission), to discuss your application for the recognition process, including all assessment requirements and your portfolio of workplace evidence. After submission, review your supporting evidence. Determine whether you have completed all required assessments and achieved competence. 4. You will be notified of the assessment decision. There are three outcomes to the assessment decision: i. You are assessed as competent for all units of competency and awarded with the qualification. ii. iii. You are assessed as competent for some of the competencies and awarded with a Statement of Attainment that states the competencies demonstrated by your evidence. You evidence has not sufficiently demonstrated competency. Your assessor will provide feedback to you about this decision, identifying any gaps in competency. The assessor may then discuss a variety of learning options that are available to achieve full competence. How long is my enrolment for? The current assessment period for recognition in these courses is eighteen (18) months, dependant on the date of course commencement. Candidates must complete their attendance and course assessment requirements for both the PMSP Blended Course and the FMEP, as well as complete any additional assessment tasks required by the PMSP Blended Course within this timeframe. 5 What Qualification Do I Choose? The People Management Skills Program (PMSP) is designed to strengthen and develop the people management skills and capabilities of supervisors, managers and leaders within the NSW Health system The PMSP is a priority of the Health Professionals Workforce Plan ( ). HETI is co-leading the program in partnership with Local Health Districts and Speciality Hospital Networks. The primary objective of the People Management Skills Program is to establish the eight core skills that serve as building blocks for effective people management. Knowledge and proficiency in each of these eight core skill areas is a prerequisite to developing People Management Capabilities as defined in the nine domains of the People Management Skills Framework. The People Management Skills Framework NSW Health Context Policies and Procedures Systems and Processes Core Skills Leading and Building Teams Effective Communication and Relationship Building Conflict Resolution Influencing and Negotiation Coaching and Mentoring Presentation Critical and Conversations Facilitation Managing Change When deciding to enrol in training, it is important that the training meets your current and future professional development needs. The qualifications offered through the PMSP Blended Course and the FMEP recognise management capability in the core skills above, as well as key financial skills. Competencies included in this recognition pathway reflect this focus on people and financial management. There is scope for selection of one additional competency in the Diploma qualification offered. This competency should be selected in consideration of the workplace application of management skills for each candidate. We have uploaded information about these competencies onto the HETI Moodle. It is advised that you discuss the selection of the additional competency with your Line Manager. The following information provides an overview of the competencies included in the relevant qualifications. 6 BSB51107 Diploma of Management Description This qualification reflects the role of individuals who are engaged to manage the work of others or to add value to or review management practices. Their role may be in any industry or organisational setting. Typically people in these roles will have considerable experience in their respective industries or vocational areas and combine an informed perspective of specific work requirements with their managerial approaches. The qualification requires a sound theoretical knowledge base and managerial competencies to plan, carry out and evaluate own work or the work of a team. Job roles Job roles and titles vary across different industry sectors. 8 BSB40812 Certificate IV in Frontline Management Description This qualification reflects the role of individuals who take the first line of management in a wide range of organisational and industry contexts. They may have existing qualifications and technical skills in any given vocation or profession, yet require skills or recognition in supervisory functions. Typically they would report to a manager. At this level frontline managers provide leadership and guidance to others and take responsibility for the effective functioning and performance of the team and its work outcomes. 9 Appendix 1: About the Course Course Course name: Aim: PMSP Blended Course / Financial Management Education Program (FMEP) Recognition Pathway to formal accreditation PMSP Blended Course / Financial Management Education Program (FMEP) Recognition Pathway to formal accreditation Recognition pathway is offered for accreditation in either: BSB51107 Diploma of Management or BSB40812 Certificate IV in Frontline Management This recognition pathway aims to provide NSW Health Service Managers with formal recognition of their capabilities in achieving performance outcomes in the area of people and financial management. Specifically: PMSP Blended Course The PMSP Blended Course aims to develop the people management skills and capabilities of supervisors, managers and leaders within the NSW Health system. This program will also assist health service managers with clinical and non-clinical backgrounds to create working environments that enhance patient care and staff satisfaction. FMEP The FMEP aims to develop the skills of NSW Health clinical managers and other staff who oversee financial management, in the analysis of the financial performance of their cost centres and / or units. It will provide knowledge on key financial principles including the key concepts of setting, reviewing, controlling and reporting financial information in a health service environment. It provides skills practise in a range of financial reporting tools and formats. Describe the potential impact and value of the ABF funding model. At the end of Module 2 you will be able to: Explain the underlying nature of costs, cost drivers and the interrelationships between them. Describe the impact and influence of behaviour and decisions on cost levels and how they relate to the activities supported. Develop options for changing the cost mix (both short and medium term perspectives). Identify effective ways to communicate about cost levels and controls in your LHD/SHN. At the end of Module 3 you will be able to: Make defensible decisions on expenditure Present defensible decisions to both financial and health professionals Demonstrate applied knowledge of cost-related health expenses Identify how to maintain budget integrity as a priority Explain the flow on effects of changes made within the budget under your control Detail the differences between efficiency and effectiveness in budget terms Explain decisions about financial performance Contribute to budget development discussions Describe the relationship between activity and costs Explain how budgets are used to make decisions in operational units Use budget information to consider possible responses to adverse outcomes. Whilst the two courses may be undertaken concurrently, the following provides an indication of time commitment on an individual course basis. PMSP Blended Course The PMSP Blended Course is offered via Blended Learning over a period of 9 months: 4 weeks online learning 2 days face to face 4 weeks online learning 6 months workplace implementation. FMEP The FMEP is offered via blended learning over a period of 11 weeks: 1 day face to face 10 weeks online learning and workplace application 1 day face to face.
